Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), where is the speech of Enver Hoxha held on May 30, 1960 with the first secretaries of the Committees of The party of the districts and some of the most important cadres of the Central Committee of the ALP, where he stopped and informed the participants in that meeting, regarding the great contradictions and disagreements that had arisen between official Tirana and the senior leadership. of the Kremlin led by Nikita Khrushchev, where the biggest problem was that of the Vlora Military-Naval Base, where the Soviet side still had 150 sailors and officers, who “created daily incidents.” Enver Hoxha’s speech regarding the letter sent by the Soviet leadership at the meeting on March 28 and 29 of that year with the representatives of the Warsaw Pact member states, this Commander-in-Chief of the United Forces, Marshal Grecko, had found as a pretext for take full possession of the Vlora Base, the incident of the Albanian policeman in the Izvor River with three Soviet women, who had asked them for their ID cards, otherwise they would have problems… ?!
“In the end, we underlined that Grecko’s proposal had no basis and stressed that the reasons he put forward for taking these measures were all slander and fabrications. The only “reason” that Grecko presented in his letter about the measures he proposed, was that the living of Soviet sailors at the Vlora naval base had allegedly become impossible. According to him, the conditions were created for the Soviets on such a bad basis that they saw no other way but for us Albanians to leave our base and be taken over by the Soviets, because only in this way, according to them, would be avoided. every incident! An “incident”, according to them, was that a policeman on the Izvor River, controlling a bus with three other Soviet women traveling, told them that, after going to Vlora, they should have their ID cards with them, because in city, not knowing them, could bring them obstacles. This intervention of the police has aggravated our relations and affected the Soviet “pride”. “This ‘incident’ was one of the decisive reasons for us to take over all the ships from the Soviet side.”

We are sure that even from the meeting that Khrushchev will have with Kennedy nothing will come out, that we are clear about Kennedy’s intentions and his open plans and that we know the views of the pacifist and liquidator of Nikita Khrushchev. Soviet diplomats, wherever they are, say that this meeting will resolve all international issues. This is a big fake, a terrible bluff. How can it be announced that Khrushchev goes to this meeting to decide on important international issues, when in fact he goes to talk to Kennedy on issues that belong only to the Soviet Union and the United States of America? We know that even from this meeting only smoke will come out. This does not mean that we are not for peace. We are determined for peace, but not on the path that Khrushchev and all those who hold the ison walk. Peace is not resolved in that way. But Khrushchev wants to create a favorable situation until the XXII Congress of the BS KP passes, which will also approve the party program.
This is how the relations between the two countries and our parties have developed, and economically all aid and loans have been suspended. This was stated by Khrushchev at the last meeting of the Warsaw Pact, repeated by everyone else. They have raised the issue of aid and loans in a hateful anti-Marxist way, that is, as if they and Ulbricht are keeping our souls alive. They say you will get this help if you submit to us. But such a thing will never happen. We do not want this kind of help, because the Albanian people and his Party are among those who live on a loaf of bread. Czechoslovak leaders are also following in Khrushchev’s footsteps. Whatever they do, they will lose. We are on the right path, we have really suffered from these actions, but we have learned a lot. Our last trial the Soviet revisionists and those who followed them did not believe, nothing is written in their press. Well, let them not write, tomorrow they will see what will come out; the Soviet peoples, the Bulgarians and others, the time will come to learn what these enemies and traitors were. What matters to us is the fact that in these situations our people are united like a fist around the Party, that the unity of our Party is steel, that the people and the Party are politically, ideologically and morally united as one body around the Central Committee of the Party and the Government.
This constitutes the invincible force of our homeland. No intrigue, no hostile work of Khrushchev and his comrades can succeed and even more so defeat our Party. We will have difficulties, but we will win, and they will lose. It has been important and there is the issue that we need to make people aware of. The clarity of the people in these situations and on these issues has strengthened our unity, preventing the slanders of the enemies against us from taking place and creating vague things in our people to then create divisive situations in the Party and in people. We have always kept the Party informed, we have told him the truth. This has hardened our people and made even the shaky, or those who are not politically elevated, understand these issues correctly and fight against this great anti-Marxist activity that is being carried out by the enemies, the imperialists, the Yugoslav revisionists, the monarch -Greek fascists, Italian neo-fascists, as well as Nikita Khrushchev’s revisionist group.
The activity of this group is not over, but we maintain our composure as always. This is not a simple matter. Only a Marxist-Leninist party, seasoned in wars and hardships, can maintain composure, a party that is on the right path is not shaken. One such party is our Party, which in these situations has always acted correctly, in a Marxist-Leninist way, therefore it is seasoned. Today’s situation, in the first place, requires us to maintain unity. This is crucial. The enemies of the Party attack its leadership because it’s supposedly anti-Soviet. This is their slogan. Taking advantage of the great love that our Party has for the Soviet Union, they try to create suspicions among the people and raise the issue like Koço Tashkoja, that he who loves the Soviet Union should also protect Khrushchev. But unmasking Khrushchev does not mean that we are against the Soviet Union. We say that a leadership that is against socialism, that acts against the interests of the camp and the international communist movement, must be mercilessly unmasked.
People love leadership when it goes on the right path, but when it distorts the path no one follows it. If our leadership was to be against Marxism-Leninism, against socialism, against the freedom and independence of the homeland, then why would our people love the Party so much? The people love the Party precisely because it follows the Marxist-Leninist path, that it successfully builds socialism, defends the interests of the homeland and the peoples. The people of Khrushchev’s group with their propaganda try to create suspicion in weak people. We love the Soviet Union, but the hostile actions of Khrushchev’s group against Albania, we will not stay without slapping them in the face, certainly without violating the norms and rules that exist in our relations. We think that the time has not come to write in the newspapers on these issues, but in the international meetings of the parties we will take a stand based on the straight line of our Party, we will express, therefore, the views of our Party.
If these views contradict those of Nikita Khrushchev’s group, so do us. We will tell these fair views to the people of our Party, because even our opponents do not stay without telling slanders against us to their people. They send letter after letter to party organizations, but their arguments are without salt and no one believes them. In these letters are written: “Enver Hoxha threw mud at the Soviet Union”, “Enver Hoxha is against the Soviet Union”, “The Labor Party of Albania has taken anti-Marxist path”. We, therefore, must arm our people well, inform them well and correctly so that they know what they are doing. Not only should we Party members know how to differentiate between the Soviet Union and Lenin’s glorious Party and this hostile group led by Khrushchev, who have raised their hand against a socialist country, but the people must also be educated to know how to do it. this differentiation. We are with the peoples of the Soviet Union even in these difficult situations for them. Keep in mind that questions are asked everywhere, but do not assume that they are asked with malice. Our people are and we want to be politics. But, in order to be such, they must be clarified, not hesitated to be given the arguments as they are.
Whenever the opportunity arises to clarify how they are with the party; so, do those without a party. We will tell the people all those who ask what Khrushchev has in mind for the Vlora base and in the first place we will tell the Party that it is well aware. If someone on the street, in the active, or in the conference, asks you a question, the answer must be given, of course measured, objective, calm, in the Marxist-Leninist way. People ask themselves the question: what is the matter with the Soviet Union? We have to answer that at the head of the state and the party there is a revisionist group and the peoples of the Soviet Union are now going through difficult situations. Of course, Khrushchev’s group has great propaganda tools, but it is not so easy for them to stifle justice and the voice of truth, of the Albanian Labor Party, of the Communist Party of China, etc. Therefore, in these situations, let our Party be on its feet to protect the interests of the Party and the people, to preserve and protect the people.
Be careful with people, comrades, that in these situations the pressure of the enemy is great, great is the pressure that imperialism puts on us with all the power of its propaganda, great is the propaganda and pressure of the Yugoslav revisionists, of the Greek monarcho-fascists, numerous and uninterrupted are their attacks. All this pressure can cause confusion in people with weak nerves, many of them can be broken. They should therefore be kept close, counseled, corrected, helped, healed, and encouraged to move forward. Enemies want to dismiss people who do not contain their nerves in this situation. Against the enemy elements the Party knows how to act, but all in one bag should not be put in, especially the good people of the people and the members of the Party. There are those who do not properly understand these difficult moments, whose judgment is obscured. With these people, or with such communists, we must treat them like a doctor with the sick with the flu, typhoid or tuberculosis, who tries to cure them to the end.
But nothing frightens us that we have a strong Party. You, comrades, are party leaders in the districts, you live day and night with the masses and you find for yourself that such a great mobilization and enthusiasm has never been seen in the people and the communists, such a high patriotism, non-sentimental, but concrete, in work and in the fight for the accomplishment of tasks and for overcoming difficulties. This shows the great strength of the Party and our people. People are known here, in difficult moments and among our people patriotism has risen to a very high level, which shows how ladyly and seasoned our Party is. Therefore, let us work even better to harden the Party even more, to further strengthen its unity, to keep clear the Party’s measure, to tell it how the situation is developing, not to hide it, but to we show objectively, as they have happened, without adding or subtracting anything, and together with the Party we make the people clear. In order to successfully face the attacks on us, it is understood the crucial importance of the realization of our plans in all directions, not only in the economy, but also in the sectors of education, culture, etc.
To put all our strength, to work with flesh and blood and in all directions to realize and even exceed the plans in response to the attacks on us from all sides. Our people are wonderful, active supporters of the straight line of his Party, ready to make any sacrifice, so let us know how to mobilize him towards the realization of plans. Then we will fully deserve the great trust that the people have in the Party. In addition to selfless work, revolutionary impetus and the willingness of large masses of workers to carry out economic plans, we will also have all the necessary assistance from the People’s Republic of China. The first groups of specialists have started coming from China, who together with our specialists will study the places where the plants and factories will be built, which is presented by the third five-year plan. It is interesting and very encouraging that wherever the Soviet specialists were, as soon as they left, our people got the job done and when some corrections were made to the plan, our staff and specialists sent letters to the Central Committee with the request that the plans not to be shortened, thus expressing the belief that they are able to ensure the full realization of certain plans.
So, in all directions we have the plan for the third five years. We have very friendly relations with the People’s Republic of China, not only in the ideological field, but also in political and economic issues. All our political problems have found full approval from many other parties as well. We have the support and backing of all the revolutionary peoples in the world. We will try, as always, to eliminate this honorable situation with some parties, but only in the Marxist-Leninist way. We will not make any concessions in terms of principles. We demand that Khrushchev and his successors renounce their anti-Marxist and hostile actions, especially against Albania. We have been and are for friendship with the Soviet Union and with all the countries of popular democracy. We, for our part, will do nothing to strain relations with these countries, but it is not up to us. It depends on them. So far, we do not see any sign in this regard, on the contrary they send us every day a note with tendentious intentions and slander, but we respond to their notes and put things in place. Now, comrades, you will go to the base and the people. they may ask you.
Keep in mind that the issues are clarified correctly, as they really are. It should be well understood that our relations with the Soviet leadership are no longer as they used to be and that they themselves are to blame. Today the Soviet leadership carries out extensive intelligence activity against our country. It is no longer the situation when everything was open to the Soviet people everywhere. Therefore, when these come down, let our companions be careful and vigilant. To those who are diplomats, who visit our country, now we cannot give them whatever they ask for. They have known our inner things before, we have not hidden anything from them, of course as friends. Now we are not at all obliged to give you information and tell you how the industry is going, how we are with bread, etc. We can tell you, after all, how the branch of the friendship society with the USSR works, but even here let them understand that we do not accept control over its activity, because when our ambassador himself at a meeting of the society of the USSR-Albania friendship, which takes place once a year in Moscow, do not even give him the floor to greet him, as he is forced to insist on being given the floor.
When they change their views and attitudes towards the Party and our country, then we see and do. Of course, Soviet people should be cut correctly and, when asking provocative questions, slap them in the face with the right answer. When their questions are for the purpose of surveillance or information, that is, of a purely espionage nature, then tell them openly that such information is not given to them. So far here is your limit, you tell them. When you see them doing shameful things to our people, such as pressure, blackmail, threats, etc., you unmask them. It teaches our people to fight and maintain righteous attitudes towards all hostile actions, at the same time to fight to strengthen the friendship with the Soviet Union, and these attitudes towards these people do not in any way weaken our friendship with the peoples of the Soviet Union.
