As well as the minutes of the daily meeting of the secretaries of the Central Committee of the ALP, held on October 22 of that year under the chairmanship of Enver Hoxha, which was attended by Ramiz Alia, Hekuran Isai, Simon Stefani and Rita Marko, who after discussing in detail and analyzing the event with the landing of the “Xhevdet Mustafa Gang”, discussed and laid out the concrete tasks to enable the protection of the border of the People’s Socialist Republic of Albania from any possible landing from abroad, where as a conclusion , it was decided that a contingent with about 600 effectives from the bodies of the Ministry of National Defense, would pass under the Ministry of Internal Affairs, with service for guarding the land and sea border, as well as the approval of a financial amount of about 100 million dollars from the state reserve fund, for the expenses needed for the provision of border posts with the necessary logistics, such as radar, etc.

OCTOBER 22, 1982
In this meeting was discussed about the measures to be taken for the protection of possible landing points on our coast.

Then they passed it to their center, which is so large that it holds the data of all computers. In the book, it is told how such a computer center was asked for the name of a person, for whom the characteristics were given. The center had immediately given him three names which had similar characteristics, so he was looking for another characteristic. We cross from Kakomeja and come to Saranda. Here the saboteur cannot come down and enter our land. So the coast is an area that needs to be studied carefully, on the issue of setting up border posts. Then one must see Vlora, i.e., the Sazan region, and beyond. What about this work, should we look to Velipoja, and not to the north?!

It is a new military task for one or two of them to join the patrol guards of the regular border guards every night and take up a fighting position.
Thus, instead of all border points or Posts being composed only of soldiers, we should also have them with volunteers, i.e., and with the Voluntary Forces of People’s Self-Defense. In this way, they are trained as border guards, and the state does not spend much. After all, one is a soldier of the units of the Ministry of Internal Affairs, while the other is a soldier of the regular service. So in this respect, a combination of human forces must be made.
What is lost is the village of Dhërmi that two or three boys or men, together with the soldiers; have under surveillance at night one kilometer of the territory near their village. Therefore, I think that this whole issue should be viewed with this eye. That it is about no small expenses, and not to be seen simply as a matter of protection and vigilance. Both issues, to be looked at carefully, and the limit to be guaranteed, and the costs to be viewed to be as limited as possible.
COMRADE RAMIZ ALIA: As it was said, it is about 60 million ALL.
COMRADE ENVER HOXHA: And another 70 or 80 million will be needed by the army if we activate it for this work as well. Then, 100 million ALL are made.

COMRADE ENVER HOXHA: Where does this come from?! This comes not only from production but also from circulation. Let it not be forgotten that the military is one of the sectors that has put all other countries in debt everywhere in the world. I understand that the issue here is to protect ourselves from enemies. Agree that we must defend the homeland and for this, we must not spare anything. But we need to know and maneuver. In this work, the issue arises that we need to put more money into circulation. But it can also lead to inflation and lower our standard of living, or leave us with $ 65 million in some plan work.
COMRADE RAMIZ ALIA: Still, it comes out there.
COMRADE ENVER HOXHA: You go out there again, because you do not have the works, or the products.
COMRADE SIMON STEFANI: There are no jobs.
COMRADE ENVER HOXHA: Therefore, these issues should be seen in isolation. For example, we cut electricity, and for that we gained ca.
