Written self-criticism of the former Minister of Internal Affairs, Kadri Hazbiu, in the 5th Plenum of the Central Committee of the ALP, held on October 13 and 14, 1982
When Mihallaq Ziçishti left, Feçor Shehu came to his place. In these conditions I consider that I have worked and acted between enemies, who acted in a line and in full coordination constantly. Consequently, not only could the Security and I, along with him, not stumble in any endeavor, but, first of all, it was virtually impossible to discover such great and dangerous issues, which the Party achieved by force of saj.
I am fully convinced that the Party will prove that through this mechanism the revelations were sabotaged and distorted through investigation in many processes especially that of coup plotters and saboteurs, processes that led to the decipherment of this network of spies of conspirators. I do not know how things were manipulated for these sabotages. They have always been done on my back. This the Party, even if late, will prove.
I am calm in front of the Party, that in my work as a whole I have always been honest, despite the mistakes and serious guilt, which I have never done conscientiously to harm the Party. To Comrade Enver’s Party, I have not had even the slightest reserve at all times. The mistakes I have made are great and with serious consequences for the Party. This is how I conceive of them and their consequences.
This is how I realize the reason why the State Security could not detect this network of spies, as well as others before with great danger that have been taken by the enemies at all times. I apologize if I have not managed to reflect deeply enough. That is all I have achieved so far. All my life I will reflect on this great problem of the Party, to which my work and attitude are directly related.
Whatever measures the Plenum and the Party decides, I will be able to afford it as a member. I ask the Plenum and the Party to take me in their judgment as I have been and I am with mistakes and guilt, but always inseparable for any moment and issue from the Party of Comrade Enver.

DECISION OF THE 5TH PLENUM OF THE CENTRAL COMMITTEE OF THE ALP ON THE EXCLUSION FROM THE CENTRAL COMMITTEE AND THE PARTY AS WELL AS DISMISSAL FROM ALL STATE AND SOCIAL FUNCTIONS
The 5th Plenum of the Central Committee of the ALP in the meeting of October 13-14, 1982, reviewed and discussed the report of the Politburo of the Central Committee of the ALP “On the pronounced lack of vigilance and serious mistakes of Kadri Hazbiu “And got acquainted with the self-criticism made by Kadri Hazbiu for the Plenum of the Central Committee.
The plenum of the Central Committee came to the conclusion that Kadri Hazbiu, not only had not taken into account the help given by the comrades of the Politburo, but he had taken steps backwards. His “self-criticism” was not only not Marxist, but on the contrary was full of excuses and deceptions, assumptions and denials and even provocative accusations. His “self-criticism” was in fact an attack on the Party and its leadership. The questions addressed to the companions of the Plenum, he treated quite superficially and arrogantly.
The Plenum also concluded that all the plots of the Party’s enemies in cooperation with foreign agencies were discovered by the Party and never by the State Security, and that Kadri Hazbiu did not respond to this well-known fact, but tricked him. .
Kadri Hazbiu, working for a long time in the bodies of the Ministry of Internal Affairs, has committed actions contrary to the orientations and norms of the Party and the high interests of the state, such as hiding data that have emerged in different periods for members. The main plot of the plot led by agent Mehmet Shehu, the cultivation in the cadres of internal affairs bodies of the spirit of familiarity, thus creating opportunities for Mehmet Shehu’s agents to act freely in the Ministry of Internal Affairs, where they made their nursery spies numerous.
Kadri Hazbiu, although asked to help and shed light on this agent mess that had acted in high spheres of the Party and the state, never gave anything, even hesitated about the measures to be taken against the members of the conspiracy, in order not to reveal his guilt, in order not to “remove the peta from the cabbage”.
The plenum of the Central Committee created the full conviction that Kadri Hazbiu, in order to hide the truth from the Party, that he is aware of the hostile actions of Mehmet Shehu’s group, even that Kadri himself is a member of this conspiratorial group.
For his hostile activity, Kadri Hazbiu also bears criminal responsibility in which it is necessary to stop the competent bodies according to the facts and documents that they have and that will come out.
For all these the 5th Plenum of the Central Committee of the Party,
Decided:
Kadri Hazbiu to be expelled from the Central Committee and from the Party as well as to be dismissed from all state and social functions.

DECISION OF THE 5TH PLENUM OF THE CENTRAL COMMITTEE OF THE ALP ON THE EXCLUSION BY THE CENTRAL COMMITTEE OF THE ALP OF REXHEP KOLL
The 5th Plenum of the Central Committee of the ALP in its meeting of 13 and 14 October 1982, after reviewing and discussing the guilt of Rexhep Kolli, concluded that being for a long time a responsible staff in the Ministry of Internal Affairs, where a very dangerous plot was hatched for the homeland and the Party, bears heavy responsibility for those faults and mistakes that have been made contrary to the line and norms of the Party and the interests of the state.
For all these faults the 5th Plenum of the Central Committee with full unanimity,
Decided:
Rexhep Kolli to be expelled from the ranks of the Central Committee of the ALP.

The 5th Plenum of the Central Committee of the ALP in the meeting of 13 and 14 October 1982 after reviewing and discussing the report of the Politburo of the Central Committee “On the pronounced lack of vigilance and serious mistakes of Kadri Hazbiu”, continuing the analysis Synoptic on the intelligence activity of the enemy Mehmet Shehu, concluded that Veli Llakaj and Nazar Berberi, having long been contrary to the military line of the Party and in agreement with the conspirators, have long cooperated with them against the Party and the state. DECISION OF THE 5TH PLENUM OF THE CENTRAL COMMITTEE OF THE ALP ON THE EXCLUSION FROM THE CENTRAL COMMITTEE OF NDRECI PLASAR
The 5th Plenum of the Central Committee of the ALP, in its meeting of 13 and 14 October 1982, considered the proposal of the basic organization of the Party of the Institute of Marxist-Leninist Studies, for the expulsion from the Party and from the Plenum of Central Committee of Plasar Repair.
From the discussion of the case of Ndreçi Plasari, it resulted that he with his research and publishing work has tried to cover the historical truth about the person of the enemy Mehmet Shehu and to inflate his cult.
Ndreçi Plasari with his “self-criticism” was insincere; he tried to cover the opportunism, lack of vigilance and omissions in principles made by the enemy Mehmet Shehu, to the detriment of the interests of the Party and the people.
Ndreqi Plasari has a heavy responsibility before the Party, which he did not inform about an official document of the English Intelligence that fell into his hands, where, among other things, for the super-agent Mehmet Shehu, it is said that: “His ambition surpasses the loyalty of the Party “.

- Ndreçi Plasari to be expelled from the Plenum of the Central Committee of the ALP.

5th PLENUM OF THE CENTRAL COMMITTEE OF THE ALBANIAN LABOR PARTY
DECISION TO PUNISH THE MISTAKES AND SERIOUS GUILTY OF THE ALP MEMBER, NDREÇI PLASARI.
The basic party organization of the Institute of Marxist-Leninist Studies at the Central Committee of the ALP, in its meeting of 11 and 12 October 1982, analyzed the mistakes and serious guilt of its member, Ndreçi Plasari, who with the work of his research and publishing has tried to cover the historical truth about the person of Mehmet Shehu, and inflate his cult.
All the communists, dissatisfied with the written self-criticism he submitted 10 months late, and not on his own initiative, as well as with the oral self-criticism in response to numerous questions, unanimously severely criticized and condemned him:
- For a pronounced lack of sincerity and very weak self-criticism regarding his relationship with the agent Mehmet Shehu;
- For opportunism and lack of vigilance, for abandonment of principles that have served the savage intentions of the enemy Mehmet Shehu to the detriment of the interests of the Party and the people;
- For flagrant violation of the scientific objectivity of the documents in the studies and in the publication of the materials about Mehmet Shehu, thus falling into subjectivity and distortion of the historical truth;
- For not informing in any instance of the Party about very compromising documents of Mehmet Shehu, which they have passed through their hands, especially an official document of the English intelligence, (pulled as microfilms from the London archives), where, among other things, it is said about agent Mehmet Shehu : “His ambition exceeds loyalty to the Party” and this was related to an opposition they thought to create within the Albanian National Liberation Movement;
- For not informing some of Mehmet Shehu’s conversations with him, made not without purpose, as for the democratic-bourgeois program written by him in 1942, without telling him the real content, but that Ndreçi Plasari “did not remember” to tell him The party though 10 months passed after the suicide;
- For the fear that he had that the enemy Mehmet Shehu, “as Minister of Interior”, could retaliate “with some slander”. This, as well as the question he asked at the Tirana Party Conference in 1956, about two Party leaders “why did they not meet with the people”, put the Party organization in doubt.
For all these, the basic organization decided unanimously to propose to the leadership of the Party that Ndreçi Plasari:
- To be excluded from the plenum of the Central Committee of the ALP and from the ranks of the Party.
- To leave the Institute and to be dismissed from all other leading functions.
- The relevant nomenclature body to decide on the work to be undertaken in the future. Memorie.al
