Memorie.al publishes some archival documents labeled “Sekret” taken from the Central State Archive in Tirana (the fund of the former PPSh Central Committee), which belong to 1979 and are part of a file containing a correspondence long between the Ministry of Foreign Affairs, in Tirana and the Directorate of Foreign Relations, near the apparatus of the Central Committee of the PPSh, with relations, reports, information, instructions, telegrams, etc., related to the Albanian diplomatic service, which operated in different countries of the world. In the said file there are two information reports, where the characteristics of 50 employees of the Albanian diplomatic service, who served in different countries of the world, such as Berlin, Warsaw, Bucharest, Beijing, Pyongyang, Budapest, Prague, Stockholm, Vienna and Belgrade. In the first report-information dated 25.7.1979, drawn up by Palush Semini and Esat Riba, (officials of the Ministry of Foreign Affairs in Tirana), who went to several Albanian diplomatic missions, accredited in countries different parts of the world, where they participated in meetings of basic organizations, as well as met with all employees of the diplomatic service, who served in those embassies, such as: ambassadors, secretaries of embassies, officers of the Albanian Intelligence (disguised as diplomats) , military attachés, those in charge of work, commercial attachés, commercial representatives, drivers, translators, etc., which included: Dhimitër Karanxha, Idriz Bardhi, Mirjan Beqiri, Piro Vaso, Llazar Muço, Leonard Zisi, Selim Begolli, Simon Çiço, Nasip Kaçi, Idriz Shehu, Simon Poreçi, Perlat Çaushi, Fatbardh Dedja, Ligor Dhamo, Fiqri Doda, Mehmet Bylykbashi and Shqipe Bylykbashi, while in the other document dated 24.7.1979, where there is a report prepared by Kostaq Lazri and Peçi O rgocka, (officials of the Ministry of Foreign Affairs), there are the job characteristics of diplomats and employees of the diplomatic service accredited in several other countries of the world, such as: Jani Polena, Jani Dhimgjini, Perikli Çuko, Ajaz Isufi, Ramadan Stroka, Vasil Zarka, Agim Kasa, Halit Ibra, Ilo Boçi, Ndricim Greça, Mehdi Shaqiri, Robert Dapi, Kujtim Jaho, Maksim Dingu, Vahit Boriçi, Myfit Hazbiu, Beqir Plaku, Sefer Ramaj, Piro Trebicka, Çerçiz Sala, Simon Qirici, Sazan Bejo , Elsa Mëhilli, Sokrat Plaka, Mustafa Kadiu, Idajet Gurra, Polikron Koçi, Jorgo Themeli, Ila Robo, Vait Uka, Valdete Jaho and Lumnije Boriçi.

ON THE SITUATION OF THE STAFF AND THE PROBLEMS ARISING IN OUR REPRESENTATIVES IN BERLIN, WARSAW, BUCHAREST, BEIJING AND PHENIAN
In addition to evaluating the work through the relationship, we have these thoughts about the work of some cadres in particular.
- Some thoughts on the framework
1-Ndriçim Greca: It is a new and good cadre. He is working to improve his professional level and has learned the Czech language well. There is a prospect that he will become a good diplomat in the future.
2-Mehdi Shaqiri: He is not prepared, but he has the will to move forward. He feels difficulty in catching the problems in time, since he does not have the ideological-professional level for the tasks assigned to him. He completed the two-year course of the Ministry of Foreign Affairs.
3-Robert Dapi: He is more agile than Mehdi, has the same preparation and gets the tasks assigned to him timelier. He is working a little on professional development, but he is doing well with the Czech language.
- Embassy in Stockholm
1-Kujtim Jaho: He is a prepared and regular person at work. He knows the problems and is doing well with the language. It seemed promising to us. He should work more with the Kosovars there.
2-Maxim Dingu: He is a resourceful and hardworking man. He is doing well with the Swedish language, and he is well acquainted with the communist movement in Sweden.
3-Vait Boriçi: He is not engaged in the Party, but he is a prepared cadre and knows the Swedish language well, as well as is getting along with English. Works well with tabs and tabs. There is horizon and perspective to move in the field of diplomacy.
4-Myfit Hazbiu: He was also elected Secretary of the Basic Organization. He is prepared and knows well not only the task as party secretary, but also those of trade. He tries to immerse himself in his work, but we noticed certain complacency in him.
5- Beqir Plaku: He is new in office and not well prepared. He is shown to be a bit sloppy, confused, and unsystematic at work. His discussion in the grassroots organization is among the weakest.
In Sweden, we saw that some women of friends can be activated in the future, for example, Valdete Jaho, has finished the Faculty of Medicine and can be authorized to do the internship in Stockholm clinics, if there is an opportunity to specialize for special profiles (otherwise he has to return for a year, to do the diploma internship), while Lumnije Boriçi, who has been in charge of the French Department at the University, can be activated as a diplomat, even for consular affairs.
- Embassy in Vienna
1-Sefer Ramaj: He seemed prepared and hardworking. Copes well with tasks and knows the Austrian language. He was notified of the transfer and sent his family to Albania. He could give more to the communist movement in Austria.
2-Pirro Trebicka: Attache-trader and former Secretary of the Party’s Basic Organization, a task he did not perform properly. We found it confusing and clumsy. It can hardly handle the volume of trade work here. We think it should be replaced.
3-Cerçiz Sala: Deputy Commercial Attache. It seemed to us weak, and superficial, for the problems of diplomacy. But he was adept at routine daily work. Since it has expired, we think it should be replaced.
4-Simon Qirici: He was also elected as the Secretary of the Basic Organization. Although he is new there, he has settled in well and knows his sector. It is dynamic and demanding, and has the prospect of doing well in its own line.
5-Sazan Bejo: He is a prepared man, as he performs his duties well not only as the head of the Albanian Telegraphic Agency, but also as a diplomat when charged by his friends. There is a perspective to move forward and in diplomacy.
6-Elsa Mëhilli: Clerk of the Albanian Telegraphic Agency. Everyone told us it’s clumsy at work. It needs to be replaced as it is not doing its job properly.
- Embassy in Belgrade
1-Sokrat Plaka: He seemed to us a hardworking and prepared man. He knows well the situation and the tasks for Yugoslavia, but he has a somewhat bureaucratic style at work. It does not create closeness with the collaborators, especially with the friends of the special sector. He had some complaints about them, but they didn’t speak well of him either. It has been overseas for a long time, so it must circulate.
2-Mustafa Kadiu: He is a hard worker and communicative with people. Takes a critical and self-critical attitude. It seemed to us that he should be more careful in his relations with the holder.
3-Idajet Gurra: We found him to be good, resourceful, and especially well aware of Kosovo’s problems. He is employed and has learned the Serbo-Croatian language. He’s been working there for a while, so he should get around.
4-Polikron Koçi: A prepared and hardworking man. He is learning the Serbo-Croatian language well. He knows the sector he works in well and has the perspective to move forward in the sector he covers.
5-Jorgo Themeli: He was elected Secretary of the Basic Organization. He is a hard-working, inquisitive person, and follows tasks with partisanship. It has begun to follow trade issues extensively.
6-Ilia Robo: He is young, but he seems to have the will to work. Performs tasks with a sense of responsibility, as well as makes efforts to further raise the level at which he must work, to respond to tasks.
7-Vait Uka: Driver. A capricious and capricious man. He broke the owner’s orders and crashed the car. His attitude towards the incumbent is intolerable. This attitude was severely criticized in the meeting of the basic organization. Many friends are of the opinion that he should return to his homeland.
