-The mystery of the highly secret medical file of special importance, in Albanian and French, of the former number two of the communist regime, who died in Paris on September 23, 1979-
Memorie.al / On September 23, 1979, 45 years ago, Hysni Kapo, member of the Political Bureau and secretary of the Central Committee of the PPS, passed away in a medical clinic in Paris, who since the mid- The 50s, (when Enver Hoxha physically eliminated or imprisoned and exiled some of his closest collaborators), was considered figure no. 2 of the communist regime, after Enver Hoxha. Hysni Kapo, or “Party Loyal”, as Enver liked to call him in his books and works, (mainly after his death), in September 1979, was hospitalized for visits and treatment at the Paris clinic, accompanied by Ramiz Alia, while a year ago, in the period October-December 1978, when he was in Paris for visits and treatment, Kadri Hazbiu accompanied him. The death of Hysni Kapo was the second to happen in the ranks of the senior leadership of PPSh, (after that of Gogo Nushi in 1970), and that death has been talked about for a long time, even since those days, when Vito Kapo, the wife his, told the Minister of the Interior, Kadri Hazbiu: “…They killed Hysnia…”?! And Hazbi immediately answered: “Why are you telling me…, address him”, – beckoning him with his hand, from Enver Hoxha’s villa.
This fact, or this evidence regarding the conversation of Vito Kapos with Kadri Hazbiu, has been made public, by the former senior staff of the Albanian Discovery, Hasan Luçi (who covered the Albanian political exile in the West), in an interview (at the beginning of the 2000s, in “Gazeta Shqiptare”), where he has cast his doubts, that Hysni Kapo’s death was not natural, from what was officially said, “cancer in the pancreas”! It is not known precisely if Vito Kapo had discussed with someone else what Kadri Hazbi said, but two or three days later, she was called to a meeting by Enver Hoxha, where he (Enveri) then told her knowing once again to Vito, the official version of Hysniu’s death, he asked him that; “to have faith in the Party” and; “not to believe the words spread by the enemy”! So; “that there should be no doubt about Hysniu’s death, for which the Party did everything possible”!
The meeting he had with Vito Capo, Enveri brought up in a meeting of the Political Bureau, informing the “fellows of the Bureau”, “regarding the words that the enemy was spreading about Hysnia, which unfortunately, they took for granted, even his family members, even his friend Vito”! In the same way, doubts or reservations about the death of Hysni Kapo have also been cast by some of the members of his escort group, who were in Paris. They have given their doubts in writing and orally to the special operative group headed by Zylyftar Ramizi, (Director of State Security and at the same time Deputy Minister of Internal Affairs at the time), which was established in 1982, immediately after the arrest of the “Hostile Group” of Kadri Hazbiu and Feçor Shehu. For example, Nexhip Pajo, the companion of Hysni Kapo, who in the letter addressed to the Minister of the Interior, Hekuran Isai, on October 29, 1982, wrote among other things: “I am Nexhip Pajo, former officer of the Second Directorate of the Ministry of Internal Affairs, now retired. In 1979, when comrade Hysni Kapo was in Paris (France) to be cured, I was part of the group of officers accompanying him.
After his death, when we returned from there, I informed the Committee of the Party of the Ministry, the former secretary of that Committee, Bato Karafili, about some shortcomings and reprehensible actions in the direction of serving the leader Hysni Kapo and his family. of him, who was there in Paris, by the former deputy director of the Second Directorate, for our service there, Servet Backa, to Fejzo Bijo, deputy director of the Reception Directorate, to Llambi Ziçishti, responsible for Health. On the last day of the conclusions that we were going to make in Feçor Shehu’s office, I received a phone call from the house of my friend Hysni Kapo, Kadri Hazbiu, who had asked me urgently, leaving an order for the staff of the house, so that I answering the phone. When he informed me, I took Kadri on the phone and he immediately addressed me: “Listen, today you have that last meeting, related to your service in Paris, so be careful and be more reasonable and more partisan, for what you raised, because you inflated them too much and in a tendentious manner”.
Then I answered him on the phone: – How did you verify these, that they are not true? “I know this very well, I know Servet Backa very well, that he is an honest and experienced communist and on the other hand, that son of the world (i.e., Servet), has become like a madman and comes to he cries in the office like a child”, he answered. – It would be good if he did not cry there in your office, but cried there in Paris, where we all cried, for the misfortune that had befallen us, but we cried and drank tears there, while Servet Backa, Feçor Shehu, Fejzo Bijo and Llambi Ziçishti drank brandy and ate chops”.
All of the above, (as well as Nexhpip Pajo’s letter that was published in full by Memorie.al), or other evidence where Hysni Kapo’s death is discussed or made known, are known from the archive documents of the former Committee Central of PPSh, (found in the Central State Archive, fund 14, apparatus and governing bodies), which were published in the press, after the 90s and among the only things that have not been made public until today , are Kadri Hazbiu’s letter to Enver Hoxha, (25 typewritten pages), for the service he had done in Paris near Hysni Kapo, as well as the voluminous file with the relevant medical record of Hysni Kapo, considered and circulated, as; “Top secret, of special importance” which begins on May 16, 1959 and ends on September 23, 1979, the day he died.
While Kadri Hazbiu’s letter, sent to Enver Hoxha in January 1979, after returning from France together with Hysni Kapo (at the end of it, among others, he wrote: “Some things from my service in France, by order of superiors, I reflected them in this report-information…”!), it is said that it is not found in the State Archive, Memorie.al, has secured and has the complete (in French and Albanian) medical file of Hysni Kapo, of which we are partially publishing, in several numbers, together with the corresponding facsimiles, where there are medical records and reports, from Albanian and foreign doctors, various notes, epi-crisis, electrocardiogram, results and answers of tests, doctor’s consultations, etc., etc.
Also, Enver Hoxha’s notes are there, which we are publishing together with the relevant facsimiles and photos, which are stored in the Central State Archive, both those made in Paris and those made at Rinas airport, when he was brought the coffin with his body, as well as his burial, which was attended by Enver Hoxha and the entire senior leadership of the ALP.

1970 REPORT-INFORMATION OF THE SPECIAL CLINIC AND ITS DIRECTOR, PAVLLO MILO, ON THE HEALTH CONDITION OF HYSNI KAPOS AND RECOMMENDATIONS FOR MEDICAL TREATMENT AND DIET

Weight kg. 76.7, arterial pressure 150/90.
Blood tests show glycemia, sober 103 mg. %, two hours after bread 153 mg. %. There is no glucose in the urine. These show that the diabetes is well stabilized.
Blood cholesterol, 284 mg. %; that’s a bit high. All other tests are normal.
Heart: EKG, at rest, is generally normal. Compared to 1968 onwards, a slight change is observed.
From the side of the lungs, there is nothing to note.
Eye examination: with glasses in the right eye, 0.6 plus, in the left eye, 1.5
In the right eye, there are no more exudates that were there in 1970.
Several small, scattered micro-aneurysms are noted in both eyes. In the fundus of the eyes, no new blood vessels were found. Diabetic retinopathy appears to have stabilized, but must be kept under control.
By checking the ears with an audiometer, it shows a decrease in hearing for thin voices, more pronounced on the left side. For medium and low frequencies, hearing is normal. This is mild age-related hearing loss and may also be accompanied by tinnitus.
Regarding the nose and throat, they were found to be normal. Headache is related to mental work. For this pain, when necessary, take medicines as appropriate. The main thing is the regime of work and life.
Preventive measures: Continue the diet you take today and the therapy for diabetes, with glucophage, 3 tablets a day and half a tablet, diabinez. Avoid fatty foods and use more vegetable oils. Avoid the entrails of cattle, as it tends to gout.
Make your movements more frequent, especially walks, at least one hour a day and some light gymnastics. This helps, not only for diabetes but also for the heart. Don’t read too much at night. Get enough sleep. Avoid afternoon work.
In addition to the annual leave, there is also another leave of two weeks during the year.
After any intensive work, take 2-3 days off.
Do not smoke, because it aggravates the headache, tension and heart.
Periodically, take vitamin B 1, B complex, lipavlon and a cycle with duarbolin (injections).
Do not let blood pressure rise; if necessary, use small doses of relevant drugs.
In case of discomfort from tinnitus, make injections with A.T.P. (1 every 2 days, intramuscular, a total of 10 injections).
A urine analysis for glucose should be done twice a week. Blood pressure should be checked once every two weeks, except when it is felt necessary, by the patient himself. Every three months, blood sugar.
Every 6 months, check the fundus of the eyes, ears, EKG, cholesterolemia. Annual general inspection.

Suffer from:
- Diabetes mellitus.
- Diabetic retinopathy.
- Peripheral diabetic neuritis.
- Arterial hypertension of the first stage.
- Neuro-vascular cephalic.
- Hypoacusis of the first stage (of age).
- Gout
- Dupuytren’s disease in the hands, improved after surgery.
Prophylactic measures: Diabeto is balanced, so continue to respect the prescribed diet and therapy with glucophage and diabenez. We can say that the goal has been reached in the treatment of diabetes and it is recommended to maintain today’s weight (about 76 kg. of 700).
In both eyes, there are small, old signs of hemorrhage. In the left eye, near the macula lutea, some exudates are observed. To be kept under control by the ophthalmologist. Although the condition of the eyes has improved from a year ago, one must be very careful, making periodic checks and taking prophylactic measures.
It is recommended to avoid numerous readings, especially to limit readings in the evening. Use the camera to enlarge the letters. It is preferable for the secretary to read the print. Avoid strong electric light and sunlight, wearing dark glasses.
Since he has high blood pressure, as well as cholesterol in his blood, it is recommended that he limit smoking, until he quits it altogether. This is very necessary. Keep the blood pressure under control and take the appropriate medication, as well as against high cholesterol. To fight insomnia, with the relevant drugs.
Although no changes in the heart were observed in the ECG, it should be taken into account that being diabetic and with high hypertension, which are very important factors in the development of coronary-sclerosis, the patient must definitely follow a regular lifestyle and work.
Not to work more than 6 hours a day. Every day after work, there should be rest. Walk for one to two hours a day and do a little light aerobics. Eat at a certain time. Get plenty of sleep and avoid excessive fatigue.
In addition to the usual annual vacation, he must also take two more vacations a year, of 15 days each.
After long and tiring meetings and after working in circles, rest for 2-3 days.
To continue to have the nurse to adjust the diet and to keep control of urine, twice a week and glycemia, once in three months.

MEDICAL REPORT ON THE HEALTH CONDITION OF COMRADE HYSNI KAPO
Comrade Hysni has been suffering from Diabetes Mellitus for 20 years, currently stabilized with diet and oral hypoglycemic agents.
As early as 1964, there was an increase in arterial pressure that was initially moderate but gradually increased, reaching almost steadily higher figures. The applied therapy has been shown to be a little effective and often the blood pressure has reached figures up to 190/80 and 210/90 mm Hg.
In the last two years, he has had problems in the region of the heart and sometimes manifestations of angina pectoris. The electrocardiogram showed signs of coronary insufficiency, based on coronary sclerosis.
The headaches, which he has had for years, persist periodically, especially after mental fatigue.
Since 1970, it presents the signs of a diabetic retinopathy, with exudate microaneurysms and hemorrhage.
In recent years, it presents a disturbing noise in the ears.
All these signs show that in recent years the patient is developing a generalized atherosclerotic vasculopathy, which is very advanced for his age.
This is probably related to long-standing diabetes and a family predisposition to vascular complications. Of course, the intensity of mental work, for such a long time, as well as obesity in the past has influenced here.
In the numerous consultations with our and Chinese specialists, concern has been expressed about the prognosis of the evolving vasculopathy, especially in the direction of the cerebral and coronary vessels.
In September 1972, the case was consulted in our clinic and with Prof. Paul Milliez and he assessed the situation as worrying, especially considering the high blood pressure in this diabetic with pronounced manifestations of vasculopathy.
Prof. expressed this concern not only to the consultant, but once again verbally. F. Hoxha, in the presence of the Minister of Health, Prof. Lamp Ziçishti.
In the last year, with all the applied therapy, the vasculopathy is evolving.
In these circumstances, the possibility of serious complications in blood vessels, head, or heart cannot be excluded.
Considering the above, there is a need to do a fine exploration of the cerebral arteries, to exclude the eventuality of any aneurysm, a cardiological examination, as well as, if possible, pinpoint the cause of hypertension.
These fine examinations must be done abroad in a specialized clinic.

MEDICAL REPORT
Comrade Hysni Kapo has been suffering from Dupuitran’s disease (contracture of the fingers of both hands) since 1952.
The disease has had a progressive character and in 1968, it began to cause him great discomfort such as pain and hindrance in the use of his hands. For this reason, he was operated on in Paris this year, first on his left hand and after a year on his right hand, in the same clinic. The results of the interventions have been good.
In recent years, mainly on the left hand, a relapse began to appear, which until now has caused the contraction of the little finger, but with a tendency to involve the fourth finger in this contraction as well.
In 1974, in a consultation he had in Paris, with the crown surgeon, the latter again recommended surgery on the left hand, but Comrade Hysni himself did not call the intervention necessary.
In 1975, while serving in Paris, Prof. F. Paparisto consulted again with the same surgeon regarding the need for repeated surgical intervention and told you that the operation is necessary to avoid further progression of the disease.
To avoid the deepening of the contracture with the resulting consequences, such as pain and hindrance in the use of the fingers, the medical commission advises repeated surgical intervention. On the other hand, the commission points out that their surgeons have a complete lack of experience with this operation, due to the fact that the disease is very rare in our country.
The consultation is of the opinion that this operation does not have the character of an immediate emergency and can be postponed to an appropriate time, while keeping the patient under observation.

REPORT – MEDICAL
On 6/26/1975, the medical consultation presented a report for friend Hysni Kapo, recommending that he should be operated on at an appropriate time, for the contractures of Dupuytren’s disease, which have reappeared on his fingers.
Since that time, the clinical picture of the disease has progressed in these directions”
- The contracture in the left hand has worsened, bringing the other fingers together, and it is now becoming more pronounced in the right hand as well. These changes are visible with the eyes, from one month to another.
- The intensity of the pain felt by the patient and the limitation in the use of the fingers are increasing.
- Since July 1975, localized plastic indurations have been diagnosed; the origin of which we think is of the same nature as the contractures of the fingers.
In these circumstances, the consultation recommends that the term of surgery on the hands be speeded up, because the continuous progress of the contractures can compromise the result of the surgical intervention.
A month ago, this patient was also diagnosed with a prostate adenoma of the second degree, which is an indication for surgical intervention. The duration of this intervention depends on the course of the disease. It should be performed in the not-too-distant future, currently giving precedence to hand surgery.
We add that for hand surgery, our surgeons lack experience due to very rare cases, while for prostate surgery, with all the complex accompanying diseases (diabetes with retinopathy and neuropathy, arterial hypertension, atherosclerosis, coronary insufficiency with setoncardia), these diseases, which can complicate the post-operative course in this patient, we think that in general, the conditions exist to perform it in our country.
