Memorie.al publishes some documents labeled “Sekret” taken from the Central State Archive in Tirana (the archive of the former PPSh Central Committee), which belong to 1972 and are part of a voluminous file containing a correspondence between the Ministry of Foreign Affairs in Tirana and the Directorate of Foreign Relations, near the apparatus of the Central Committee of the PPSh, where the Deputy Minister of Foreign Affairs, Ksenofon Nushi, informs the senior leadership of the PPSh regarding the event that occurred in the accredited Albanian embassy in Hanoi, which was bombed by American aviation and as a result the ambassador Qemal Rrahmanaj and the embassy employee, Nazmi Canaj, were injured. Regarding this event, Deputy Minister Nushi, after suggesting that a protest be made by the Albanian government, “comrades Qemal Rrahmanaj and Nazmi Canaj, are decorated by the Presidium of the People’s Assembly, respectively the first with the “Order of Bravery”, and the second with the “Medal of Bravery”. The news of their decoration should be given in the press as this has a great political importance”. Likewise, in the file in question, there is also a document with a full information report drawn up by the Minister of Foreign Affairs, Nesti Nase, who informed the senior leadership of the PPSh, regarding the reception he had given to the ambassador of of the Democratic Republic of Vietnam in the People’s Republic of Albania, Nguyen Van Thu, as well as the ambassador of the Revolutionary, provisional Government of the Republic of South Vietnam, Nguyen Kuan Long, where after they had informed him about the developments of the talks, for the peace agreement in Paris, he had suggested to them, to be careful, as the Americans were treacherous and anything could be expected of them!

Regarding the bombing of Hanoi and the wounding of two employees of our embassy in the Vietnamese capital, namely comrades Qemal Rrahmanaj and Nazmi Canaj, we propose that the following measures be taken:

1 – Make a statement of protest on behalf of the government or our Ministry of Foreign Affairs. We are of the opinion that the statement should be made on behalf of the government, for the reason that it is about the injury of the person in charge of work, ad-interim who, in this case, replaces the representative of our country in the Democratic Republic of Vietnam. This would give more importance to this issue.

2 – Comrades Qemal Rrahmanaj and Nazmi Canaj, to be decorated by the Presidium of the People’s Assembly, respectively the first with the “Order of Bravery” and the second with the “Medal of Bravery”. The news of their decoration, given in the press as this, has great political importance.

3 – To be sent to Hanoi, near our embassy, ​​our ambassador in Beijing, comrade George Robo, or an employee of the Ministry of Foreign Affairs.

This thing is necessary to give due importance to the matter that happened, as well as to direct the work of the embassy during the time that Comrade Qemal will be absent, but rather for the first reason.

Regarding the request of the government of the Democratic Republic of Vietnam, to support the call on October 3, 1972 of the mayors of 37 major cities and provincial capitals in the Democratic Republic of Vietnam, addressed to mayors and peoples of cities from various countries of the world, and for one of the villages or cities of our country to make a statement in support of this call, we propose that the statement be made by the People’s Council and the people of the city of Përmet.

This is because the city of Përmet was severely destroyed during the National Liberation War by the Italian fascists and the German Nazis. Përmeti is also known differently as the historical city, where the foundations of the new Albanian state were laid.

On October 19, 1972 in the evening, I received at their request the ambassador of the Democratic Republic of Vietnam to the People’s Republic of Albania, Nguyen Van Thu, as well as the ambassador of the Provisional Revolutionary Government of the Republic of South Vietnam, Nguyen Kuan Long.

The Ambassador of the Democratic Republic of Vietnam read in writing the information related to the Paris talks on Vietnam.

“Comrade Minister!

Today, with the authorization of our governments, I and my fellow ambassador of the Republic of South Vietnam have come to inform you about the talks of the Paris Conference.

In the four days of meetings, from October 8 to 11, 1972, we presented the draft agreement between us and the USA. While we focused on some requirements, the American side must accept these conditions:

1 – To respect the fundamental national rights of the Vietnamese people.

2 – You end all military engagement in South Vietnam.

3 – Accept that in South Vietnam, there are two powers, two armies, and two zones. To recognize the principle of realizing self-determination and ensuring the democratic and free rights of the people of South Vietnam.

4 – To contribute to healing the wounds of the war, to the recovery of the economy in both areas, i.e., to pay reparations in the two parts of Vietnam.

Until now, at the Paris Conference, Vietnam has reached an agreement with the US on the following points:

1 – Regarding fundamental national rights, the US pledges to respect the independence, sovereignty, and territorial integrity of Vietnam according to the Geneva Agreement.

2 – The US will completely withdraw within two months all its military personnel from Vietnamese soil, including military advisers. Stop using military bases, reconnaissance troops, and weaponry against South Vietnam.

3 – The release and exchange of prisoners of war of both sides will take place on the same day.

4 – The US pledges to respect the principle of self-determination for the people of South Vietnam.

5 – The US must heal the wounds of the war, must recover the economy of South Vietnam.

6 – For the organization of the implementation of the agreement, a quadrilateral liaison will be formed, as well as bilateral international military and international observation committees.

7 – The USA withdraws its request that the problem of Vietnam be linked to the problem of Cambodia and Laos, since this issue will be resolved by the Cambodian and Lao people themselves.

These are the seven points that the USA agrees to implement. But there are still some important issues, which they still don’t want to accept as they are:

1 – USA, only accepts the release of innocent civilian prisoners and not military ones.

2 – They want to give military aid to the Saigon clique again, so that they are equal in exchanging arms with North Vietnam.

3 – The USA does not agree with the formation of the National Council, immediately after the agreement.

These are the three points that have not yet been agreed upon and for which the talks continue. All these are an expression of our good will, as well as the result of the victorious struggle of our people, on both sides of Vietnam.

If the USA takes a serious stance, it will be possible to sign an agreement before Election Day to end the war, but we are always vigilant.”

As I heard the above, I asked some questions, in order to clarify, but they answered me that they did not know more than what they informed me.

I did not prolong it, and I pointed out briefly that the Americans are treacherous, and anything can be expected from them.
