Their activity, which was multifaceted: in the Army, in Education and Culture, in Economics, etc., was discovered. This was a big, wide and dangerous plot. To the extent that these enemies acted, they no doubt found gaps in our work, found a weak ground, where they sowed their bad seed. The weakness lay to the point that many people thought that this hostile act, this dangerous conspiracy, was like something sporadic, like some mistakes or perversions of people, quickly adjustable with one or two meetings and some self-criticism. The vigilance of the Party, its vast experience, revolutionary sense of smell and composure, made this hostile work to be revealed in its dangerousness and in all its breadth. Then there are people, I speak of those with good intentions, who underestimate this great experience of the Party! When a hostile job becomes clear, then everyone contributes to its crushing. Herein lies the strength of the Party, but this force must be shown to be complete in order to prevent the enemy from acting. We all know that the enemy does not sleep, he acts and his deed can only be anti-party and anti-state, otherwise it cannot be called hostile work, therefore the enemy, by acting, will leave a mark. These traces of the wolf are often underestimated, even though we have come out to pursue and kill the “wolf”, although hour by hour the Party teaches us to work, fight and be vigilant.
The enemy works in secret, but for his “loyal soldiers” he has no secrets. He holds secret meetings with his lieutenants and they act, but as much as they maintain their conspiracy, they are like ostriches. Only if you close your eyes and lose vigilance will you not be able to see their actions contrary to the norms of the Party and the laws of the state. This hostile work, discovered by the Party and the organs of the dictatorship, was quite extensive. In this plot there were determined enemies, which are the head and skeleton of the plot, but there were also elements not enemies, but gullible, servile, megalomaniac and arrogant who, without being directly involved in this hostile work, helped their activity. Herein lies one of the hardest and most delicate tasks of the Party to separate the alum from the sugar: who is the enemy, who is not the enemy, who has made grave mistakes, and who has made less grave mistakes; who sincerely knows the mistakes and who does not know them. Mistakes are individual, but they are also collective. Collectively no one can escape responsibility for why we have a duty to judge, decide, act, and control.
One way or another, no one can wash their hands of collective responsibility and especially in those sectors where mistakes are proven. But, without underestimating the collective responsibility for the guilt, someone has done this, there are direct culprits and these are the main culprits. In the trial of guilt, in the analysis of cases where errors have been established, both of these responsibilities must be balanced, because then the trial and the decision may not be fair. Usually the culprit is rightly attacked, but there are also those, like Dashnor Mamaqi and the traitor Pirro Gusho and others, who stood up and shouted at the Central Committee meetings with unbridled hysteria, to disguise themselves, but when it starts if the Party speaks, then it turns out that party secretaries have left the circle for the Jews, who were having parties with Beqir Balluku, that Dashnor Mamaqi, who shouted in the Plenum of the Central Committee against Fadil Paçrami and Beqir Balluku, was their loyal and cooperative man , while Pirro Gushoja, turned out to be a saboteur traitor and one of the leaders of the plot. And the justice and rigor of the Party are both necessary to be exercised, when guilt and error are proved at work and in the people. The party and we its members, wherever we work, are responsible for everything that happens in our country.
We are at the forefront of the class. This means that we are accountable to her and her state for our word, our decisions and our actions, collective and individual. I think those who have been the subject of harsh criticism from peers, grassroots organizations and forums have fully deserved this criticism. Friends who are criticized need to understand and feel deeply their guilt, the reasons that led them to make mistakes, they need to understand politically and ideologically the circumstances in which they acted and the damage they caused. There is no other way of healing for ourselves and for all our work. We must be strict, but practice strictness with justice. Abdyl Këllezi is responsible for his very serious faults; therefore I and all of you did not spare his criticism. He has committed serious crimes. That were not allowed. But why did he do them? Abdyl was a man not anyway and not to be taken away from us as confused, he should not have made such mistakes, that he did not tell us why he made them. I also said above, when I spoke about Abdyl, that he is not a Marxist, in addition and as a consequence, in Abdyl Këllezi arrogance and an excessive certainty and overestimation of his capacities, especially of his anti-Marxist revisionist ideas, things that have led him to colossal mistakes, to making decisions himself, without consulting with friends of the Government about problems he should have been advised.
But these have been part of his secret plan. He, as chairman of the State Planning Commission, had formed a distorted and dangerous idea of his powers. I emphasized above that for Abdyl Këllez everything in the State Planning Commission was “without mistakes” and it happened that he was in charge there, so the actions he took for all the issues we criticize and for which he is responsible Abdyl Këllezi, in the same spirit of megalomania and complacency were judged by him. In these conditions, you cannot see the beam in your eye, but you see the hair in the other eye. Pride also pushes you to careerism, to climb higher. But where are you going? Did you have any intentions on the plot being hatched? You, Abdyl Këllezi, go so far as to say in Kuç of Kurvelesh that “we have a car that Abdyl Këllezi gave it to us”! But where did you find the car you gave, as well as the other very large funds that you are allocating here and there?! Then, by doing so, the goal is achieved. “I, Abdyl Këllezi, am so omnipotent that even a car in Kuç should be named after me.” Claiming and petting the cult leads you to dangerous wrong paths and we think they were not done without purpose.
You have worked, but with these flaws in your character and in office you cannot do peaceful work. The facts and your activity showed this. I said above, that it is not only your fault, other fellow ministers are also to blame, but your faults are very serious, your work is hostile. They were given competencies, these may have been a bit broad, but you, Abdyl, used these competencies with a bad and certain intention, the other ministers also misused these. They too were shown to be weak administrators. You set the funds below the limit and that matters. The government decides, but why does every minister use them so badly? You, Abdyl, are the main culprit, but the Minister of Agriculture, the Minister of Industry, Trade, Education and others are also guilty, who do not use these funds well. You have serious faults for the list organizations and for other issues, such as the technical bureaus, but also the other ministers who set them up, who accepted and inflated these, have no responsibility? They definitely have responsibilities, both collegially and individually. In difficult moments the maturity of the Party is needed, because when it does not lose the compass in these moments, then it does not lose the way either. So, in moments when all these things happen to us, the Party does not allow us to be kidnapped and reckless, nor gentle, opportunistic and sentimental, but to be fair and strict in the face of any problem and to any of us who do errors.
As for the enemies, against these we must be ruthless. The hostile work against the Party and our country was revealed in the main lines and in the main people, but we should not think that everything was calculated, that the enemy was finally crushed. Such thoughts are dangerous illusions. All the threads must be exposed to this hostile work, so that it becomes harmless. Then there are the consequences of this hostile work that must be repaired, people must be healed, things must be put right, crooked organizations and diseased organisms must be repaired. This is a colossal job, not easy, but not insurmountable. The methods we have set in motion to repair situations are right, but these must be applied with perseverance, which will be done, if they are properly understood. I say this because the purpose of the working method and the need to implement the measures that are set are not well understood, these are not well explained and many times they are applied dogmatically. If the working methods for correcting the situation were applied in this way, then the right intention of the Party is distorted. Therefore, great vigilance is needed on the part of the Party and the state bodies, the people who have made mistakes must be put to work elsewhere, in suitable places, where they can be corrected, but also give, because they do not lack ability.
The party must be very careful in everything, not to go from one extreme to the other, which comes from the lack of maturity in the direction, from the lack of conviction that this or that organism needs when we create it and should not when we cut it short, also from the lack of political courage to defend what is necessary and to eradicate and criticize what is not necessary. This is called conformism. In these situations, when focused organisms and functions have been created out of place, to go to the other side, to suppress places, people and functions that our socialist economy needs, would be a big mistake. In this regard, willingly or unwillingly, another hostile work can be done to us. Beware of right-wingers, but also beware of leftists. We must fight the confusion, anarchy, confusion, uncertainty and expectation caused by these situations. Such a state serves the enemy. The party, the government, all the people must be on their feet as in times of war and not as in times of peace. Leaders, in the first place, must be everywhere, not only to give speeches and rebuke, but to make contact with the masses, with individuals, with leaders, with workers and peasants, to explain, to give advice, to organize in place everything that needs to be fixed. This is the revolutionary method for every time and for every person, but especially for the current moments.
Our biggest task is to get out of this situation stronger and as soon as possible. The anxiety that this frontal action of the enemy may have created and has created in people must be quickly removed. The party and the government are able to fix this situation quickly and well, with work and not with talk. I find that there is a burden of gossip, empty words, and slander. Some people are talking about feeding their sick whims, as if they have nothing to do and how to pass the time. Such conversations are not only fruitless, but also very harmful. A word is said from the end of Saranda and its echo is felt after two days in Malësia e Madhe. Is patriotism the act of these people? Revolutionary jobs call this? No, this is a sick job, the job of people with a huge political and ideological gap. This should make the Party think deeply and see if its forms of education and information are very fruitful. Yes, it can be said, there are such people. I think that the people who do this are not just “street people”, among them there are also those who are employees of state and party apparatuses. The government, which has completed all these analyzes, needs to examine one by one the problems and sectors that came up with mistakes and, with maturity and composure, take measures to correct them.
Of course, these jobs cannot be done by doing one meeting a month. There are problems that require studies first, then to be decided, there are other problems that are known, therefore their solution is easy to do and should not be delayed, there are, finally, problems that should be solved by the ministers themselves, their subordinates, enterprises. This is a wide-ranging, complicated issue, but things cannot be allowed to be resolved either by sloppiness or by clutter and bad. Situations should not freeze initiative and competencies. Those in charge of every rank should have the initiative and competence, but they should not understand and implement them as they please, as some did, who used them as if they had their own socks. The friends of the Presidency of the Council of Ministers complain and say that “we gave them competencies”, but “they left us without information”. “Information provision”, you put in place, but you did not see many things, you even went through dangerous issues. Therefore, I think that lessons should be learned from these sufferings. To be in charge of things, that what seems to us show that we have not been properly executors, controllers, or good administrators. All the affairs of the Party and of our state, especially the implementation of economic plans, must go much better than they have so far. The truth is that there are punishable things in agriculture, industry, trade, construction, etc. Everywhere we have a lot of deficits, we have subsidies, and we have excessive expenses.
It is demanded more and more, it is claimed to eat better, to dress better, to live better, to receive good salaries and honoraria, but, if the plans are not realized properly, in quantity and quality, where will they come from? These required? To be realistic, friends. Two paths are presented to us: O to increase production, or risk lowering the standard of living; o we will regulate wages and raise the standard of living at the same time, putting agriculture and industry at war, or the standard of living will decrease and dissatisfaction with the masses will increase. These are laws that are not resolved by gossip, but must be resolved concretely through work and war. Comrades, A deep educational, political and ideological work is taking place everywhere in the Party, in the organs of power, in administration, in economy, in agriculture, in education and culture, in the army and everywhere, and this is accompanied by organizational measures appropriate and reasonable to make these organisms truly leaders, actors and researchers. The war that the Party against bureaucracy is waging and has always waged is not a purely technical or administrative action. This war, in the first place, has aimed at strengthening a revolutionary style and working method that the Party demands from the people and the apparatuses where they work.
Therefore these two goals: the fight against bureaucracy and the fight for a revolutionary style and method of work cannot be understood as two problems unrelated to each other, the fight is done simultaneously for both, but for them to be done well, they must be understood politically and ideologically as very necessary and necessary, healthy for socialism. The fight against bureaucracy must be understood by the people as necessary, just as it is necessary for the organism the amount of food that everyone should eat, which should not be too much, that destroys health, but not even a little, that it does not work and cannot live. The fight against bureaucracy worries some people, but their concern is unreasonable and out of place. This concern comes from fate: “Where will I be assigned? Where will I work”? These two badly thought-out things have their source in an issue: “Do not remove me from Tirana, because I was caused spiritual and material misfortune”. If we ask such a person: Why arise these selfish feelings and these claims about your person and do not think that hundreds and thousands like you have the right to come to Tirana and the ability to work here? Why do you seek this privilege for yourself and do not think that another can have it?
Then why is Tirana a privilege and it is not considered a privilege to go to work and live in Korça, Shkodër, Kukës, Gramsh, Çorovodë, Kutalli, Shmil or Fushë-Arrëz? Does not life boil and in these centers, work does not boil in all these places, do not our people who work and get tired, who relax, have fun, are educated and learn live there as well? Then why do you bother us, when they tell you to wear to live and work in these places, when you love the need of work and homeland? You worry in vain, that you do not understand the problems politically, you do not understand the construction of socialism, that you see Albania in the narrow micro-bourgeois prism of a sedentary, immobile life, not in its revolutionary development. You live with the routine of a moldy micro-bourgeois life, you are not a man of wide spaces, you do not walk with changes, with progress, you do not follow the new worldview, you are afraid of the new. If you go to another job, to another city, to another cooperative, you get confused, before you go you start to get bored and this comes because in reality you do not love people, as the Party teaches you, you are afraid to connect in friendships with young people, why do they look like strangers; you have created an old society and you are afraid, you are afraid to create a new one.
All this makes you think: “Obobo what happened to me”! What happened to you? Nothing! You will go to work in another city, in another job center, as far as possible your craft profile will be preserved, but even if it is not possible to keep it one hundred percent, it will be nearby you have a job by profile, by aptitude and age. The state will take all measures so that the movement does not cause you economic inconveniences for all your able-bodied family members, as well as for housing issues. But, even if the latter cannot be met immediately, the needs must be properly understood, there must be patience. The state never means taking your family with you and sleeping on the streets without providing accommodation. But when the state finds shelter, then you have to get together with the family and not as some do who hope to be back soon where they came from. Such a mentality is wrong. Those responsible comrades, party or government, who give such hopes to the cadres who transfer or circulate, are opportunists, liberals and tyrants, are among those who enjoy hatred.
The party is against vain, frequent and unreasonable movements of the sick and the elderly, but whoever for sound reasons should move, to feel a joy and not a sorrow, to say that he himself will see, live and to work with people, with new friends and not to get moldy in a routine life; I will see new factories, new fields and horizons, I will learn from customs, customs, contacts with other brothers and sisters. Therefore, such people, such officials must be spoken to honestly and openly in order to eliminate the vain worries they have in their heads and hearts. In these movements that are taking place we see that people of cooperatives, employees and specialists, immediately vacated the offices and went to production. Agronomists, doctors, engineers, and other specialists who had inflated institutes and technical bureaus did the same. Congratulations to all of them! This means that they have correctly understood the Party directive. This is how the people of the apparatus and offices, pedagogues and teachers should understand and apply it. There should be no hesitation, because this is done for the good of the homeland and the good of the homeland is also their good.
