The first part
Memorie.al publishes some archival documents labeled “Sekret” taken from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to 1979 and are part of a file containing a correspondence long between the Ministry of Foreign Affairs, in Tirana and the Directorate of Foreign Relations, near the apparatus of the Central Committee of the PPSh, with relations, reports, information, instructions, telegrams, etc., related to the Albanian diplomatic service, which operated in different countries of the world. In the said file there are two information reports, where the characteristics of 50 employees of the Albanian diplomatic service, who served in different countries of the world, such as Berlin, Warsaw, Bucharest, Beijing, Pyongyang, Budapest, Prague, Stockholm, Vienna and Belgrade. In the first report-information dated 25.7.1979, drawn up by Palush Semini and Esat Riba, (officials of the Ministry of Foreign Affairs in Tirana), who went to several Albanian diplomatic missions, accredited in countries different parts of the world, where they participated in meetings of basic organizations, as well as met with all employees of the diplomatic service, who served in those embassies, such as: ambassadors, secretaries of embassies, Albanian Intelligence officers (disguised as diplomats) , military attachés, those in charge of work, commercial attachés, commercial representatives, drivers, translators, etc., which included: Dhimitër Karanxha, Idriz Bardhi, Mirjan Beqiri, Piro Vaso, Llazar Muço, Leonard Zisi, Selim Begolli, Simon Çiço, Nasip Kaçi, Idriz Shehu, Simon Poreçi, Perlat Çaushi, Fatbardh Dedja, Ligor Dhamo, Fiqri Doda, Mehmet Bylykbashi and Shqipe Bylykbashi, while in the other document dated 24.7.1979, where there is a report prepared by Kostaq Lazri and Peçi O rgocka, (officials of the Ministry of Foreign Affairs), there are the job characteristics of diplomats and employees of the diplomatic service accredited in several other countries of the world, such as: Jani Polena, Jani Dhimgjini, Perikli Çuko, Ajaz Isufi, Ramadan Stroka, Vasil Zarka, Agim Kasa, Halit Ibra, Ilo Boçi, Ndricim Greça, Mehdi Shaqiri, Robert Dapi, Kujtim Jaho, Maksim Dingu, Vahit Boriçi, Myfit Hazbiu, Beqir Plaku, Sefer Ramaj, Piro Trebicka, Çerçiz Sala, Simon Qirici, Sazan Bejo , Elsa Mëhilli, Sokrat Plaka, Mustafa Kadiu, Idajet Gurra, Polikron Koçi, Jorgo Themeli, Ila Robo, Vait Uka, Valdete Jaho and Lumnije Boriçi.

ON THE SITUATION OF THE STAFF AND THE PROBLEMS ARISING IN OUR REPRESENTATIVES IN BERLIN, WARSAW, BUCHAREST, BEIJING AND PHENIAN
In addition to evaluating the work through the relationship, we have these thoughts about the work of some cadres in particular.
- At the representation in Berlin.
1-Comrade Dhimitër Karanxha- busy with work. He is capable and prepared, a good organizer, he sets an example at work and in political-professional development. Rather, he should pay attention to the concrete help of his comrades; especially for the breakdown of the directives and important problems that the Party poses in this sector is promising.
2-Idriz Bardhi-good friend holds the position of diplomat and third sector. Handles a significant workload at the embassy. He has been working in this position for over 6 years. We think, if he will work again in this field, he can be entrusted with even bigger tasks. He was re-elected secretary of the grassroots organization.
3-Mirjan Beqiri. He has been working as a diplomat for about 4 years. The opinion of the members of the organization and ours is that he should do more in this task, he lacked initiative, there was a display of indifference in the performance of his duties. This also came from the thought of not going any further in this field. He has expressed his desire to be accepted into the Party.
4-Piro Vaso – in charge of commercial attache. Although non-partisan, the organization appreciated his work. He seemed to us efficient and serious in carrying out the task. He has learned and has a good command of the country’s language.
- In the Representation of Warsaw
1-Lazar Muço- with the task of being in charge of new work. He seemed to us a friend with horizons in the field of diplomacy, correct and exacting in his relations with his friends. He is hindered by the language of the country, but he is working to master it.
2-Leonard Zizi – has been working as the third secretary of the embassy for over 6 years. Comrade prepared and a good worker, he is able to perform tasks even more responsibly in this sector; he has asked to be accepted in the ranks of the Party.
3-Selim Begolli – in his job as a diplomat, he needs to make more efforts, especially in the professional field. He made efforts to acquire the local language. The secretary of the grassroots organization was elected.
4-Simon Çiço – he is a beginner in the role of diplomat, he needs to study, because he has a relatively low level, he does not know the language of the country.
- In the representative office in Bucharest.
1-Nesip Kaçi – ambassador, smart and partisan. He works a lot by himself, studies, helps his friends, deals well with trade problems. He is a friend with a perspective.
2-Idriz Shehu – works well, knows the task and the situation of the Albanians in Romania. He is a communicative friend, but as it was said in the organization, he should be calmer because there has been haste in his thoughts or criticisms towards his friends. He was re-elected deputy secretary of the organization.
3-Simon Poreçi – deals with trade problems, is a good and conscientious worker. It is necessary to delve into the study of the market and know its conjunctures. He was criticized for some case of kidnapping, in relations with friends. He is a friend with a perspective; he was elected again as the secretary of the grassroots organization.
- At the Peking Representation.
1-Perlat Çaushi – busy with work. He is a friend who tries hard and feels the responsibility for the assigned tasks, digs deep in drawing conclusions, maintains good relations with his friends. It justifies the task and is a friend with perspective.
2-Fatbardh Dedja – he is competent for the assigned sector, a good specialist for knowing the situation in the country, he has started to know the area as well. But since he has been working at this dealership for over 5 years, he has a request to return to his homeland.
3-Ligor Dhamo – follows trade problems. Our basic organization and thinking is a serious, capable and courageous comrade. Although he does not currently have concrete tasks in relations with China, he is working and following some problems in the area, in particular with Japan. The secretary of the grassroots organization was elected. Being friends with good skills and opportunities, it can be seen to assign him to another task.
4-Fiqiri Doda – deputy military attaché, during this year there is almost no activity. He could give more through meetings with foreign diplomats.
5-Mehmet e Shqipe Bylykbashi – trade employee, without party. In the organization, good words were said about work and relationships in the collective. Our opinion is that, if Comrade Ligor Dhamo leaves, these two can perform this task well. In addition, they are making a good contribution in the role of translator and reading the press.
- At the Pyongyang Embassy.
1-Miltiadh Bode – as an ambassador, we think that he has started well, both in the organization of work and in relations with his friends.
2- Ismail Djaloshi – has been working as the secretary of the embassy for over 3 years and also performs tasks in the field of trade. He is a clean man, a good worker and has justified his duties. He was re-elected secretary of the grassroots organization.
For this embassy and that of Warsaw, it is urgent to send a friend who can master the language of the country.Once again, we emphasize that greater efforts should be made by the two ministries to implement the decisions on circulation, permits, productive work and interest in the family members they have in Albania.

Some thoughts on the framework
From the meetings of grassroots organizations as well as from consultations and conversations with diplomatic staff, we created some thoughts on the work and ability of some key employees operating in the embassies we saw (Hungary, Czechoslovakia, Sweden, Austria, and Yugoslavia).
Of course, for 3-4 days, it is difficult to give complete and objective evaluations for a considerable number of frameworks, but nevertheless, we will try to give some thoughts about them.
- Embassy in Budapest
1-Jani Polena: He is prepared as a cadre with a broad horizon, politically elevated, he quickly gained diplomatic experience, he worked well in acquiring the English language, he has authority over his subordinates, and he is systematic in his work (in the only incumbent we found records of materials and documents on which he works). Although the other cadres are weak, he does not properly activate them to qualify them for work, as well as to reduce the load he has himself.
In terms of health, he cannot cope with the climate and the work regime. He raised a request to leave the duties of representative offices abroad, and we think that his request should be taken into account, also for family reasons.
2-Jani Dhimgjini: He was also elected Secretary of the Basic Organization (although he is on the verge of completing his term). He tries to carry out the assigned tasks; he knows the Hungarian language relatively well. He is a bit impulsive and impulsive. There is no broad horizon and the required diplomatic practice. He should be more systematic in his work, as well as more persistent in raising his level.
3-Perikli Çuko: He seemed clumsy and not prepared for the task he performs (commercial attaché). He knows the problems of trade superficially and does not delve into such conjectural issues as, for example, the perspective of trade with Hungary. In many cases, we found it confusing. It was more of a routine job. It is good to be replaced.
4-Ajaz Isufi: Deputy Commercial Attache. He was the most prepared, and he knew English well and was learning German. Despite these, he was not mobilized and seemed to avoid his duties. He seemed sluggish and undemanding to himself. It has met the deadline. We think it should be replaced.
5-Ramadan Stroka: He is one of the comrades who finished the 2-year course of the Ministry of Foreign Affairs. Although he is a little prepared, his horizons are not wide and he does not make enough efforts for professional development. There are claims and it seemed presumptuous to us. He has been criticized for refusing the tasks assigned to him. Even with foreign languages, it has not made the necessary progress.
6-Vasil Zarka: Driver, with secondary education, works well, makes an effort to learn the local language. It seemed nimble and matures to us. It works to solve many consular problems. We think that he should stay for some time to help at work, and in the future qualify for a diploma course, working to be accepted into the Party.
- Embassy in Prague
1-Agim Kasa: Makes an effort to fulfill the tasks and correctly implements the Party’s policy. He has been in diplomatic duties for a long time, and has gained experience. But he didn’t seem systematic in his work, quite soft with the leaders, and he doesn’t demand accountability for the timely completion of tasks. His efforts to know the state of Czechoslovakia should have been greater.
2-Halit Ibra: He is a man prepared for the sector he covers. He knows the situation in Czechoslovakia well and has learned the local language. I can walk fine. It seemed to us biased and perspective.
3-Ilo Boçi: He knows his sector and the Czech language well, having studied in Czechoslovakia. He was re-elected as Secretary of the Basic Organization. He is professionally mature and hardworking. It also deepens to a study in the field of trade. Even the term is being filled and it should be considered to be replaced with a prepared cadre, since the volume of trade work there is extensive and large./Memorie.al
The next issue follows
