Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade.
Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult.
Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views.
Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude that the communist regime of Enver Hoxha was holding towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

ON THE ENEMY ACTIVITY OF XHAVIT HAJDAR QESES.
Xhavit Qesja, is the son of Hajdari and Sabrije, born in Kruja in 1922 and living in internment in Shijak, Durrës district, comes from a rich civic stratum, with higher education, unmarried, convicted for hostile activities for anti-party activities, with Albanian nationality and citizenship.
During Zog’s anti-popular regime, his father, Hajdari, together with his brothers engaged in manufacturing.
During the period of occupation and the National Liberation War, the attitude of Xhavit and his family was good, he helped the War materially and he himself participated in the National Liberation Army, having functions in partisan units, he was admitted to the Party in 1942.
After the liberation of the country, he was charged with various tasks, such as in the ranks of the army, in the apparatus of K.Q. of P.P.SH, and has been for studies in the Soviet Union.
For his views and hostile activity as anti-party, in 1956 Xhaviti was convicted as such, dismissed from office and appointed to the post of deputy chairman of the executive committee of the Elbasan district. In 1958, for social danger related to the views and hostile activity that deepened against the Party of Popular Power, he was interned in the village of Zvërnec in Vlora.
In 1967 Xhavit Qesja was arrested and sentenced to 10 years in prison for agitation and propaganda as an anti-party element.
In 1970 he was sentenced to another 10 years of imprisonment in the conditions of serving the sentence, finally with the joining of the remaining sentence he was sentenced to 17 years of imprisonment, he was released on 20.1.1987 with the completion of the sentence and with the decision of the Commission Deportation Deportation, deported for 5 years in the city of Shijak.
During his sentence, Xhavit Qesja maintained a very hostile attitude towards the political line of the Party, the socialist order; he defended all the elements hit by the Party and the dictatorship of the proletariat, up to the conspirators.
Among the most cynical expressions of Xhavit Qeses are “j I hate not only the Party and the socialist system, but the whole socialist and communist system applied so far in the countries of the world, I want a socialist system, the same as Western countries; as in America, England, France, Italy, where in the economy the main role is played by personal gain, we talk about our constitution as the best in the world, but in England there is no constitution at all, and there are all political convictions.
I know Beqir Balluku, he is simple and good-natured and not a man of conspiracies, the fact that they were forced to arrest the entire military leadership shows that the Party leadership is in difficulty and in deep crisis both economically and politically, as well as inside, as well as abroad; the military not only did not conspire this, but were to the end loyal to the Party Leader and the people; I see the future in the progress of the country, in the university, in the academy, in science and technology and the acquisition of scientific knowledge by the youth, this is my dream, here I have hopes, only then it will make a revolution, that it will look and judge all historical events with objectivity… ”.
Even after his release from prison, during the time of suffering the deportation measure, the enemy Xhavit Qesja has made many requests and complaints through which he expresses himself in a hostile manner, calling the measures taken against him completely unfair.
Thus the enemy Xhavit Qesja continues to send letters to the Party Leader. His letter, such as the one dated 10.9.1987, from the beginning to the end has a very hostile spirit, where he expresses with very low, to banal insulting words, to the Party Leader, the Chairman of the Council of Ministers and especially against the Ministry of Internal Affairs.
For the danger posed by the enemy Xhavit Qesja, we propose to arrest him, whose activity is proven by the letters he addressed to the leadership of the Party and the State, especially that of 10.90.1987 and confirmed by an expert act that they were written by Xhavit Qesja himself.
This is also the opinion of the district investigation body.

Xhavit Qesja, born in Kruja and resident in Shijak, Durrës district, convicted 3 times for hostile activities. Currently sentenced to 8 years in prison for agitation and propaganda, a sentence he is serving in the re-education ward 303 Spaç, Mirditë.
On 5.5.1988 it was decided that its processing should continue in the conditions of serving the sentence for the crime of agitation and hostile propaganda. For this, we will take the following measures and perform the following tasks:
- Since Xhavit has been to prison two more times, it will be verified if he has been in Spaç, or if there is a person who knows and talks to him from among those convicted of crimes against the state.

Xhavit Qesja, born in 1920, born in Kruja and resident in Durrës, convicted of hostile activity in 1987 with 10 years in prison, came to serve his sentence in the Rehabilitation Department 303 Spaç, Mirditë in June 1988.
It has been decided that its elaboration will continue even in the conditions of serving the sentence, for which we raised tasks and took control measures both with the agency and through legal channels.
This object stayed in this award from the time of arrival (June) 1988 until August 1988, ie two months, then it was taken over by the Ministry of Translation in Tirana, where it stayed until the end of November 1988.
So as it can be seen, this object has not stayed in this ward for only two months, so we have not made it possible to provide any evidence or agency data.
Recently, this building was vacated by a Decree of the Presidium of the People’s Assembly, pardoning the remaining part of the sentence and his residence in Durrës has been replaced.
As it was not known how long he would stay in Tirana, the file was not sent to them, as we were told he would be back soon.

In January 1987, he was released from prison and after 10 months within this year, he was arrested and sentenced to 10 years in prison. He is then released by special decision and is currently free. Since his views do not currently constitute a crime figure.
