Memorie.al / On February 14, 1990, the Shkodra Internal Affairs Branch sent a report to the First Directorate of State Security (8th Branch) regarding letters with “hostile content.” The primary concern of the State Security (Sigurimi) was the decline of the reputation of Ramiz Alia and Nexhmije Hoxha. For this reason, work began at all costs to find the authors. Deep hatred was directed toward the work of Enver Hoxha, his successor Ramiz Alia, and Nexhmije Hoxha. The latter, which held the post of Chairwoman of the Democratic Front of Albania, was referred to as the “Black Panther.”
For the younger generation who does not know what the Democratic Front was: It was an “organization” led by the Labor Party (containing mass organizations as satellites of the PPSH), serving as the successor to the National Liberation Front. Since 1945, it was led by the First Secretary of the PPSH. The Front ran alone in all elections and always “won.” After Enver Hoxha’s death, Ramiz Alia gifted the post to Nexhmije Hoxha, primarily to increase and justify her participation in the country’s public life.
Because of the strong alliance Alia had with Nexhmije Hoxha and his loyalty to continuing “Enver’s path,” popular hatred was intense. In other cases of leaflets distributed across various cities, the “Black Panther” is present as the accused, showing clearly that she was hated nationwide.

Subject: Regarding the authors and instigators of anonymous writings and letters discovered in January–February 1990 in the Shkodra district.
During January–February of this year, the following authors and instigators of anonymous writings and letters with hostile content were discovered in the Shkodra district:
Aldo Hajro Perizi, born 1962, resides in the “Perlat Rexhepi” neighborhood, Shkodra, secondary education, laborer at the Zukth-Kashtës Enterprise, no prior convictions, unmarried.
Instigated by Klaudio Daka, on January 14, 1990, he wrote 12 leaflets with the following hostile content: “Death to Ramiz Alia,” “Death to Nexhmije Hoxha,” “Down with People’s Power,” “Down with the Party,” “Down with the Central Committee of the PPSH,” “Down with Stalin,” “We are with Gorbachev,” “We are with Perestroika,” etc., which he distributed the same day in the “Qemal Stafa” neighborhood (behind the “Rinia” pastry shop).
These leaflets are verified by graphic expertise report No. 23/1, dated Feb 2, 1990, and statements from Klaudio Daka and Aldo Perizi himself. Currently, Aldo Perizi is under active surveillance as an author of hostile leaflets.
Klaudio Sandër Daka, born 1968, residing in the “Perlat Rexhepi” neighborhood, Shkodra, secondary education, worker at the tobacco-cigarette factory, married no prior convictions.
Records show that on January 14, 1990, he instigated Aldo Perizi to write slogans on pieces of paper with hostile content. Klaudio personally took these and, together with Aldo Perizi, distributed them at 8:00 PM in the “Qemal Stafa” neighborhood. Klaudio has been arrested for this hostile activity.
Klaudio Daka implicates his uncle, Tonin Ndrek Dema (born 1960), as an instigator. Tonin is under active surveillance for hostile activity, and work is ongoing to document his actions for arrest.
Hans Julian Benusi, born 1971, resides in the “Daniel Matlia” neighborhood, incomplete secondary education, 2nd-year industrial vocational student, electro-mechanic at the Land Reclamation Enterprise, no prior convictions.
On February 2, 1990, Hans Benusi distributed a leaflet at the Land Reclamation Enterprise with the content: “Down with the Party,” “Down with the Hoxha Family.” This is verified by graphic expertise and statements from Hans Benusi and Çesk Berisha.
Çesk Vasel Berisha, residing in Gruda e Re village, mechanic at the Land Reclamation Enterprise. He is the instigator of Hans Benusi; both are under surveillance as authors of hostile letters.
Ylvi Shefqet Dibra, born 1927, residing in Shkodra, dentist, retired, married, and member of the PPSH (Labor Party).
On February 13, 1989, he wrote a letter with hostile content to the First Secretary of the Central Committee of the Party (Ramiz Alia), using low, denigrating words for the Political Bureau member who was formerly the First Secretary of the Shkodra District Party Committee, and writing: “He does not deserve to be a member of the Political Bureau.”
“He sent his son to France for treatment because his ear hurt; his wife brought a lapdog from Paris that she feeds with pork chops… he gave orders to build a new house for a War veteran…” He also included jokes with hostile content.
Graphic expertise No. 8, dated Jan 13, 1990, confirmed Ylvi Dibra wrote this letter. With the approval of the District Party First Secretary, Ylvi Dibra will be summoned for questioning.
Frederik Rrok Ejlli, born 1978 (age 12), residing in Juban village, Shkodra, 5th-grade student.
On January 22, 1990, Frederik Ejlli distributed a leaflet in Juban village with the content: “Down with the Party,” “Down with Ramiz Alia,” “If it doesn’t work out, we will remove communism.”
It was verified that Frederik Ejlli wrote and distributed this through graphic expertise and his own explanation. His brother, Nesti Rrok Ejlli (born 1971), is identified as the instigator. Investigative actions continue to clarify this problem./Memorie.al
