Memorie.al publishes an archival document issued by the Central State Archive (fund of the former Central Committee of the ALP), which belongs to the month of December 1952, where there is a letter from the Secretary General of the Central Committee of the ALP- Enver Hoxha, sent to all basic party organizations in the field and in the army, regarding the serious event that took place in the district of Durrës, these two persons, “enemy elements”, went to the State Agricultural Enterprise “8 Nëntori” of Sukth , where they presented themselves as instructors of the Party Committee of that district and the secretary of that organization, without recognizing them and without requiring any documents, accepted them and presented them to the basic organization of the party, as delegates from the Party Committee of district. After that, they participated in the meeting of the basic organization of the party of the village sector of Kulla, where they demanded accounts and information of economic character and kept notes in their notebooks, and after staying for several days going for lunch and dinner at the houses of by checking the party documents of the members of that organization, in the end they were given the “work plans” for the future!

The secretary of the basic organization, without knowing them at all and without asking for any documents, admits them to the basic organization and presents them to the communists as instructors of the Party committee. Taking advantage of the complete lack of vigilance, they stayed there for days and acted freely for their hostile purposes. They have convened the Party group of a working sector (“Tower” sector), they have checked the Party documents, they have received information of economic character by marking them in their blocks and, finally, they have made the plan. of work”. Spinning there freely for many days, they have made friends with the communists, going to their homes, where for lunch, and where for dinner, one of the enemy elements has managed to become a “brother” with a party member.
This is stated, among other things, in a letter of the Secretary General of the Central Committee of the ALP, Enver Hoxha, dated December 8, 1952, which is sent to all the basic organizations of the party on the ground and in the army, where is informed by giving detailed information, regarding the serious event that took place in the district of Durrës, where two people, “enemy element”, went to the State Agricultural Enterprise, “8 Nëntori” of Sukth, posing as instructors of the Durrës District Party Committee which at that time was headed by Nonda Baka, originally from the village of Vuno in Vlora. In the analyzes that have been made from time to time by the Political Bureau or the Secretariat of the Central Committee of the ALP, for various issues of the Party organization of that district, serious weaknesses have been found as a result of insufficient organizational and political work, first of all, by the Party committee and its apparatus. The event that took place in the basic organization of the Party in the State Agricultural Enterprise “November 8” in Sukth, is another important fact that proves such a thing.
In the basic organization of the Party in the NBSH “November 8” in Sukth, no work has been done to strengthen the internal life of the organization, to strengthen the communality of the communists, to increase their activity and specially to sharpen the Bolshevik revolutionary vigilance that should characterize the communists. On the contrary, the place of these there has been taken by laziness and the vigilance of the communists has been put to sleep. This event clearly shows that the leadership of the Party in your district is not properly at the head of the organization it leads. And here in forms, not at all permissible and completely incompatible with the care that the communists must have to protect their Party from the blows of the enemy element, this has taken place:

The secretary of the basic organization, the secretary of the Party group where the meeting took place and all the other communists, have accepted this blindness and without bringing any doubt in the open hostile work of these elements, they have been found completely disarmed, in front of these enemy elements and have been shown incapable of defending the Party. But that is not all. The Party Committee of that district, finds out all this event after two and a half months and not through the basic organization or its apparatus, but from the Internal Branch.
The Central Committee became aware of this fact only after 6 days and it took its intervention for the event to be properly evaluated, clarified and the necessary measures to be taken to severely condemn this flagrant lack of vigilance. The Secretariat of the Central Committee of the ALP decided the expulsion from the Party of the secretary of the basic organization, approved the measures taken by the bureau of the Party committee for the expulsion from the Party of a Party member and three-Party candidates and recommends that the mistakes be looked at once again and the faults of the secretary of the Party group of the “Tower” sector of this enterprise.
The Secretariat of the Central Committee of the ALP also decided to draw the attention of the bureau of the Party Committee and especially the first secretary of the Committee (Nonda Baka, our note). The above fact clearly shows that he has not benefited enough from the experience and valuable lessons of the Communist Party of the Soviet Union, and of Comrade Stalin, he has not benefited enough from the experience and teachings of our Party, to make the Party organizations as vigilant and militant as possible to enforce its line and save the Party from the enemy of the class. The Second Congress of the ALP set before the Party organizations and all communists the continuous strengthening of the revolutionary vigilance, as a basic condition for the strengthening of the ideological and organizational unity of our Party in order to thwart the attempts of external enemies and internally, trying to sabotage the socialist construction of our country.
The report of the Central Committee before the II Congress of the ALP states: “In all the successes that the Party has reaped in the fight against the Yugoslav spy gangs and saboteurs, vigilance must be increased tenfold, because the Titoists and their agents will try to penetrate the Party through weak elements that will escape the vigilance of the Party”. The Party organizations and the communists, thanks to the teachings of Comrade Stalin and the II Congress of the ALP, have fought to strengthen the revolutionary vigilance in the Party and in the working masses, considering this as one of the most important conditions for successfully building the foundations of socialism in our country. Many communists and patriots have been vigilant and brave in the fight against saboteurs such as communists Sotiraq Dhami (from Pogradec), Prenk Caka (from Lezha), patriots Hekuran Dalip Saraçi (from the locality of Lekaj in Kavaja), Hamdi Bogdani (from the village of Skëndërbej in the locality of Rajcë Pogradec).
But unfortunately, in your district, as we said above, there have been manifestations of a strange frivolity, and the Party’s message on the need to continually strengthen revolutionary vigilance has been forgotten. You have to keep in mind that our country is geographically surrounded by sworn enemies of socialism and our people. In the transition period in which our country finds itself, the class struggle does not soften. Internal and external enemies will not soften their struggle against popular power and our people, but will redouble their efforts to sabotage the construction of socialism in our country. That is why it has been and always is necessary to make the issue of strengthening the revolutionary vigilance, the issue of preserving the victories of the people and our Party the main task of all communists and all working masses.
The experience of the labor movement, after the Second World War, has proved once again that imperialism and its agents, direct the blows primarily against the communist and workers’ parties, which are the vanguard and organizers of the people’s war for peace and socialism. The event in the basic organization of NBSH “8 Nentori” in Sukth is a valuable lesson for the whole Party, but especially for your district, it should be a lesson and cause to look straight and deep at all the work. You must be clear that mistakes and omissions of this nature definitely occur where the political and organizational work of the Party is weak. One of the most important tasks is to strengthen the role of the basic organizations of the Party, to strengthen the connections with them, the Central Committee of the ALP in his letter “To correctly implement the Party’s policy in qualifying the kulaks in the village”, was removed attention to weak links with grassroots Party organizations and working masses. Apparently, such a thing was not properly considered.
You must provide ongoing and systematic assistance to key Party organizations. Get to know deeply how their inner life develops, how the activity of the communists grows, how they fight for the implementation of the Party line. The Party Committee must be informed in a timely manner of the negative aspects found in the life of the Party’s grassroots organizations and take measures for liquidation from birth. They should not be allowed to thicken as in the cases found in your district. Developing an extensive educational work with the communists to raise their political and ideological level, to raise their consciousness, is another important task. Encourage the active participation of the communists in the life of the Party, based on the development of a sound and self-critical criticism and especially criticism from below.
To fight the indifferent attitudes towards the problems of the Party, the opportunistic attitudes towards the enemy of the class and the omission before the mistakes and weaknesses that are ascertained. The dangerous notion that the class war is coming to an end and that the enemy will make no attempt to damage our construction work must now be fought mercilessly, now that our Party is in power and has reaped a series of great successes. It is imperative that the manifestations of political frivolity be firmly put to an end. To educate the communists to be vigilant against any attempt of the enemy and to guard with the utmost rigor the secrets of the Party and the state. Revolutionary vigilance must be the quality of every communist in the struggle for the implementation of the tasks of the Party, for the further strengthening of the Party and our People’s Republic, in the struggle for the preservation of peace and the building of socialism in our country.
In the analysis which the plenum of that committee must make on the situation at its nearest meeting, it must well ascertain the causes from which such grave errors have flowed. The situation in the Party Committee, the work of the Party apparatus and especially the responsibility of the people who did not work well should be analyzed. The plenum of the Party Committee should set concrete measures for strengthening the organizational and political work of the Party in your district.
This letter together with the results of the analysis that you will do, to work in all the basic organizations of the Party and it is worthwhile for them to review all their work in this regard. In particular, the communists of the basic organization in the NBSH «8 Nëntori» to make an in-depth analysis of their work, to shake from laziness, to strengthen every day more and more the revolutionary vigilance of the Party, because only in this way will honorably hold the high title of member of our glorious Party. /Memorie.al
