Memorie.al / Bilbil Klosi, was the communist prosecutor and judge who gave centuries in prison and took the lives of hundreds of anti-communists. It can be considered as a typical case of the punishments he gave. In the first years of their rule, the military judge, Bilbil Klosi, was cut by the sword in all directions, extinguishing with a single signature how many people, and therefore destroying who knows how many families. If people were sheep, cows, or horses, Judge Klosi would sentence them all in one day. He locked them in a common place in the place designated for the court, and then took them by 10, 20 or more. He summarized the decision in one page.
He saved his party both ink and paper. It is possible that he proposed to save the bullets as well, since other methods could be used such as poisoning, suffocation, etc. It is perhaps the most typical case of how a person with a degree in law in the west could become so ruthless in his own country, producing injustice, victims and endless pain so quickly.
Sometime in 1944-1945, he was commissar of the 5th Communist Division. In 1945, commissar of the III Division. In 1944 – 1946, member of KANÇ (National Liberation Antifascist Council). In 1945, president of the court of the First Corps. Not to stop there, in 1945-1946, the party appointed him Secretary General of the Ministry of Internal Affairs. In the years 1946 – 1949 and 1950 – 1951, he was Deputy General Prosecutor.
In 1949, president of the Supreme Military Court. To continue then at the head of the Ministry of Justice, until it was completely dissolved as unnecessary. Among the associates of Bilbil Klos, as assistant judges, a large category of names with a partisan profile can be mentioned. Most ignorant, go out into the mountains for some booty and some goods. It is not the case today to list them, but we are mentioning one of them whose name is Kasem Trebeshina. Together with Bilbil Klos, he has convicted for political motives the following citizens: Mehmet Ibrahim Hoxha, Shaban Vath Mezini and Mentor Abdi Hatibi.
In addition to others, Klosi, as a trusted member of the Party, has also punished foreign citizens who were once residents in Albania, mainly Germans. These were not “criminals” or soldiers, but people with civilian professions, even artists (painter and botanist), as in the case of the German, Hans Brust Troschel.

When Bilbil Klosi and Kasem Trebeshina decided “in the name of the people”
-How did they convict a 16-year-old in 1945 as an “impediment to the war”?!-
A 16-year-old man was arrested in the cells of the Directorate of People’s Protection, accused of “obstructing the war”. A child, who should have been in the second year of high school, was accused of having had the fate in his hands to stop the “great war” that had been developed. But this time, lieutenant colonel Biblil Klosi, People’s Protection officer Kasem Trebeshina and district commander Argjir Lipiviani joined the jury.
Kasem Trebeshina in political processes
In fact, we have not said everything about the officers of the People’s Protection. For fans of Kasem Trebeshina, we can say that we have left other things for other times. This is not to complete what we have left unsaid, but simply not to say everything at once.
He was an officer of the Directorate of People’s Protection (the Albanian OZN of the years 1944-1946, the counterpart of the Yugoslav one). Fortunately for some of his whistleblowers, who advertise him today from positions of attack on others, the name of Kasem Trebeshina is in some political processes as a representative of the Albanian OZN together with the judge Bilbil Klosi. In D.M.P., Kasemi has his own story. There the most pious and fierce were chosen.
After the organization of the Directorate of People’s Protection, headed by Koçi Xoxen, it consisted of 5 sections. Kasem Trebeshina, as the founder of this infamous weapon, was part of its first section. In addition to Koçi Xoxes, its senior managers were: Kadri Hazbiu – responsible, Mit’hat Poloska, Niko Çeta, Nesti Zoto, Siri Çarçani and Thoma Karamelo. In the first section of the Directorate of People’s Protection, Kasem Trebeshina was part of the side of such names as Mit’hat Poloska, Edip Çuçi, etc.
In none of Trebeshina’s biographies does his activity from 1944 to 1947 appear to be part of it. Even in a letter he sent to the leadership later, he says that it is known from higher authorities what he did until 1947. Being an essential part of the weapon of the Directorate of State Security and later consequently of the State Security, of course the “work” could not be understood outside the well-known profile of this weapon.
At the time when the State Security of Koçi Xoxes and Nesti Kerenxhi was wreaking havoc in Albania, Mr. Trebeshina was part of this weapon. It cannot be thought that all the acts were made famous by the bad guys Kerenxhi or Xoxe. There were others who were diligent in their work.
Of course, for the public, being a judge in political processes is a new thing. Not even Kasem Trebeshina has ever spoken about whether or not he was part of the political processes of the time. We invite him to confirm or deny such a fact. We also invite any of his fans to, in the face of the evidence we present, give us a mountain of slander from what he always spews. We have always spoken with arguments and evidence. It doesn’t matter what the “cooks” or the cheering fans of Kasem Trebeshina say.
So let Kasem Trebeshina answers these truths. Do you feel sorry for those anti-communists or ordinary people whose investigation or that of his friends from the Albanian “OZN” took their lives, denigrated them or caused them many wounds in this life?
Memory
After leaving the Albanian “OZN” forces, Kasem Trebeshina imagined the world in great danger. This is because of “Americanism”, which he hated and for this reason he had found the key in the Soviet Union, the center of his Zherzhinsko-DMP ideals. According to Trebeshina, only the intervention of the Soviet Union could save the world that worried him.
The moments of Kasem Trebeshina’s life for any ordinary reader or curious person, come blurred, incomplete and with generalizing colors. Between the consummation of a criminal offense punishable by the communist regime and the consequence it brought, in the case of Trebeshina, there is a strange inconsistency. It seems as if there is a criminal case, then the investigators are lenient, there is no torture, there is no desire to increase the criminal offense, and in the end a sentence is given that is never fully implemented. Trebeshina has never suffered as much as it has become known in a decision. It is not unknown to say that Kasem Trebeshina was arrested for agitation and propaganda. And yet, he was treated well and at the end of it all, he was sentenced to 11 months of imprisonment. The circumstances of his detention come at a time when he was an actor in the People’s Theater and when he had written three letters to the leadership, one of which was to Enver Hoxha.
If these letters had been written by someone else, let’s say an ordinary citizen or an employee of Zogu’s time, unmixed with the events of the War, he would surely lose his mind. This is not about the content of the letters, but about the way to whom and how these letters were addressed.
Klosi and Trebeshina, on duty
A real mess has happened in Albania with the political processes. Thousands convicted and thousands executed with or without trial. Today, the Albanian state must pay a heavy financial bill for the damages caused by unjust decisions inspired by class war and communist hatred, which brought misfortune to many, many people. They were all on duty at the time.
P.S. They had won the “war” (with the Albanians) and now they were waiting to punish, imprison and kill those who had not been able to kill them during the “War”. For this, there were no exceptions, young people, old people, women, etc. The revolution of evil had to go to the end. In the part of political processes, the investigation by the Directorate of People’s Protection occupied a leading place. In a way, the DMP was the creator while the judiciary was the “notary” or the certifier of acts with devastating consequences for the lives of thousands of people.
The sentence of the 16-year-old
Mentor Abdi Hatibi, had been a sympathizer of the “National Front”. For this reason, although he was 16 years old, he was arrested and brought before the court on charges of “mercenary of the National Front” who had “betrayed and hindered the people’s struggle”. This indictment, formulated on May 12, 1945, opened the judicial process of May 21. The prosecutor accused the 16-year-old of having arrested Mehmet Mufti (the 16-year-old!). On May 26, 1946, Bilbili and Kasemi decide to give him 2 years in prison.
Klosi & Trebeshina, order the imprisonment of the father of 5 children
There was once a well-known cinema in Tirana. Built by the invaders for their entertainment needs during the War. This hall, where hundreds of fascism films and dozens and dozens of speeches were shown, was transformed by the communist into a place where the disappearance of so many people, their executions, the deprivation of freedom of so many others, etc. were planned. How many lives have been transformed within a military-style edifice that within its temporality had the mobility of human lives!
But why are we mentioning this fact today? Because the cinema was no longer working in the first years. She had turned into a stable of people. Some were being punished; some were waiting to be punished. In other words, the “Tomori” cinema was more like a slaughterhouse. Those who were not slaughtered just waited their turn. Their freedom was a matter of procedure, while their lack of freedom was guaranteed.
The “Tomori” cinema hall had become a second home for Bilbil Klosin. There he took people like sheep. Remove one party and punish the other party. The party had a free hand. It was enough to give punishments. To massacre as much as possible a small country likes Albania that had 800 thousand people in the middle. Destroy the classrooms. The educated should disappear, the knowledgeable should become scavengers. The power of the defendants had come.
The arrests continue
On May 12, 1945, the jury composed of Biblil Klosi, Ismail Çaushi, Kasem Trebeshina, under the supervision of prosecutor Gjon Banushi, took over the sentence of Mehmet Ibrahim Hoxha, 41 years old from Shemria, Tirana, arrested on November 5, 1944. He was accused as a legalist. The partisans had even burned his house. It is a matter that you have nowhere to catch as there is no element under the laws of the time to constitute guilt or proof. The defendant is brought from Tirana prison, where he served his sentence before the communists took power.
He was defended by lawyer Efthim Canco. They are entirely Albanian events that have nothing to do with the developments of the Second World War. He was a legalist and this cannot be called an accusation due to political beliefs. Partisans had burned the house. Despite the fact that they had left the 5 children on the streets, Mehmet Hoxha did not respond. And yet this did not mean anything to the communists, as they would suffer the punishment that they would suffer.
Now Albania was theirs, burned or unburned. Mehmet Hoxha had been one of Abaz Kupi’s supporters. As such, he had served in the troops of the National Liberation Front in the fights against the invaders. Adherence to the Front had lasted as long as Abaz Kupi had stayed here, until (not) signing the Mukje agreement. Precisely for this reason, (leaving the Front) the partisans had burned his house. The whole issue was a clash of Albanians. However, this defendant is not responsible in any line of this trial. For this reason, the defendant answers: “It is not true that I fought the partisan forces, but unfortunately, when Musa Picari came with 300 or so people, it was a fight of 2-3 hours. A woman has warned the partisan forces not to enter because the village is filled with ballistic missiles. Musa Picari has imposed force on me and others. I was connected with Osman Mema, but he did not fight the partisans. It is true that the partisans burned my house because I went with Musa Picari. After the escape of this one, I dispersed the Katundars in their villages. I was in Legality, connected to Bazi, when it was at the Front. My house was burned because I left the Front”.
Continuing the answers to the judging panel, Mehmet Hoxha, answers:
“The fight with Musa Picari took place on the border between Shengjergji and Shengmria. We have been to the mosque of Shemria. It is not true that we have decided to go and take the material located in Biza. After Osman Mema was connected to Bazi, I also went after Osman Mema, but when Bazi broke away from the Front and we have a neutral party. I surrendered myself on November 5, 1944. I helped the front as much as I could”.
The decision only on one page!
On June 26, 1945, the jury led by Bilbil Klosi gave its decision like all other processes of this type, Klosi is a great saver. Cuts his party, the expenses that could be made for ink, paper and typewriters. Drafts a letter within a page. It says it all there. It doesn’t pass the queue. After the lawyer was heard quickly, Bilbili observed: “From what it appears from the defendant’s own statement, both before the investigative commission and during the public trial, the accused Mehmet Hoxha was connected to the reactionary forces and enemies of the Albanian people under the influence of the traitor Musa Picari, took part in the battles against the partisan forces in Shengjer and Shengmeri.
The defendant was also connected with the traitor Abaz Kupi, and with his mercenary organization of Legality as well as with Osman Mema, who was active in every case in pursuing small partisan units and in sabotaging and hindering the liberation struggle of the people. , especially in the region of Tirana.
Due to the obstacles and armed opposition he has made to the partisan forces, they have burned his house in Shënmëri. For what was said above, the defendant Mehmet Hoxha is considered an enemy of the people and his activity is foreseen by Article 15 of the law: ‘On the organization and operation of military courts’, published in the “Official Gazette”, no. 3, bis., dt. 23.1.1945″.
Jail
For these reasons, the court had decided to deprive Mehmet Hoxha of 5 years of his freedom, taking him too forced and hard labor, as well as the loss of all civil and political rights, in addition to prison. Among other things, this meant that Mehmet Hoxha’s family had to face a difficult life, especially in those conditions.
Decision not supported by facts!
As can be seen in this decision, in no case is the accusation raised. And yet, judge Klosi and his assistant Trebeshina, have no difficulty in condemning the father of 5 children for their whims and those of the party they represented.
Klosi and Trebeshina, 10 years in prison for the anti-fascist Shaban Mezin!
On May 12, 1945, the judicial body composed of Biblil Klosi, Ismail Çaushi and Kasem Trebeshina, continuing to convict with the “majority” under the auspices of the prosecutor Gjon Banushi, took over the sentence of the defendant Shaban Mezini from Preza. Mezini was accused of being a supporter of Legality. He was arrested on December 1, 1944 in Shkodër, he had finished 2nd technical class and was a construction contractor. In addition to the activity of Legality, the person in question was accused of being “a friend of Baz and organizer of the reaction”.
In fact, the person in question had been on the run since 1942 as an anti-fascist. He had not participated in the fighting at the front and called it a disaster, the non-union of the Albanian factor in the war. It is a complete story of how the Albanian anti-fascists who were not communists, had to be punished by those who insulted fascism all day and who, in the end, were not leaving anything lacking to him in terms of the methods they were using on the Albanian people.
Being asked during the trial, the defendant Mezini said:
“As early as 1942, I was a fugitive because I couldn’t stand the occupied Fascism. At the time of Zog, I worked as a laborer, when Italy came; I worked as a laborer in Rruga – Ura. I went to Preza to hide and stayed until the last day. I know that the National Liberation Front fought the occupier, all of them, even Legality, where I participated as a simple soldier and I was not that connected; I don’t know that it was connected to the occupier. As a simple soldier, I fought the enemy in Qafshtama as well as against the Germans in Kruja. I did not fight against the partisans”.
Political boss
What Klosi and Trebeshina have with this defendant is nothing but his political beliefs. For this reason, continuing further, the defendant must affirm: “I was not and am not an orator, and it is not true that I spoke to the people to connect them with Legality, nor was I a post of this organization. I have never been a partisan, but I helped the movement when it came to Preza”.
Judgment on reserved beliefs
In fact, the defendant was a sympathizer of Legality without being a prominent figure of this organization. Despite this, he is judged as if he were the main exponent of this organization. Here are some of his answers: “Since Legality was based in my country, I, as a soldier, simply helped him, but I did not follow Baz. As I said, I have never held a conference to insult National Liberation. The conferences were held by Ndue Pali and Asim Kalaja”.
Witnesses defend the defendant
Unlike other processes, in this trial, witnesses appear in favor of the defendant. Thus, the 21-year-old partisan, Mustafa Doda from Preza, also testified in favor of the accused, who called Shabani an honest man who had not harmed anyone. Even Shabani had helped him during the War.
The prosecutor will not know
Since no evidence has emerged that could bring charges against the accused person, the “master” of the charge, the former fascist, Gjon Banushi, would make his attacks. Here’s what he says: “The defendant Shaban Mezini, as an active member of the Legality organization, has betrayed and hindered the people’s struggle as a loyalist of Baz Kup and the reactionary organization. The defendant, after he did not agree with the policy with the Italians, in 1943, took the mountains and illegally toasted and according to his statement, he fell into an attempt with the Italians and the Germans. Later, the defendant got tired of work and stayed in Preza.
The defendant was previously a partisan and in Preze he is a legalist and how he received as a service the delivery of Bazi’s mail and the supply of food that he received in Tirana and transported by cart to Preze. Later, the defendant enters the intendancy of the organization of Legality and withdraws the food from the Germans in Tirana and sends it to the Bashibozuk forces of Baz. He has connections with Sur Ajzi and took part in the Preza war.
Therefore, based on Article 15 of Law no. 41, “On the organization and functioning of military courts”, I request that he be declared an enemy of the people and, based on Article 18 of that law, be sentenced to 10 years in prison”

After that, the lawyer Kristo Chevi took the floor and defended himself, which did not take much effort since, from what is read, none of the accusations brought against the defendant are proven.
Sentenced to 10 years in prison
And yet Bilbil Klos and Kasem Trebeshina did not need this. They gave him 10 years in prison and forced labor, without any evidence. It was the time of “People’s Justice”! Memorie.al
