The document with the names of the 500 “reactionary” families expelled from Tirana on November 7, 1946, is revealed
Memorie.al / Among the notable crimes of the communists at the beginning of their power, a phenomenon also observed in subsequent years, was the process of clearing cities of “reactionaries.” This political-predatory process, which was always accompanied by eviction from homes, was one of the simplest means of striking the “overthrown classes” and creating a pro-regime stratum in Tirana and other cities. The stratum that was expelled from Tirana by urbanization decisions was the one that had built the Albanian state until that time.
Notification by the Prime Ministry’s Secretary General, Mihal Prifti
Mihal Prifti, the Secretary General of the Prime Ministry, notified all ministries, the General Prosecutor’s Office, the Planning Commission, the State Control Commission, the Directorate of Radio Tirana, the Albanian Telegraphic Agency, the Red Cross Center, the Secretariat of the Democratic Front, the Secretariat of the Albanian People’s Youth, the Secretariat of the Union of Albanian Anti-Fascist Women, and the Secretariat of the General Albanian Trade Union regarding the non-employment of “elements who are to be expelled outside Tirana.”
The letter dated 7.11.1946 stated:
“Due to the fact that many persons designated to leave Tirana seek work with the aim of remaining, we are sending you the attached list of families that the Commission for Urbanization Regulation under the Executive Committee of the Prefecture of Tirana, with decision no. 2, dated 21.10.1946, has decided to expel outside Tirana to their native places, with the instruction that care be taken not to hire any member of the families mentioned in the list into your service.
For this reason, for every individual who applies to you for work, their name or the name of their family must first not appear on the mentioned list. We add that, in addition to the above, you must also notify all entities dependent on you. In the opposite case, you will bear responsibility.” / Memorie.al
