Memorie.al / As is known, if the communist regime were to lose power, it was prepared for a wave of strikes, which included murder and imprisonment for all elements considered as opponents. Based on the directive; “On the functions and duties of the armed forces of the Ministry of Internal Affairs, in time of war”, instruction, no. 01 – 34, dated 30. 10. 1986; “For the clearing of the area in a war situation from enemy elements with marked danger” and instruction no. 01 – 35, dated 30. 10. 1986 of the Minister of Internal Affairs; “On the method of action of the head of the Department of Internal Affairs, upon receiving the order through the state code for the cleansing of the area in a war situation from enemy elements with significant danger”, the Department of Internal Affairs Tropoja, in 1987, compiled the plan of wartime actions, approved by its chairman, Ibrahim Gjetja.
The course of action of the seven groups is as follows. The conclusion was at point no. 33. Those gathered, all would go on foot, on the route: Fierze – Iballe – Puke – Kačinar – Ura e Fani (Shpal). The hatches would function as secret prisons, ready to be used in war situations. Today very few of them have survived.
These were established based on the order of the Minister of Internal Affairs, dated 6.7.1971. Among other things, in the relevant list, item no. 33 (Shpal, Mirdita) intended for wards no. 301.
The plan of the first operational actions in time of war, of the Department of Internal Affairs, Tropoja, of 1987
– The first group, led by operative Miti Kurici, deputy-in-charge Rushan Dervishi, having 20 soldiers, operated in: Bajram Curri, Gri, Geghysen, Bujan. He would arrest 11 people, having 11 chains and keys, 33 meters of rope. The arrest ended in 6 hours. The place of collection, at Teqja e Grisa. Then they went to the point of Fierza.
– The second group, led by operative Naim Muçalli, deputy in charge Mark Melani, having 20 soldiers, operated in: Llugaj, Babin. He would arrest 11 people, having 11 chains and keys, 33 meters of rope. The arrest ended in 6 hours. The place of collection, at Dunisha Stream. Then they went to the point of Fierza.
– The third group, led by operative Shpëtim Halili, deputy in charge Besnik Musa, having 6 forces, operated in: Lekbibaj, Peraj, Gjonpepaj, Btoshë, Curraj, Tetaj. He would arrest 9 people, having 9 chains and keys, 27 meters of rope. The arrest ended in 6 hours. The gathering place, at the new bridge of the Mertur river. Then they went to the point of Fierza.
– The fourth group, led by operative Veledin Meto, deputy in charge, Abedin Et’hemi, having 4 forces, operated in: Margegaj-Dragobi-Valbona. He would arrest 3 people, having 3 chains and keys, 9 meters of rope. The arrest ended in 6 hours. The gathering place, at the Margegaj shooting range. Then they went to the point of Fierza.
– The fifth group, led by operative Foto Çelari, deputy in charge, Xhemal Skoqi, having 6 policemen, operated in: Kasaj, Kojel. He would arrest 4 people, having 4 chains and keys, 12 meters of rope. The arrest ended in 6 hours. The gathering place, the stream at Qafa e Mejdani. Then they went to the point of Fierza.
– The sixth group, led by operative Gjergj Shusku, deputy in charge, Gjergj Marku, having 7 policemen, operated in: Pac, Kam, Kepenek, Berishë. He would arrest 5 people, having 5 chains and keys, 15 meters of rope. The arrest ended in 6 hours. Collection site in Radogosh. Then they went to the point of Fierza.
