Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few Burrel prison convicts to go on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

In order to enable us to detect, document and stop this hostile activity by the enemy, we intend to take the following agency-operational measures:

He reports that during the conversations he had with Xhavit Qesen recently, Xhavit Qesja, elaborating the conversations especially about the events in the Middle East and the visits of Kizinger and Gromikos to these countries, speaks about the role of two superpowers in this form: It is fatality the inevitable arming of the two superpowers is inevitable, but life has shown that this is bringing peace to the world. This is exactly what the Americans and the Soviets are doing, dictating a ceasefire and the disengagement of forces in the Middle East.
When it comes to not shedding human blood (Xhavit refuses to distinguish between just and unjust wars). The two superpowers do well to use all means, including interference in internal affairs and blackmail, to force Arab leaders to accept talks, as the only alternative to resolving the problem; Xhavit calls the Arab leaders who decided to be adventurous oil embargo and especially the Syrian one, which have so far refused to start disengagement talks.
Although he thinks this is only a matter of time and will be done not only the disengagement in the Golan, but also the withdrawal to the 1967 borders. To achieve common goals in this region, Xhaviti thinks that the two superpowers have coordinated their efforts (Typical example is Gromiko’s visit to Washington and Kizinger and Gromiko’s visit to the Middle East and Syria in particular).

He reports that on 17/5/1974, he asked Xhavit Qesen why he was convicted. Xhavit tells him that: at the time of the XX Congress of the Soviet Union, I was in Moscow at the Party School and I was in favor of the theses of this Congress and it was impossible for me not to take a stand in favor of this Congress.
Xhaviti also tells him that at this time there were also Poles in the Party School and since Beleslov Bieruti was formerly in the XX Congress, all the Poles who were in the Party School wanted him to give an account for the murders he had did and since there was no other way out says Xhaviti, Boleslov Bieruti killed himself and did not die, as the newspapers wrote.

He reports that on July 10, 1974, when the name Beqir Balluku was first mentioned to us in telegrams and I was absent from the solemn meeting, he discussed this with Xhavit Qesen. Xhavit told him: “Something serious must have happened to Beqir and he expressed more regret for what could have happened to Beqir.”
He knows Beqir closely in the Battalion “Kruja – Ishëm”, after the demolition of the Second Brigade. According to Xhavit, Beqiri is a good-natured, simple, and loyal, of the main leader of the Party, he is not a man of conspiracies and behind the scenes; I cannot imagine what could have happened to him, he may have killed himself; he was one of the main comrades of the main leader and other comrades of the Party.
I have never done well with the main leader of the Government, but the main leader does not sacrifice him for the sake of the main leader of the state, on the contrary, he has kept it against the weight and this has not happened now, and the Ministry of Defense will have it himself, does not dismiss the main leader of the government, so he came to the fore in the role of Commander-in-Chief of the Army.
In Beqiri, something may have accumulated for a long time and exploded, or he may have killed himself without exploding. The main leader of the Party had so much faith in Beqiri that he talked to that leader of these things that he did not talk to the leader of the government, even against him.
Xhaviti also thinks that the leader of the Party does not trust the leader of the state, but keeps that he needs him as a strong hand, but always keeping him in the grip, the leader of the state knows this and does not even claim the first role, even in these situations he must not be the first to criticize, because the leader of the Party shows him the place.
After the fourth plenum, it is not that the power line of the main leader of the government won, the leader of the Party wanted, because he saw that with liberalism the situation was slipping from his hands, which made the turn against liberalism. The main leader of the government, only benefited from this, but even here without daring to come out as the flag bearer of the situation and for this he has good and cunning teachers, his wife.
As if he were present in their conversation and listened to his wife say to the head of the government. In the Bureau never speak first, to criticize other members who have been affected by liberalization, like other party leaders (mentioning some of them), even to speak after (mentioning one of the comrades of the K.Q. secretariat).

When he heard about the appointment to the post of Chief of General Staff of Sami Meçollari, unknown, Xhaviti said: “It is very good that a new man was appointed to this post.”

He reports that on 23/8/1974, during a conversation with Xhavit Qesen, Xhavit told him that the Albanian state does not implement international laws, it is leaving these, but does not implement the laws that it has set itself.
I do not feel sorry for death, but I feel sorry for the place that lies between Rome and Athens and is suffering between the two most cultured European countries.
