Memorie.al/publikon some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), belonging to 1979, where there are some reports-information with the “secret” logo of the Minister of Internal Affairs of that time, Kadri Hazbiu and the Director of State Security, Feçor Shehu and the Deputy Director of State Security for the Oil sector, Ndue Doçi, in which it is about the very worrying problems that had arisen at that time in the sector of the oil industry, where, according to them, there was hostile activity and sabotage. In the report-information in question of the top leaders of the Ministry of Internal Affairs and State Security, which besides Enver Hoxha, was also sent to the Prime Minister Mehmet Shehu and the Secretary of the Central Committee of the ALP and a member of the Politburo, Hekuran Isai, the names of oil executives and engineers who were “implicated in hostile activities and foreign agencies” are also given!
“Foreign capitalist-revisionist discoveries are interested in obtaining data on the amount of extracted oil and gas reserves, on oil-gas formations and structures, regions and depths where drilling and searching, as well as on the needs for equipment, machinery, etc… Thus, after the discovery of the new well in Cakran, a radiogram was signed in a foreign embassy, through which she informed her country that “An oil well has been discovered in Albania, with a minimum annual production of one million tons of oil. The Italian engineer, Calvarezi, who insisted on coming as a “benefactor” of Albania for “help” in the application of some effective methods for oil and gas exploration in our country, despite the many promises, he submitted some requests that cast doubt. for oil espionage activities, which is reinforced by the analysis of further follow-up of this problem. Such was the position of a member of the trade delegation who came from Greece in early 1978, who was interested in collecting data on the extent and depth of oil wells, on the methods of its extraction, on the salaries of employees. of oil, etc.”.
This is stated, among other things, in an information report with the initials “Seret” of the Minister of Internal Affairs, Kadri Hazbiu, dated August 30, 1978, sent to the first secretary of the Central Committee of the ALP, Enver Hoxha, entitled : “On some conclusions arising from the hostile and malicious activity in the oil and gas industry”, where he raises a series of problems that according to him have arisen and concern that sector of the most important of the Albanian economy, drawing the conclusion that there was “Hostile and sabotaging activities”. In this regard, in the report-information in question that Minister Hazbiu, in addition to Enver Hoxha, had also sent to the Prime Minister Mehmet Shehu and the Secretary of the Central Committee of the ALP and member of the Politburo, Hekuran Isai, he also gives the names of some from the leaders and engineers of the oil sector who according to him were implicated in hostile activities. In the first part of this article in the last issue we got acquainted with the letter of the Minister of Internal Affairs, Kadri Hazbiu sent to Enver Hoxha, where he made an overview of the situation of the oil industry sector, presenting the alarming situation and “with activity hostile and sabotaging ”, and in the second part of this article, we are publishing three letters from the Director of State Security, Feçor Shehu, sent to Hekuran Isai, who at that time was a member of the Politburo and secretary of the Central Committee of the ALP, who covered the Petroleum and Heavy Industry sector.

Procrastination in drafting resource utilization projects in Divjaka, Frakull, Arrëz, etc. All these and others have resulted in the non-realization of the plan for the discovery of new reserves, the non-realization of the plan for the extraction of oil, etc.
Thus, since 1977, the Central Committee of the Party directed the study and design for the discovery of the new source of Cakran to be done quickly and on a scientific basis, however, the drilling of the wells started quite late, and consequently no measures were taken. appropriate technical-organizational, such as providing technological water, construction of roads and foundations, finding the optimal technology for drilling wells, providing machinery in the required capacity, etc.
- In the drilling of oil wells there are breaches of technical-scientific discipline with serious consequences. Thus, during the year 1977-1978 and the first half of this year, 189 breakdowns were recorded (63 in 1977, 94 in 1978, and 32 during the first half of 1979), with a fictitious economic damage of ALL 10 million, not including here the incalculable damage that has come to the economy from the lost time for their liquidation.
However, breakdowns, case by case have become a problem, their number from year to year has increased and sometimes decreased, which shows that the root causes are subjective and related to insufficient and organized work to discover the real causes. of their occurrence. This can be seen in the shallow analysis of accidents, which in some cases return in search of the causes that may justify them.
Thus, the former director of the Geological Enterprise in Vlora, Afrim Jupi, in his analysis of some breakdowns, such as the wells “Rexhepaj – 4”, “Hekal – 5”, “Frakull – 32”, etc., has not delved into to bring out the causes and to bring to justice the perpetrators, even in some cases, such as the accident in the well “Frakull – 32”, has appeared directly in the courtroom to defend the culprits, trying to distort the facts.
From the operational and investigative follow-up of the breakdowns that occurred during this period, it results that 22 percent of them are due to breach of technical discipline, 44 percent to the use of inappropriate materials and only 34 percent to justified reasons. This shows that the fight against breakdowns as well as the removal of individual responsibility is done with a lot of hesitation and is permeated by the manifestations and sentimentalisms of opportunism.
This is evident, among other things, in the small number of breakdowns reported to the investigative bodies by some leaders of oil companies and in the soft administrative measures taken against the perpetrators. Thus, out of the total number of breakdowns that occurred during this period, 42 breakdown cases were prosecuted (or 22 percent of them), of which only 7 cases were reported by enterprises, while the rest was pursued on initiative.
There is also considerable care in the assessment of anomalies of the signs of fluid arrival, which have resulted in uncontrolled fountains. Also, among the geological enterprises, stripping of the machinery is allowed. Thus, currently in the Mechanical Plant of the City ‘Stalin’, over 70 V2-300 engines have been assembled and various parts have been taken from them, thus making it difficult to put them into operation.
These and other violations and attitudes towards the property, the Security bodies have made a problem, but they have not stopped enough to properly pursue them with initiative and to bring the culprits to criminal responsibility, which we must keep in mind for the future. In this context, we are of the opinion that the enterprises, the oil directorates, and the Ministry of Industry and Mining itself should improve the management method and conduct an organized and rigorous fight to detect and prevent in time any violation of state and technical discipline. -scientific, criticizing and punishing, and as the case may be, and denouncing for criminal prosecution the responsible persons who act in contradiction with the laws of the state and the relevant norms and instructions.

From some signals that the Petroleum Insurance branch has, it turns out that in the search well ‘Ca 39’, there are some defects, so we thought to know that they may have value.
Specifically, the branch reports:
The beginning and further continuation of the well drilling do not comply with the requirements of the Decision of the Council of Ministers no. 65 dated 28.4.1979 and in the project of this well:
Drilling of the well was started with a 350 m / m diameter chisel instead of the 450 m / m diameter chisel provided in the project.
The 20 ‘diameter conductor has not been lowered to a depth of 100 ml, according to the project.
Drilling continues without completing the bottom of the well with centrifuge and battery, although provided in the project.
Although the well exceeds the depth above 1000 ml. so far the necessary measures have not been taken to ensure the column 14 ‘diameter that should be reduced according to the project to a depth of 1700 ml.
These, and some other shortcomings in the organization of work, and the completion of the well with the necessary material base, not only bring delays in the realization of the plan tasks according to the deadlines due to the repetition of drilling, (drilling) chisel of larger diameter, but also creates conditions for collapse of the walls, distortions of the trunk of the well and up to the collapse of this well.
In addition, according to the project of this well, it is foreseen that the drilling will be done with clay solution based on engine oil, while according to the decision of the Council of Ministers mentioned above, it is required to make luminescent and bituminous slag throughout the cutting that will pass the well. However, the presence of engine oil in the clay solution used during drilling does not allow conclusions to be drawn on the hydrocarbon content of the coating, and therefore these analyzes are invalid.
This has come about because there has not been proper collaboration between the group of designers and authors who have given this point.
As far as we know, both the Geological Directorate and the Central Petroleum Directorate in the Ministry are aware of all these violations of the project and the lack of material base of this well, but so far, they have neither ordered the drilling to be suspended nor are they being found. solution to these problems, being justified by the lack of timely evaluation of materials under contracts from Romania, in the absence of large chisels, etc.

As far as we are aware regarding some problems related to transport, the sale of associated gas and the extraction of oil in NN Naftinë in Marinëz as well as for a breakdown that occurred in the drilling well Nr. 140 in Ballsh, we inform you that:
In some production wells and oil collection groups no pipeline connections have been made between them, to ensure regular transport of associated gas and as a result about 7000-8000 m3 N of gas is released into the atmosphere for 24 hours.
This is due to the fact that both the NN of Petroleum in Marinëz and the Directorate of Petroleum Extraction in Patos have underestimating concepts considering this amount of gas that is lost in vain as a relatively small measure and make no effort to introduce it. in production. Likewise, between the NN of Petroleum in Marinëz and that of oil transport, the problem of selling the associated gas that is accumulated is not being solved.
Although there are significant deficits in terms of implementation of the plan, there is not enough concern both from the Directorate of Petroleum Extraction in Patos, and from the Directorate of Petroleum at the Ministry of Industry and Mines in Tirana, which is aware of to this question and is still not giving the right answer.
In this enterprise (Petroleum in Marinëz), there are unfair concepts related to the intensification works, including works related to the underground overhaul of production wells and thus report the amount of oil extracted from these works as benefited from intensification works. As a result of this action, no right conclusions are drawn regarding the effectiveness of the intensification works and anomalies are caused in their planning.
Also, in some sectors, (I and V) of this enterprise, since some jobs give more oil than planned, considerable reserves have been created and these are used by the sectors of the enterprise to fill deficits in cases when the plan is not implemented rhythmically. These actions cause consequences such as continuous loss of light oil fractions, failure to deliver it to the economy in a timely manner, and lead to erroneous geological conclusions regarding the amount of oil extraction reserves contained in areas and sectors. special of this source.
While regarding the breakdown of 10.7.1979 at 4:30, in the oil and gas well no. 140, in the Ballsh region which depends on the Patos Drilling and Exploitation Enterprise, from the data collected so far it results that;
From 03 o’clock on 9.7.1979 until 4 o’clock on 10.7.1979 in the upper well the rules of drilling technology were not applied and specifically point 3 of paragraph 3 in the second chapter of the instruction “On drilling technique and technology of oil and gas wells “, which says:” When during the drilling process for various reasons caused planned or unplanned stops, the instrument moves every 5 to 10 minutes. But contrary to what is specified in this instruction, by the chief jundist Jakup Hoxha, the instrument was moved at intervals of 15 to 45 minutes, an action that has influenced the blocking of the drilling instrument.
The Party Committee of the district of Fier has been informed about this problem, but we are of the opinion that it has a place to be analyzed by the Ministry of Industry and Mines in order to issue the relevant causes and responsibilities and take the necessary measures to resolve them. .
