Memorie.al publishes some unknown documents extracted from the fund of the former Central Committee of the ALP that belong to 1989 and talks about a correspondence of some cultural and artistic institutions of Tirana, such as the People’s Theater, Song and Dance Ensemble Popular, etc., with the Committee of Culture and Arts led by Alfred Uçi, regarding the decoration with the title “Merited Artist” or “People’s Artist”, of 12 well-known actors and artists of the stage and screen, such as: Margarita Xhepa , Reshat Arbana, Robert Ndrenika, Roland Çene, Shaban Hysa, Haxhi Dalipi, Dhimitraq Orgocka, Agim Qirjaqi, Ndrek Shkjezi, Alfons Balliçi, Fatos Haxhiraj and Ahmet Pasha. All the unknown sides of famous Albanian actors and artists of the Albanian stage, screen and cinematography, marked in their respective characteristics that bear the signature of the director of the People’s Theater of that time, Muharrem Shtylla, from family biography since the National Liberation War and more after, the education, the professions and the work they had done, the roles and the parts where they had performed, their quality, up to the marital divorces, etc.
The documents we are publishing in this part of the book belong to 1989 and there are some proposals made by the Chairman of the Committee of Culture and Arts of that time, Alfred Uçi, sent to the Central Committee of the ALP, for the decoration of a group of 12 people (Margarita Xhepa, Reshat Arbana, Robert Ndrenika, Roland Çene, Shaban Hysa, Haxhi Dalipi, Dhimitraq Orgocka, Agim Qirjaqi, Ndrek Shkjezi, Alfons Balliçi, Fatos Haxhiraj and Ahmet Pasha), all well-known artists and screen actors and the Albanian cinematography of those years but also later, who at that time were mainly engaged in work at the People’s Theater and also taught at the Higher Institute of Arts in Tirana.
As can be seen from the documents in question issued by the Central State Archive (Fund 14, Ap, Structure), the proposals in question, after being compiled by the relevant institutions, mainly the People’s Theater, were signed by the director of that institution, Muharrem Shtylla, and were sent to the Culture Committee, headed by Alfred Uçi, who sent the relevant characteristics for each of them to the relevant sector of the apparatus of the Central Committee of the ALP, which at that time was covered by Enver Halili. And then, after their verification, they were sent for approval to the secretary of the Central Committee of the ALP, Foto Çami, who covered art, culture and propaganda, which until the death of Enver Hoxha, he had kept Ramiz Alia.
For the younger generation who did not live that time, we emphasize that personal characteristics were a very important document for any framework and all its work and career depended on it. Two of the most important things that were not lacking in any of the characteristics of the cadre, which we will see in the document in question, were: the attitude that the family had maintained during the National Liberation War and whether there had been anyone convicted or escaped after liberation. It was part of the personal file and was kept in the safe by the cadre branch of the institution (which was secured with bars) and it was accompanied from behind wherever the cadre could be transferred or appointed to various jobs. Likewise, these features were also used in decoration cases, such as the ones we are publishing. The characteristic of the cadre was a document that did not often change its content, with rare exceptions when the person suffered extremely important things in his work and life.
What is noticeable in these characteristics is the fact that: although they were sent for decoration, the well-known actor, Robert Ndrenika (as well as some others, such as Alfons Balliçi), were also marked with their “dark” sides, they biographical, e.g. what Ndrenika’s brother had escaped from Albania in 1961. Which in no way could be kept secret from anyone, not even Ndrenika himself, when he needed to do his biography, which was required of cadres from time to time. time. But it should be noted that the character of the famous actor, Ndrenika, has been compiled with great kindness by Alfred Uçi, which brought its approval and the awarding of the high title, “People’s Artist”. Because, as we have seen in other documents, there have been many accusations against Ndrenikë, even orders to fire him as an actor and send him away from Tirana. Which came to him for the sole reason, his runaway brother, and his “shadow” has often jeopardized his professional career and life, but that Ndrenika could only save her in her work, correctness and his talent.

RESHAT HAMIT ARBANA – actor
He was born in Tirana in 1940. Social origin, individual craftsman. Social status, employee. He is a member of the Party. Lives in the neighborhood no. 5, “Kont Urani” Street no. 23.
His family’s attitude during the National Liberation War was good and today his family has a good moral and political attitude. Reshati graduated from the Polytechnic “November 7”, worked at NTASH, wares, initially from December 1959 to June 1959 as a turner, and from June 1959 to June 1961, as a normist in this enterprise.
It was at this time that he began his studies as an actor in the high school of actors. After graduating from school in August 1965, until October 1972, he worked as a director and editor-in-chief at Radio Tirana.
They accepted him as a party candidate and did the party’s internship at the Geological Plant from October 1972 to December 1973. After that date he worked at Radio-Television as a director until 1974 and from that date he worked as an actor at the People’s Theater.
She is married to Aferdita Arbana, an employee of the State Planning Commission as an economist. The woman’s family maintains a good political stance. In the last legislature, he was elected a member of the People’s Assembly. He is an ideologically prepared communist and makes constant efforts to delve deeper into the materials of the Party and Comrade Enver. In the forms of education in the Party, he always discusses and raises problems for the Theater.
As an actor, he has realized a series of roles with good artistic quality, such as in the parts “Communists”, “In front of himself”, “Death of a commissioner”, etc.
In addition to roles in theater, he has made a number of films at Kinostudio and ART.
He strives for his ideo-professional development and is a talented actor, enjoys the sympathy of the collective. He is a Merited Artist.

ROBERT PETRO NDRENIKA – editor
He was born in Tirana in 1942, resident in the neighborhood no. 5, “Islam Alla” Street. Nr. 126.
He is a middle-ranking official by the origin and a civil servant.
He graduated from the Higher Institute of Arts as an actor in 1964.
The political stance of his family during the National Liberation War has been indifferent. He is fine now.
His father Petro, from Vunoi, Himara, served in the Ministry of Finance before his release. From 1945 to 1948, he served again in the Ministry of Finance. He later worked for the Ministry of Health’s Committee on Physical Education. He is now retired. One of his brothers, a Topographic engineer, escaped abroad in 1961. Our mother, Krisafgjia, was a teacher before and after her release until she retired. He started working in the Theater in 1974.
Before coming here, he was an actor at the “Skampa” Theater in Elbasan.
He is one of the most talented actors of the People’s Theater and one of the most productive actors.
His contribution is great in theater and film.
He is ideologically prepared and makes good efforts to delve deeper into the materials of the party and Comrade Enver.
In recent years, in addition to his significant contribution to Cinematography, he has performed many leading roles in the sections “Twelfth Night”, “I Wanted to Love You”, “Communists”, “Rain on the Beach”, “The Death of a Commissioner”, roles that have been welcomed by the spectator and literary criticism. It carries a lot of weight in the active repertoire and is impenetrable at work. It helps younger friends to accomplish the roles entrusted to them.
For his merits at work, the Presidium of the People’s Assembly has awarded him the title “Merited Artist”.

AHMET QEMAL PASHA – actor
He was born in Shishtavec (Kukës) on February 7, 1948, resident in Neighborhood No. 1. “Shyqëri Ishmi” Street, Building 32, Level 1. Ap. 12.
He is of poor rural origin and a clerk. He graduated from the Higher Institute of Arts in 1970.
His family’s political stance during the National Liberation War has been indifferent, and now it is good. His father works as a waiter in Fier. His mother is Greek and he came to our country in 1944. He has his mother’s people in Greece and corresponds to them. My mother also works at NTUS in Fier. He started working as an actor in 1970.
He is an actor with good professional data and as such he has been entrusted with many key roles which he has realized with a high ideo-artistic level. Holds the main weight in the active repertoire of the theater.
He has performed his duties well and conscientiously. He is polite and disciplined.
Directs forms of education in the Party. He has been teaching at the Higher Institute of Arts for years. It is decorated with the medal “Naim Frashëri”
For his merits in creative work, we propose to give him the title “Merited Artist”.

NDREK PALOK SHKJEZI actor-pensioner
He was born in Shkodra on 4. VI. 1922. He is a low-ranking official and a clerk. He completed his 7-year education. He is not organized, he started working in the theater in 1945, and until today he retired.
His family’s attitude has been and is good. He started working in the theater in 1945. He is one of the first pioneers of the People’s Theater. From 1945 until his retirement in 1988, he has performed over 90 roles in theater and cinema.
He has played various roles in our parts and abroad, he has been especially prominent as a comedian. He stands out in the realization of the roles of the characters.
Even now that he is retired, he works especially with roles in cinematography. For his merits in his work, the Presidium of the People’s Assembly has awarded him the Work Medal and the Order “Naim Frashëri”.
Based on his extensive qualitative activity, we propose to give him the title “Merited Artist”.

FATOS ZIRAHUDIN HAXHIRAJ – Director
He was born in 1943 in Tirana. He is an individual craftsman and a clerk. He graduated from the Higher Institute of Arts in 1963.
His family’s stance during the National Liberation War has been good. There has been no one with the enemy, or with the treacherous organizations, no one has been convicted or escaped. His uncle and uncle have been in the ranks of the National Liberation Army. It is not organized.
He started working in theater in 1968 as an actor and in 1982 he was appointed director of the theater.
He has tried to do his job well.
During this period there were roles in theatrical performances. He has tried to fulfill the roles assigned to him with a good artistic level.
As a director, he has staged some pieces with a good artistic level, both from national and foreign drama, such as “Karavidhet”, “After the last exam”, “The Rise and Fall of Comrade Zylo”, “Tomorrow is Late”. ”, Etc., from foreign dramaturgy,“ Death of a commissioner ”,“ Mitigation of stubbornness ”, etc.
He is a diligent and disciplined worker. It makes continuous efforts to raise the ideo-professional level.

AGIM SOTIR QIRJAQI – actor
He was born in Tirana on January 27, 1951, lives in Tirana in Neighborhood No. 1. Labinoti Street, Officers’ Palace, level 2. Ap. 62. Middle-class peasants of social origin, of the reform of the People’s Power, and in the position of clerk.
He graduated from the Higher Institute of Arts as an actor in 1972. His attitude during the National Liberation War has been and is very good. His father has embraced the National Liberation Movement since its inception. He has been a member of the Party since 1942. After his release, he always worked in the judiciary. Our mother has always been a worker. Now both are retired.
He was married but divorced in 1982 and now has a child.
He started working in theater in 1972. Then in 1978 he worked as a director on RTV. Then he comes back to the theater in 1982.
He is one of the most talented actors in the theater and holds the leading role in the active repertoire. The roles played by him have been at a good artistic level. He has also made significant contributions to cinematography.
He makes efforts to raise his ideo-professional. He is serious and demanding at work. He is a lecturer at the Higher Institute of Arts.
It is decorated with the Order “Naim Frashëri” of Class II.
For merit in work, we propose to give him the title “Merited Artist”.
