Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude of the communist regime of Enver Hoxha towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

R A P O R T
(From 21 to 28 January 1959)
During this time the following issues were discussed by the following persons:
Peçi Fidhi, talking to Rasim Tahiri, said: “The party is what leads me to the wrong path and to become its anti-party and enemy.”I will never forget the bad treatment he gave me, taking me out of the house and from Tirana, even though I also had a sick son.”
His activity against the ruling Party: Peçua said that if he had won the anti-party and anti-ruling element, I would have treated him and taken such measures against the leadership of the ruling Party.
Peço Fidhi told Xhafer Vokshi that during the 12 days he stayed in Vlora, he was also in Tirana.
Peço Fidhi, talking to Rasim Tahiri and Xhafer Vokshi, started cursing Petro Neni and on the other hand commenting on the cult of the individual, but this criticism was not right, after Palmiro Toljati did not curse the socialist system. When Palmiro Toljati was criticized, our Party also started criticizing him in vain, Peçua continues, because if we do not have Marxists like Toljati in our Party, Comrade Enver himself is young and Marxist. Toljat’s interview was Marxist-Leninist and was well analyzed. A friend read this interview to me at home in Italian, but did not reveal his name.
Peço Fidhi and Xhafer Vokshi say that the Communist Party of the Soviet Union and the Polish Workers’ Party have a soft and supportive attitude towards the League of Yugoslav Communists, while our Party, of Bulgaria, China, etc., have a more firm stance. This shows that they have no problem with revisionism.
Peço Fidhi, in the end said that: Toljati is very strong and he blames all the first secretaries of the parties, that he is stronger than Khrushchev and Torez. Both Peçua and Xhaferi said that Toljati immediately started going to Tito and exchanging experience (this is where they both started praising Tito’s experience, such as workers’ councils and building socialism according to the conditions), but said that Xhaferi and Peçua , that Tito raised his mind and crossed the road against the socialist camp, but he has many good things.
Gjovalin Luka complains to Rasim Tahiri about his illness and says that the comrades of the Internal Affairs bodies, starting from the Minister, are dirty and other banal words. He also told Rasim that Faik Abdyli denounced Zija Dibra, therefore Faik is dirty, he also says about Sitki Bushati and Zenepe Ashiku, and that they also talked about Zija Dibra. Zijai is in pain.
Xhavit Qesja, told us what Aqif Lleshi was before, and said that this was a man of lek, sometimes you became with Zog, sometimes with the King of Yugoslavia, when Italy came with the Italians, when Germany came with the Germans, there is no was with the Movement and today receives a pension of 6,000 lek per month. Aqif Lleshi’s son (Mustafa Lleshi), was in UDB, introduced or helped to enter the Albanian patriotic prison, when relations with Yugoslavia broke down in 1948, later came to Albania and today in the country to be like other immigrants in Llakatund, works in the Prime Minister, this is not right – says Xhaviti -. This is approved by both Pëllumb Dishnica and Gjovalin Luka, while Xhafer Vokshi says that this is how politics wants it, that tomorrow Fadil Hoxha and Xhavit Nimani may come, but they will not take them to Llakatund, because they do not want it politics, so how do you say Xhavit?
Gjovalin Luka, Regarding the case of Aqif Lleshi and Mustafa Lleshi, said that therefore Titua does not hand us over to criminality, since we do not hand him over to him either. Xhavit Qesja, said that what I say about Aqif Lleshi and Mustafa Lleshi, I say based on the grades of the Albanian Government and the speeches given by the leaders of our Party and Government. Pëllum Dishnica, said that he is happy with Aqif Lleshi, who knows how to play politics.
Gjovalin Luka told Rasim Tahiri that again Gjovalin’s brother sent him books, but they did not allow him to give them, this was said by Gjovalin’s wife and Gjovalin started cursing the friends of the Ministry of Interior with banal words, for who says that they are filthy liars, after they themselves say that we do not hinder their books, when in fact they do not allow them.
Xhafer Vokshi, told Rasim, that for us the Government makes useless expenses, keeping us here without work, but they intend to put us in prison, because that is how they kept Tuk, Bedri and Hulusi, therefore – said Xhaferi -, I’m afraid of being arrested.
In a letter written to him by his wife, he says that he had told a woman in Fier that Xhaferi had been sentenced to 16 years; Peço Fidhi’s wife said that this word had been said to Agetina by Vojo Bilbi’s wife.
Talking about the baptism of children, Xhafer Vokshi said that Marx also celebrated Christmas. This opinion of Xhaferri was opposed by all those present, saying that Marx was an atheist.
Xhavit Qesja, telling us from Ogonjoku about the sports matches between the Soviet team and Brazil, the latter had won and with this team the President of Brazil had a meeting, who had donated a car and a house to each player, was had put the names of the players, the streets.
This is treatment said Xhaviti. Whereas Xhafer Vokshi, said that if they had given me a house instead of “Asim Vokshi” street, it would have been better for me, I do not need a name, but money.
Xhafer Vokshi told Rasim Tahiri that Bedriu was interested when Xhaferri was in the Culture Committee, in order not to reduce his salary, he later sent it to the emigrants’ newspaper and there with the same salary. All this – says Xhaferri – Bedri did to me, after he took care of it.
He says about Tuku that he was also interested when he was Deputy Prime Minister; he made a prayer to him, because he wanted to get married and immediately Tuku gave him 20,000 lek. If it were not for Tuku – says Xhaferi – they would not help me to give me that money.
Xhafer Vokshi mocks the speeches that Stalin delivered during the war, imitating Russian and others laughing.
Agetina Vokshi told Rasim that Tuku has been sentenced to 20 years and I cannot go to see him, because they are afraid. Frano Jakova and his wife brought him tobacco and they could not take it to Tuk, because they were afraid and the tobacco was left to Maria’s mother in Tirana.

(From 28 / I / 59 to 4 / II / 59)
During this time the following political and economic issues were discussed by the following persons:
Peço Fidhi, reading the newspaper “Zeri i Popullit”, noticed that in the Khrushchev report, it is said that now in the Soviet Union, there are no more political prisoners and this surprised Peço, while the others did not speak, only Xhafer Vokshi said that this it is a success and ishalla is done with us as well, it is enough to make 5%. In the newspaper of February 1, Pellumb Dishnica had read Mikoyan’s speech, who had said that in the Soviet Union, there are no more political prisoners and no political persecution, and that in the anti-party group of Malenkov, Kaganovich, Molotov, Bulganin, of Shepilov, there were others. They do not say anything about the XXI Congress, especially Xheviti, Pëllumbi and Nuri Huta.
Peço Fidhi said that in the greeting of Toliat and Gomulka, Yugoslav revisionism is not mentioned in the name, but only revisionism is said. Peço Fidhi told Rasim and Xhaferri that our party calls Moravsky an opportunist and he is knee-deep in Khrushchev.
Pëllumbi and Xhaviti, talking about Malenkov’s anti-party group with friends, say that all members of the group were assigned different jobs and functions and no serious measures were taken against them.
Both Pëllumbi and Xhaviti, talking about the economic problems of our country, say that the marmalade factories in Elbasan, Shkodër and Korçë are only workshops with old machinery, they also say about the Fish Factory in Vlora, which is nothing other than a factory with old and primitive machinery.
Xhaferri, appears upset since the time his wife left. Xhaferri talked to Rasim, said that Xhavit Qesja, will have expressed some dissatisfaction for some friends who have become members of the Central Committee of the ALP, and who do not have the merits of Xhavit, citing as an example Pjetër Kosta, Rrapi Gjermeni.
Agetina Vokshi, when she was at Xhaferi, told us that she had met the sister of Xhavit Qeses’s wife, who had asked Agetina in Tirana, about Xhavit and Agetina had answered that she was in good health, while Xhavit’s wife , stood away when Agetina was telling Meriban’s sister. This shows that Xhaviti did not share with his wife, but they cut off all contact and correspondence, in order not to have any consequences for Meribani.
It was discussed by Xhavit e Pëllumbit e Peços, that Adem Deliu is better than Pirro Dodbiba, as the latter received his diploma by passing the exams for agrarian reform.
Peço Fidhi, said that in the time of Stalin, there was no sugar and pasta for a week in a row and the bread was taken in turn and black. But now that it is Khrushchev, he changed immediately. Peçua also spoke badly about his friend Adil Çarçani, saying that he could not hone him, that he was not good, that he was arrogant and that he became a candidate for the Bureau, that he hit the views of Pajo Islamaj and not for any other job.
Gjovalin Luka says that we are well interned here, the food is ready, and so I thought of writing the novel. He calls this a creative license. Gjovalini is not as ill as he appears. The guarantee they gave you the first time, did not use them all. He stays inside all day and deals with writing the novel. Memorie.al
