Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Presidium of the People’s Assembly of the People’s Socialist Republic of Albania), which belong to 1983 and are part of a file labeled “Top Secret ”, where all the correspondence between the Supreme Court of the People’s Republic of Albania, the Presidium of the People’s Assembly, the Ministry of Internal Affairs and the Central Committee of the PPSh is located, regarding the materials in charge of four former senior officials of the leadership and the Albanian government, such as: Kadri Hazbiu, member of the Political Bureau of the Central Committee of the ALP, Minister of Internal Affairs and Minister of People’s Protection, Llambi Zicishti, Minister of Health, Feçor Shehu, Deputy Minister and Minister of Internal Affairs , as well as Llambi Peçinit, director of the Directorate of Physical Protection and Security of the senior leadership of the APS, who in 1982 were arrested as “enemies of pullit” and were held in the investigation of Tirana near “Department 313”, with the charge: “associates of the police agent Mehmet Shehu”. In the file in question, in addition to the indictment of the Supreme Court of the People’s Socialist Republic of Albania (chaired by Aranit Çela), which sentenced to death Kadri Hazbi, Llambi Pečin, Feçor Shehu and Mihallaq Ziçishti, there are also documents with the minutes of the meeting of the Presidium of the People’s Assembly chaired by Ramiz Alia, (where the following participated: Rita Marko, Xhafer Spahiu, Mine Guri, Sihat Tozaj, Eleni Selenica, Elmaz Puto, Faik Çinaj, Ibrahim Gjevori, Nik Shyti, Petrit Gaçe, Rrahman Hanku, Simon Ballabani, Stefan Qirjako, as well as invited the President of the Supreme Court, Aranit Çela and the Prosecutor General of the Republic, Rrapi Mino), where the majority of its members discussed, considering the requests that the four defendants had sent to that high forum, for the pardon of life.

(Antare) is missing for health reasons. Comrades Aranit Cela (President of the Supreme Court) and Rrapi Mino (General Prosecutor) have been invited to participate.
COMRADE RAMIZ ALIA: However, even those 10 years are not little. Okay then how are we going to decide?! That is, Kadri Hazbiu, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti, let us reject the requests they have made for pardoning their lives. Agreed. What else do we have?! We do not have.
Once again, to you friends Aran and Rrapi, congratulations. You do your job properly. Always be fair fighters in the implementation of the Party’s line and policy. Let’s all submit to the Party’s policy line.

I am innocent of the charge I was convicted of.
I see that I fell prey to the fierce hostile activity against the Party, which was carried out by a network of spies and conspirators, led by the police agent Mehmet Shehu and by their external bosses who are also successfully speaking against me.
But every slander and disinformation directed at me did not make me an enemy of the People, the Party, the Power, and it’s Leader. For 40 years as a communist and cadre, I worked and fought, with honesty and determination for the implementation of the Party’s line.
Of course, even during my work, I have made some mistakes or faults, but they do not constitute treason and I have not hidden these from the Party.
Everything connects me and my family with the Party, and everything has divided us and divides us with the enemies and with this network of spies and conspirators, led by Mehmet Shehu.
For this, the past speaks, but also the documents of the administration in the publication and judgment of my case, if these are examined in detail.
I will not dwell on this last matter. In anticipation of truth and justice, and for the sake of my life and that of my family, I apologize to the Supreme Presidium.

I, the undersigned Llambi Ziçishti, sentenced to death on 1.9.1983 for the crimes committed against the Motherland and the People, beg the Presidium of the People’s Assembly of the People’s Socialist Republic of Albania to spare my life.
I base my prayer on these facts: I know my crimes and both during the investigative process and during the judicial process, I have honestly and without reservations testified to everything I have done. I feel with all my heart my great remorse for all the hostile acts I have committed. I am 60 years old and at home I have an old mother, my sick friend, two daughters and those in poor health, as well as a daughter of the daughter, who has just turned 16 months.
My living being would be for them (with all my faults), a great support for the future. I believe in the generosity of the Party, in its decisive role and its educational character.
Even in my speech in court, I recognized my crimes and with an open heart, I showed deep remorse, so I am not going to dwell on this matter any further. I didn’t have the courage to open up to the Party and that’s why I was a coward.
Therefore, I hope that the Party will spare my life for the sake of my family and children.
I am begging with all the strength of my heart, the Presidium of the People’s Assembly of the SSR, to take into account my prayer for the forgiveness of my life, so that the years I have left to live, I can spend in a dignified and to atone for the sins that burden me.

The Presidium of the People’s Assembly, in its meeting dated 9.9.1983, did not spare the lives of the convicts:
- Kadri Hazbi Hazbiu, born in 1922 in Mavrovo, Vlora.
- Feçor Refat Shehu, born in 1926 in Hekal, Fier.
- Llambi Vasil Peçinit, born in 1925 in Elbasan.
- Llambi Petro Ziçishti, born in 1923 in Ziçisht of Korça.
The first three were sentenced to death by the Military College of the Supreme Court of the SRSG with decision No. 8 dated 5.9.1983 and the last sentenced to death by the Penal College, with decision No. 7 dated 1.9.1983.
All of them have been convicted for the crime of treason against the Motherland, active participation in a counter-revolutionary organization, attempted terrorist acts, and sabotage and propaganda agitation against the state.
In particular, Kadri Hazbiu has been convicted for introducing an armed gang into the People’s Socialist Republic of Albania.
The decisions of the court for the aforementioned, to be implemented.

On the execution of the decision of the Supreme Court on the death penalty of the enemies Kadri Hazbiu, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti.
Presidium of the People’s Assembly of RPSSH, with letter No. 1582/1 dated 9.9.1983 did not spare the lives of the convicts:
- Kadri Hazbi Hazbiut
- Feçor Refat Shehut
- Lamp to Vasil Peçin
- Lambi Petro Ziçishti
The convicts, after being taken to the place of execution, were informed by the General Prosecutor that the Presidium of the People’s Assembly rejected their request for life pardon.
The convicts Kadri Hazbiu and Feçor Shehu said they are innocent, while the convicts Llambi Peçini and Llambi Ziçishti said nothing.
After this action, at 24:00 on 9/9/1983, the execution by firing squad of the convicts, Kadri Hazbiu, Feçor Shehu, Llambi Peçini, and Llambi Ziçishti was carried out.
The execution of the death sentence was attended by: General Prosecutor, Rrapi Mino, Deputy Ministers of Internal Affairs Zylyftar Ramizi and Agron Tafa, secretary (officer) Hafuz Murati, doctor, Nevzat Vigani, and Officer Nikoll Shkurti.
