Memorie.al / The Special Operative Group that was created immediately after the arrest of the former Minister of the Interior, Kadri Hazbiu and his deputy, Feçor Shehu, in mid-October 1982, headed by the Deputy Minister of Works of the Interior, Zylyftar Ramizi, (simultaneously holding the position of Director of State Security) and as his subordinates he had Enver Zeneli and Hasan Ulqinak, among other measures, such as; the study and analysis of a large number of archival files belonging to a long period of time (1945-1982), called and asked some of the former senior officials of the PPSh leadership and former cadres of senior leaders of the Ministry of Internal Affairs, officers of the State Security, etc., to give in writing what they knew, or had doubts, regarding the “hostile activity” of Kadri Hazbiu, Feçor Shehu, or other persons others, with whom they were connected by work or not, during the period that they had served at that ministry, or in the Internal Branches in the districts, in the Political Intelligence sector, at our diplomatic missions accredited in different countries of the world , etc.
Among the former senior officials of the PPSh and the leading cadres and officers of the State Security, etc., who responded to this call, giving their written testimonies to the Special Operative Group, were: Liri Belishova, (former member of the Political Bureau and secretary of the Central Committee of the PPS), Nesti Kerenxhi, (former Major General, Director of State Security and Minister of Internal Affairs), Xhule Çiraku (former Lieutenant General, Director of the Directorate of Second of Security and Deputy Minister of Internal Affairs), Rexhep Kolli (former Lieutenant General, Director of State Security and Deputy Minister of Internal Affairs), Zija Kambo (former Major General and Commander of the National Guard of the Republic), Zoi Themeli (former lieutenant-general, Director of State Security and Deputy Minister of Internal Affairs), Myftar Tare, (former Colonel and Deputy Minister for Political Intelligence, arrested in 1949 and released release), Nevzat Haznedari, (former Major-General and Head of the Investigation in the Ministry of Internal Affairs), Hekuran Pobrati (former colonel and senior officer of the State Security), Feti Smokthina (former colonel and Commander of the Guard of the Republic), Zylfi Saliu (former colonel, senior officer of the State Security, head of the Internal Department in several districts, deputy of the People’s Assembly), Lelo Sinaj, (former major officer and Director of the State Security), Halil Zeneli (former colonel of the Security and head of the Internal Branch in several districts), Ilo Manushi (major officer and director of the Personnel Directorate of the Ministry of the Interior), Mark Dodani (former lieutenant colonel, senior officer of the State Security and deputy head of the Saranda Interior Branch), Xhemal Bejto Fasllia, (former judge and senior officer of the State Security in the Ministry of the Interior), Ibrahim Kubati (former agronomist graduated in Bulgaria, director of hunting reserves in several districts of the country, where the senior leadership of the PPS went to hunt, sentenced to five years in political prison), Ali Kubati, (former Political Intelligence officer in several countries of the world and vice president of the Executive Committee of Tirana), Nexhip Pajo, former officer of the II Directorate of State Security (which dealt with the preservation and physical security of the senior leadership), in the escort group of Hysni Kapo, etc.
From the letters in question sent to the address of the Special Operative Group at the Ministry of Internal Affairs, or personally to Minister Hekuran Isai, in the years 1982-1983, in the previous issues, we have published the letters of Liri Belishova, Hekuran Pobrati, Xhule Çiraku, Mark Dodani, Ibrahim Kubati, and Nexhip Pajos, and in this article, we have selected for publication, a report-information of the Operative Worker of the State Security, Koço Eftimi, with the data of the Security employee with the nickname “Dajti”, who in in the years 1973-1974, he reported on a dinner that he had held at his home, the senior military officer of the Ministry of Defense, Andon Sheti, (at that time he held the position of the Chief of Security of the Army), where the ministers Beqir Balluku and Kadri Hazbiu, as well as some of the major officers, former generals, such as: Petrit Dume, Rrahman Parllaku, Thoma Xixho, Mendu Backa, Vehbi Hoxha, Muharrem Kokomani, Tanush Shyti, Arif Hasko, etc. As we will see in the document in question, the security associate “Dajti”, (who was a plumber by profession and for “work” reasons entered the houses and villas of the leadership and senior officials of the ALP), in addition to the information about that dinner, also reported on a conversation he had with Bardhyl Manon, (known as Lola Mano), who told him about a meeting he had with Kadri Hazbiu, at the Ministry of Internal Affairs, with the wife of Myslym Keta, (“Hero of the People”) died in a car accident in 1966, on the Pukë-Fushë-Arrëz national road, in circumstances that are still unclear even today after almost six decades.

Regarding the mystery of the death of Colonel Myslym Keta, in addition to a long letter of former lieutenant colonel Mark Dodan, sent to Minister Hekuran Isai in 1982, we are also familiar with the testimonies of Ibrahim Kubati, arrested at the end of 1980, as part of a “hostile group”, which also included his brother, Ali Kubati (former officer of Political Intelligence in several countries of the world and vice president of the Executive Committee of the district of Tirana), Bardhyl Mano, or as he was otherwise known as; Lola Mano (former high-ranking official with several state duties), Edip Ohri, (former colonel, commander of the Combat Aviation of Albania and deputy in the People’s Assembly), Sabri Pilkati (former prosecutor and vice-chairman of the Executive Committee of Tirana), Shyqëri Këllezi, (son of Abdyl Këllezi’s uncle, former personal companion of Enver Hoxha during the War and then General Director of the Railways), who were sentenced to long years of political imprisonment.
The members of this “hostile group”, in addition to being close friends with each other, also had a Kruški relationship, since Sabri Pilkati had Myslym Keta’s sister as his wife, Edip Ohri had Ali and Ibrahim Kubati’s sister as his wife, while Myslym Keta , had Bardhyl Manos’s sister as his wife. In the same way, all of these had also been the closest companions and friends of Myslym Keta, (“Hero of the People”), since the period of the War, as members of the guerrilla units of Tirana and partisan formations, a friendship which they had maintained even after his “accidental” death (in 1966), continuing it, until the day they were arrested. This group of friends also included Colonel Adnan Qatipi and Safet Kurti, (former members of the guerilla units with Myslym Keta) who were not arrested like the others, (which, due to the intrigues of the Security, made cast a shadow of doubt on them), but they also had problems, being fired from their duties, or retiring (Safet Kurti), not yet 50 years old!
While we are familiar with these in previous issues, in this article, we are publishing the information report of 1982, (of the Operative Worker, Koço Eftimi), where we will see that Myslym Keta, not only was followed and surveilled from the State Security a long time before his “accidental” death, but the minister Kadri Kazbiu called his wife to the ministry and ordered her to look after Lymi, since he was in an anti-party position. On the occasion of the 50th anniversary of Andon Sheti’s birthday (1973 or 1974), a big ceremony was held at Andon’s house:
Beqir Balluku personally sent you a message, which talks about Andon’s contribution to the Army (many praises).
At the dinner there was a great reception and escort until the late hours of the next day, where Beqir Balluku with his wife, Mendu Backa with his wife, etc. assisted. (He learned this from Mendu Backa’s stories).
On the day of the birthday, a large banquet was held, where dozens of liters of brandy were drunk. At this banquet, there were many officers of (M.M.P.), the Ministry of People’s Defense, of which he remembers some of them, such as; Petrit Dumja, Rrahman Parllaku, Thoma Xixho, Mendu Backa, Vehbi Hoxha, Muharrem Kokomani, Tanush Shyti, Arif Hasko, etc.
There were also Kadri Hazbiu and Petrit Dume, who were sitting next to each other. When the drinking had crossed the limits, especially Petriti, Kadriu, Rrahmani, and Thoma Xixho, started crying with tears and loud, (this time).
In this situation, Kadriu calls out to you, Petriti, Rrahman and Thomai: “rest”, “rest” and they talked to each other and started to rest. After a while, Mendui left and so, one by one, two by two, they left. He remembers that in the end, Kadriu, Petriti, Rrahmani, Thomai, etc. remained.
In 1965, Kadri Hazbiu called Myslym Keta’s wife to the Ministry of Internal Affairs and talked with her (according to the conversation he had with Lola Manon, this material is with you, on the reports about Lola Manon), for Lymi to take care of him and stay closer, (near), because Lymi is not doing well, politically.

It was characteristic that when they were alone in the office and that they stayed a lot, no one else could enter Beqiri, even for work, because Beqiri did not accept them, people stayed in the hall and waited for Kadriu to come out.
When Beqiri was not around, Kadriu went to Petriti. At that time it was said: How do these two (Kadriu and Petrit) get along, since they both come from rich backgrounds, they both don’t give way (place) to each other?! But he has seen several occasions when he has seen both of them, both in Petrit’s office and in the corridor of the Ministry of People’s Defense, in a mood.
He remembers a case, when Petriti gave an order for a part of the cars from the Army to be given to the Ministry of Internal Affairs, he reminds Petriti that the order of the head of the department (Minister) is needed, Petriti tells him that we are taken ears, both with Beqir and Kadri (he worked at the time, in the automotive service).
He later heard from the mouth of Edip Ohri, that by the personal order of Mehmet Shehu, pensioners: Arif Hasko, Vehbi Hoxha, Thoma Xixho, Abdi Mati and Edip Ohri, work at the Military Academy, dealing with writings on military topics certain, and this is how they acted.
