Memorie.al/publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to the year 1982, where there is a file with relations, reports, instructions, information, letters, minutes of meetings of the Political Bureau, the Secretariat of the Central Committee, etc., regarding the “hostile activity” of the member of the Political Bureau and the Minister of People’s Defense, Kadri Hazbiu, as well as some of his closest collaborators, such as : Feçor Shehu, Mihallaq Ziçishti, Llambi Peçini, Zoi Themeli, etc., who were accused by Enver Hoxha, as “the main collaborators of the police agent Mehmet Shehu”. In the file in question, there is also a document with Kadri Hazbi’s self-criticism, dated September 27, 1982, sent to Enver Hoxha and the Political Bureau of the Central Committee of the PPSh, regarding “his poor work at the head of the Ministry of of Internal Affairs and the lack of vigilance, for not detecting hostile groups, all of which the party and Comrade Enver had discovered”. In this document, the former head of the Ministry of the Interior writes: “From the beginning of September, when I was getting my hair cut, a driver who works with the transport lines abroad came to me and told me that, returning from abroad, the drivers they had spoken badly about my fate. I didn’t ask him what he had been told, but I told him to go and report it where it should be. He added in more detail that he had spoken to the companion who stays with me, which I ordered him to report. He told me that he had done this. I don’t know whether I told him about this case or not, friend Hekuran. After a few days when I returned from a 3-4 day service, my family told me for the first time that they are taking us on the phone and so on, in meetings they ask about you, where are you and how are you, because we have heard things not good, as if we have escaped as a family abroad, as if I have been dismissed from my position as Minister of Defense, etc. I told you that anyone who asks about us, you say we are fine and don’t engage in further conversation. I emphasize that these things have spread so much that even one of the workers who serves in my family left without expecting that something is happening with me and my family. All these things, I told my friend Ramiz, together with my opinion that there is not enough fight against these harmful slogans and that they are spreading from Tirana in the first place”. Likewise, the document in question also contains the minutes of the meeting of the Political Bureau of the Central Committee of the PPSh, held on October 8, 1982, where the “hostile activity of Kadri Hazbi” from the period after the war when he was in the position of Chief of Army Security, which has brought fierce debates, they all discussed, starting from: Adil Çarçani, Hekuran Isai, Simon Stefani, Manush Muftiu, Rita Marko, Prokop Murra, Photo Çami, Lenka Çuko, Pali Miska, Besnik Bekteshi, Muho Asllani and Llambi Gegprifti. Even the debates and strong tones in that meeting were not absent between Enver Hoxha and Kadri Hazbiu, which continued throughout the meeting, for several sessions. But for more about these, we know the document, which is published for the first time by Memorie.al

DEVELOPMENT OF THE MEETING

The meeting was opened and led by the first secretary of the Central Committee of the PPS, Comrade Enver Hoxha.

Discussion on the serious crimes of comrade Kadri Hazbiu.

COMRADE MANUSH MYFTIU: Comrade Kadri in his self-criticism does not shed any light on all these important events. This allows and compels us to draw conclusions that are too heavy for him.

A self-criticism that does not reveal the spirit and method with which it was worked in the Ministry of Internal Affairs, that does not reveal the goals and the path followed by the leadership of this ministry, not only does not help the framework itself, but it has a very important importance great is that, it prevents and hinders eventual bad events in the future, because we know very well that our fight will continue even with more intensity against the enemies, but even the enemies will fight us with the most severity as they can great.

The allusions made by Comrade Kadri about the leadership of the Party, behind which, in my opinion, he tries to hide, should be rejected without hesitation as being made with bad intentions on his part.

Comrade Kadri says that he has opposed the enemies Beqir Balluku and Mehmet Shehu, for important issues that we do not know about and about which he has never spoken, neither when Beqir Balluku was tried, nor now when Mehmet Shehu was tried. Comrade Kadri has not said anything of what he claims, and which could constitute a very important material, to reveal their agent work faster and better, in case they had become known to the Party.

In fact, even in the case of Mehmet Shehu, not only did he not say anything more than his friends, as Kadriu claims in his self-criticism, but many of those he touched on were more minor and side issues, and which did not help him looking deeper neither at the hostile work, nor to highlight the weaknesses of the State Security.

He should not have done this even more, as he says he was informed that Mehmet Shehu was a senior agent. Kadriu further says that Mehmet Shehu had support only in Feçor Shehu, and in someone else like him.

If that was the case then, why didn’t he tell the Party?! Why doesn’t he draw conclusions for himself that not long ago, he himself proposed Feçor Shehu for the position of Minister of Internal Affairs?! In addition, why do you think that Mehmet Shehu would not have support from others, when in fact he had very wide support from all the main cadres of the Ministry of Internal Affairs?!

He doesn’t tell the Party either. The opinion that Comrade Kadri now brings out, with an elaboration by him and the cadres of the Ministry of Internal Affairs by Mehmet Shehu and Beqir Balluku, that supposedly things were going well there, that the Security had nothing more to do, that it was necessary to follow the data related to the cadres with high positions in the Party and the State, that according to them this would be Trotskyist activity, and for a while the impression was created that the State Security was working well and that everything was going well there .

These should have been told openly to the Party, and revised immediately after the discovery of the group of putschists in the army and saboteurs in the economy. I don’t think that after all these serious events, Comrade Kadri has continued with the view that the State Security has looked at everything and looks at it well.

He saw that things there did not go well, but he did not tell the Party because he was shy. But from whom did he have this shyness and for what reason?! Let him answer for this himself, but I think he was shy of himself and Mehmet Shehu.

But why not take these things from another point of view that these have been kept hidden from the Party on purpose, while he does not give any explanation?! The practice of relations with the Soviets and with the revelations of the revisionist countries, to whom he had given you top secret materials and the names of our discoverers, he had also given you the list of our cadres.

And when we broke with them, he should have told the Party in time, and even more so when he later received orders to fight against the Soviet Discovery and those of the revisionist countries. These measures had to be taken immediately so that our work was not damaged and the fight against the enemies was as efficient as possible.

The year 1959 was too late to have absolute faith in the Soviets, much less in their Discovery, so how could they be given all that material that compromised and endangered so many of our people studying in the Soviet Union ?! They would come to Albania, so there was no need for our students to learn in detail about the investigation of the trials of Liri Gega and Dhora Leka.

Even these materials are not allowed for anyone to know, not even the cadres who are here. Even the global judgment that Comrade Kadri says that since we have linked our cadres to the Soviet Discovery and the revisionist ones, they are not guilty and should remain calm, is a judgment that even for that time was too easy, not given by an important cadre, as it should be the Minister of Internal Affairs.

It would be normal for the issue of these cadres to be examined immediately with a critical eye when we broke our relations with the Soviets and the revisionists, and then to judge each one separately. How can it be taken as a matter of no concern, the introduction into every important work, even the most delicate ones of the Security and the Army, of all those who had worked together with foreign intelligence?!

In fact, as it has been done, things have been covered up and our countermeasures have been hindered. Some signals began to be given in 1975, but not from the Ministry of Internal Affairs, which even then did not make an effort to get to the bottom of this problem.

This should not have been allowed by you, Comrade Kadri, who headed the Ministry of Internal Affairs. You should have been the main investigators of all those cadres who were connected for a time with foreign intelligence, and in no way should they be put in key places, such as the Army Operational Service. This mistake, because you remained silent, happened on two occasions, which seriously damaged our work and burdens you with heavy responsibility.

COMRADE RAMIZ ALIA: One of them, Shefqet Mezini, is still today Director in the Ministry of People’s Defense.

COMRADE MANUSH MYFTIU: The analysis of the work of Comrade Kadri implies the analysis of the work of the ministry in its most important issues, which must be done through a process as short as possible to clean and strengthen this sector both in the center and in districts, and this must be done without noise, without fuss, without concessions, and with Party strictness.

I think that the level of his political and ideological information, but also the pre-disposition for the micro-bourgeois conception and liberal practices at work, has prevented Comrade Kadri from looking clearly at the work of the Ministry of Internal Affairs.

These have been based more on knowledge and personal judgments, seen in relation to the person and their own cult, with a much closed work practice that have favored vanity and have created all this a ground to help the enemies, have led to the weakening of vigilance, and in the debauchery of the work he directed.

Naturally, this debauchery has caused great damage to the Ministry of Internal Affairs. But in you, friend Kadri, there is also a considerable dose of arrogance.

In the Council of Ministers, you have often intervened out of place, you approve or disapprove of the words of your friends, you give assessments on who is right and who is not, you are impatient and upset with some material, or when you do not like something thing or some friend, you are very happy to display this demonstratively.

All this behavior of yours does not help at all in strengthening the Council of Ministers. We have suffered from these tendencies and weaknesses in the past and we will not allow them to happen again. In the Council of Ministers, everyone must answer to the end for their work.

You are required to account to one, and for this right attitude we must all fight. You have been extremely concerned about the slogans you say were spread about you.

Of course, the Party does its job as the case may be. He did this for you by taking you out to the meeting of the General Council of the Democratic Front. Then in Peza you were on the stand, and you were announced as a member of the Political Bureau, and at lunch even a toast was raised by Comrade Prokop to you, mentioning your function as Minister of Defense.

Then, what should be done more and why should it be done more?! The slogans have been opened and can be opened for others, but in the normal process of the Party’s activity they are clarified without the need to gather the Party’s agitators, as you claimed in the present case.

We leave these assessments to the Party. Because she knows how to do better than a nervous person, as you are nervous in this case. But the damage you have done to the Party is many times greater in relation to the “injustices” that you think have been done to you.

I think that Comrade Kadri has not made a critical analysis of his entire activity. This analysis cannot be done by focusing only on some personal flaws, but in relation to the work that he has led, work that has many cracks and for which he has made no effort to clarify.

Under these conditions, I also think that due to the mistakes he has made; he can no longer be a member of the Central Committee, the Political Bureau, or even the Minister of Defense. His further position in the Party will depend on what he says best and most clearly.

COMRADE HEKURAN ISAI: I think that the issue we are analyzing today should not be taken apart from what happened to us before, from the entire complex of hostile groups that we have discovered and up to Mehmet Shehu’s last group.

I think that this too is a continuation of all hostile groups but with a difference, which we are analyzing later. In this sense, the self-criticism and the inaccurate and very vulgar, equivocal, and yes and no answers that you are giving here, friend Kadri Hazbiu, are not valid at all.

This shows that you hold reserves, which complicates your position even more. Now everything depends a lot on the attitude you will take in the future. What were the reasons that led you to this path, you should tell us yourself, but it is a fact that in the conversations we have had together, I have noticed some shyness in you, regarding the issue of investigating the personnel of the Ministry of Internal Affairs. That it was you, friend Kadri, who had the opinion that Mehmet Shehu could not organize such an agency network.

When we proposed the arrest of Feçor Shehu, in the conversations we had when we were together with our friend Ramiz you, it seemed to me that you hesitated and expressed the doubt that Fiqretja would lead us into disinformation. Even when we proposed the arrest of the barber, you again expressed the opinion that it was a bit unbelievable that Mehmet Shehu and Feçor Shehu had a barber as their liaison, while he himself is now fully affirming this task that they had assigned him.

Studying Fund No. 3, Operative File No. 713 of 1960, it is clear that the Yugoslavs were very interested in the barber of Hotel Dajti and specifically wanted to know if he shaved Mehmet Shehu or not. The Yugoslavs were looking for him in vain…?! Memorie.al
