Memorie.al/ publishes several archival documents extracted from the institution of the Authority for Information on the Files of the former State Security, which contains the voluminous file (forms, investigative and judicial) of Myrteza Bajraktari, originally from Gostivar. After finishing high school in the city of Tetovo in 1952, he began his university studies at the University of Skopje, in the Philosophy department, where alongside his studies he also worked as a journalist for the newspaper “Flaka e Vllaznimit” (Flame of Brotherhood) published in Skopje. He was quickly dismissed from there after publishing an article openly opposing the displacement of Yugoslav Albanians to Turkey, and as a result, he was appointed a teacher at the “Shaban Zeneli” seven-year school in Kumanovo. The arrest of Myrteza by UDB [Yugoslav secret police] in 1956, as he was part of a secret organization called the ‘Albanian National-Democratic Organization’, and his sentencing to seven years of political prison, which he served in the prisons of Niš and Idrizovo. His escape from Yugoslavia and arrival in Albania, where after staying for some time in the internment camp in Seman, Fier, he was granted the right to higher education, graduating from the University of Tirana in the Language-Literature branch. However, after refusing an assignment to the city of Berat in 1971, he was arrested and sentenced to seven years of political prison on the charge of “agitation and propaganda.” His release from prison, being left unemployed until the fall of the communist regime, and his appointment as Consul General of Albania in Switzerland until 1993, as well as his subsequent election as Honorary Chairman of the ‘Albanian League in the World’ for the Benelux countries, where he worked for the Kosovo issue until he passed away on December 11, 2020. The entire complete file of Myrteza Bajraktari, with the names of State Security officials and officers, the pseudonyms of collaborators, “colleagues,” and “fellow patriots” who followed and surveilled him, the provocateurs in the investigation cells, the witnesses who testified against him in court, the letters sent to Enver Hoxha and high official instances requesting his innocence, etc., etc., is published for the first time by Memorie.al

The source informs that on May 2, 1985, around 10:00, he met Qerim Jakupi in front of the city post office. After greeting each other, Qerimi told him that: “I was in Tirana and met with a visitor who came from Gostivar, at the home of a person named Jashar, a pensioner, residing in Tirana.”

According to Qerimi, the visitor had asked Jashar to help him meet Myrteza Bajraktari and me, Qerimin, who was his childhood friend, but Jashar had not wanted to. The visitor had made efforts himself and had met Myrtezain, whom he told to notify me as well. Then Myrtezai called me on the phone and I went and met [them] at “[Vjosa]?”. Myrteza Bajraktari was also present at this meeting.

The visitor told me, Qerimi continued, “I have been here for a month, and I immediately looked for you, but Jashar wouldn’t tell me where you lived, neither for you nor for Myrtezain, because you had been in prison.”

After inquiring about the health of his family members, Qerimi asked him how the situation in the country [Yugoslavia/Kosovo] was after the demonstrations. The visitor told him that the situation is good, it has stabilized, and the officials of the Municipal Councils are all Albanians. Your brother, who was a district inspector, they have removed him now, but it’s not known why.

Continuing the conversation, the visitor told Qerimi: He hadn’t brought him anything, because Jashar’s wife, when she was a visitor in Gostivar, had told him that if you come to Albania, doesn’t bring anything, because the state keeps them at Customs. In fact, they checked me for the goods I had brought, but they didn’t keep anything, so out of spite, I didn’t take anything to Jashar’s, but took it all to my uncle in Kukës. When I come next time, I know myself how it will be, but now a visitor, Anife Reçani, might come soon to Jashar’s, and she might send you something with her. Her visa came out before mine, but she didn’t come because her husband was sick.

Continuing the conversation, the visitor had told Qerimi that he owned a restaurant on the outskirts of Gostivar, towards Tetovo, where Albanian drivers come and eat, and he often gives them food for free as well, and some of them [Albanian drivers from Albania] see me here and don’t speak to me. I have only met one driver from Saranda. A driver from Lushnja, named Gëzim Kulla, also comes to my restaurant. So, if you have a chance to talk to him, tell him to bring you my regards, and I will know what to do later. I will try to get to know him, talk, and then I will tell him about you.

“Reduktori”

Clarification:

Qerim Jakupi is an emigrant from Yugoslavia, who entered illegally. He is suspected as an agent of Yugoslav Intelligence, but recently he was taken into active processing [file] 2/A, because he was in prison for agitation and propaganda.

Myrteza Bajraktari resides in Tirana, is a Kosovar emigrant, as far as is known, suspected as an agent of Yugoslav Intelligence, has been in prison.

Evaluation:

The report has operational value due to the fact that it shows the visitor who came from Yugoslavia made efforts to meet, at all costs, with Qerim Jakupi and Myrteza Bajraktari, possibly this was on the orders of Yugoslav Intelligence, a fact which should draw our attention, to follow it with priority and in coordination with the Directorate of Internal Affairs, Tirana. This also casts doubt on the figure of the visitor. The report discusses the figure and attitudes of our drivers abroad. Qerim Jakupi’s departure for Tirana, without the knowledge of Op. Wrk. G. Sadiku, indicates shortcomings in controlling the movements of targets.

Tasks:

The Collab. Was given the task to meet again with Qerimin and reopen the conversation about his meeting with the visitor, to deepen understanding of the reason for his [the visitor’s] interest in meeting with Qerimin and Myrtezain. Why else was the visitor interested? Who else did he contact? What does he say and comment about our country and about the attitude of the Titoists towards Albanians residing in Kosovo and other areas? To make efforts, through Qerimi, to meet the visitor, or the [female] visitor expected to come, under the pretext of interest in his connections. To contact Myrtezain to observe his reactions, the nature of his contacts with the visitor, etc.

Operational Measures:

To find and direct another agent towards the target Qerim Jakupi, especially to see if “Dajti” is possible. To strengthen control of his movements and his processing. The meeting with the visitor is very suspicious.

Send one copy of the report to the Directorate of Internal Affairs, Tirana, and simultaneously requesting information on the figures of Myrtezai and the visitor, and coordinate with them regarding the processing of Qerim Jakupi and Myrteza Bajraktari.

Send one copy of the report to review the suspicious contacts of the visitor with the two targets, to keep in mind the arrival of the [female] visitor, Anife Reçani, and the issue of our drivers who go abroad.

To make contact with the driver Gëzim Kulla and carefully observe where they stop to eat in the territory of Gostivar and what he knows about the restaurant owner. Depending on this, he should be explained what attitude he must maintain in case mediation is requested by the target Qerim Jakupi, to connect with the visitor.

ADDENDUM TO THE PLAN OF AGENT-OPERATIVE MEASURES FOR THE TRACKING AND PROCESSING 2/A OF THE TARGET, MYRTEZA BAJRAKTARI

Myrteza Bajraktari is being followed by us in active processing [file] 2/A, as an agent of Yugoslav Intelligence.

In order to timely strike at this hostile activity of his, and within the framework of the great November holidays and the 9th Congress of the PPSH [Party of Labor of Albania], to prevent any acute act on his part, the following agent-operative measures will also be taken:

  • A line-of-conduct will be prepared for Collab. “Pianisti” (The Pianist), to learn his current reactions regarding the situations our country is currently going through and the great events ahead, his connections with whom he comments, and to have him under physical control during the festivities and the 9th Congress of the PPSh.
