Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana, (the fund of the former Central Committee of the ALP) which belong to the year 1977, where there are relations, information reports, orders, notes, etc. ., between the Ministry of Foreign Affairs in Tirana, the Albanian diplomatic missions, accredited in various countries of the world and the Foreign Relations Sector, near the apparatus of the Central Committee of the PPSh, in which major problems and conflicts have been identified continuous, which existed almost all in the Albanian embassies, among the holders and employees of the Albanian Political Intelligence. In the file in question there is also an information report, dated 31.4.1977, entitled: “On some issues that have arisen in the Istanbul Consulate and the measures we think should be taken”, prepared by the Foreign Sector of the Central Committee of APS, on the basis of the report sent by our ambassador in Ankara, Ylvi Lulo, regarding the problems that existed in the Albanian Consulate in Istanbul. In addition to this document, in the said file there is also another document with the secret information report, prepared by the two instructors of the apparatus of the Central Committee of the ALP, Zija Koçiu and Haki Keta, (who covered the bodies of the Ministry of Internal Affairs and those of the Ministry of People’s Defense), sent to their superiors, in the Central Committee of the ALP- where it is about the problems and ongoing conflicts that existed between the holders and the staff of the Albanian Consulate in Istanbul.

On the situation and problems that were seen in our Consulate in Istanbul.
2 – There was a tendency to accumulate things against each other and to record them in personal notebooks. This is how the Secretary of the Basic Organization acted, as did Jazo Manaj and Jorgo Proko.
They opened these notebooks as often as they wanted, and they argued leaving nothing unsaid about each other, even those that have been examined and resolved long ago.
The same course of action was also followed during the debates and confrontations that took place in our presence until the meeting of the basic organization. So they have extended the method of rumors to the collective and the basic organization of the party.
We noticed the completely foreign and reprehensible tendency of the Party that existed in Idajet Xhanaj and Jazo Manaj, to deliberately let the comrade fall into mistakes, and then to record them and use them for the purpose of hitting .
They did so in several cases with Jorgo Proko, Zhaneta Proko, and Ali Ymeri. We were also raised about other comrades, things that do not stand and we rejected them with convincing arguments. As a result, stubbornness, tendentious persistence, and the spirit of revenge, have caused that no one gives way to the other and the tension in the relationship between them is always high.
3 – The norms of the Party and the rules of the internal life of the representation were violated. In many cases the meetings of the basic organization have been characterized by nervous tension.
The criticism, although few, has developed more in the spirit of tribe, and this has even been widely manifested since the comrades were tasked with drafting them. Therefore, it has happened in some cases that the title was different and the content of the report was different.
Self-criticism has been quite shallow and more formal. In some cases, the meetings have been characterized by violations of discipline and democracy, with appropriate and inappropriate interventions and remarks, with permission and without permission, up to harsh and offensive expressions.
This is what happened at the last meeting where we were present. Despite all the preparatory work that we communists did, the meeting continued for 18 hours.
It was clearly seen the lack of willingness among some of the comrades to present things with partisanship and self-criticism. Comrade Idajet Xhanaj characterized this attitude in the residency meeting where he unjustly insulted the incumbent. The serious violation of unity has weakened and faded mutual respect and love for each other.
This climate has led to thoughts and fixations to look at the friend with distrust up to the political character. Idajet Xhanaj and Jazo Manaj have looked at the issues with this eye, creating illusions towards others that they also look at the issues in the same way.
The lack of trust, and seeing the report of relations with suspicion, has led these comrades not to consult the issues with the titular or other communists, but to judge and stamp them themselves, as was the case of Jazo Manaj who says:
“Return me to the Motherland so that nothing unexpected happens, save me the Party’s tessera”, or as was the case of Idayet Xhanaj who said: “I was afraid to openly say my thoughts about the incumbent, or to told him or someone else what they are after, these people put forward”.
Although, as it turned out, he is the one who created problems and situations. Here they have the source and that Idajet Xhanaj and Jazo Manaj raised the issues about Ali Ymer, not when he was there but when he had returned to his homeland. Not understanding and applying the norms of the Party, the Secretary and the Deputy Secretary of the basic organization, have nurtured the opinion that the basic organization is themselves and not others.
This reached the point where the Secretary asked to enter into a partnership with the Owner, who, according to him, should ask and inform him when the reception should be given at the representative office, who should participate in them, etc.
The holder generally in these cases, has taken a right position. The spirit of liberalism has led to de-conspiracy with women, for the jobs of the basic organization up to the state ones, as happened with comrades Idajet Xhanaj and Jorgo Proko.
Discipline at work was violated and therefore there was non-implementation of orders. There have even been contacts with locals without informing the owner, as well as drinking beer with them, as Idajeti and Jazo did.
This speaks of a lack of responsibility in the strict implementation of the Party’s line, which charges comrades Rakip Hoxha with responsibility, and for a time when he was the incumbent and comrade Ali Ymeri.
For these and other issues, which have concerned the basic organization of the Istanbul Consulate, despite all the work that was done, there are no guarantees that they will not be repeated. The basic organization punished comrades Idajet Xhanaj and Jorgo Proko with severe remarks on the registration card, as well as harshly criticized all other comrades.
She drew conclusions and ide political and organizational tasks. But we think that in addition to the above-mentioned problems, we are also dealing with character issues of the people who work here. Therefore, in order to improve the situation even more, we propose that the friends: Jazo Manaj, Idajet Xhanaj, and Jorgo Proko leave for their homeland. These, to be replaced with other friends.
For Comrade Rakip Hoxha, we think he is capable of running the Istanbul consulate and residency, but he must constantly improve his work method. In the analysis that was made, he judged the situation with partiality and objectivity, and made good self-criticism. With his discussion, he helped to clarify and reach conclusions on the issues that concerned us.
He is responsible for not recognizing the situation in time, for the problems that have arisen from time to time, even though he did not assess them with due seriousness. On the other hand, he did not raise these problems in time in the ministry and in the apparatus of the Central Committee, thinking that they could solve them themselves. And for this, he made efforts but without result.
We think that they are responsible for not solving these problems in time in the representation in Istanbul, Comrade Ulvi Lulo as ambassador who was aware of these when he assisted in the analysis of the representation.
We gave him the remarks and he made self-criticism in the basic organization of the embassy. We also think that, when friends are sent from the Ministry of Foreign Affairs to diplomatic missions, they should not only look at those problems that belong to their sector, but also look at these important issues that serve their unity.
We say this because in Istanbul recently, there was a team made up of friends from the ministry and although they stayed there for several days, they did not raise any problems in this regard.
We propose that with the gifts, which are brought to the embassy on different occasions from official entities, commercial firms, as well as from private persons, the Foreign Ministry should update and complete the relevant instructions, defining clear rules and norms according to the instructions of the Party.
In this particular case, even these women in Istanbul have damaged the moral image of the employees and have become a source of trouble. From the situation created in the Istanbul Consulate, taking into account the performances and foreign attitudes, which were spoken about above, to some, they are not only the result of weaknesses and gaps in the work done with the dynamics of education.
As a result of this, there are also defects in their character, as conclusions must be drawn for the more careful work that must be done for the selection, education, and preparation of the cadres that are sent to our embassies abroad. Memorie.al
