Memorie.al/ publishes some archival documents issued by the institution of the Authority for Information of Former State Security Files, where is the voluminous file (forms, investigative and court), of Myrteza Bajraktari originating from Gostivar, who after finishing school high school in the city of Tetovo, in 1952, began his higher studies at the University of Skopje, in the branch of Philosophy, where in addition to teaching he was employed as a journalist in the newspaper “Flaka e Vllaznimit” published in Skopje, from where he was fired soon after, he published an article where he was openly against the displacement of Yugoslav Albanians to Turkey and as a result, he was appointed as a teacher in the 7-year school “Shaban Zeneli” in Kumanovo. Myrtezai was arrested by the UDB in 1952, after he was part of a secret organization called the ‘Albanian National-Democratic Organization’, and he was sentenced to seven years in political prison, which he served in the Nis prison and Idrizovo. Escape from Yugoslavia and coming to Albania, where after staying for some time in the internment camp in Seman of Fier, he was given the right to high school, graduating from the University of Tirana in Language and Literature, but after refusing the appointment in the city of Berat, in 1971, he was arrested and sentenced to seven years in political prison, on charges of “agitation and propaganda”. His release from prison left him without a job until the fall of the communist regime and his appointment as Consul General of Albania in Switzerland, until 1993, as well as his election as Honorary President of the Albanian League in the World, for the countries of Benelux, where he worked for the cause of Kosovo, until he passed away on December 11, 2020. The source informs that a few days ago he met Myrteza Bajraktari at his house. He asked him how things went for your departure from Albania. Myrtezai told me that; from the day we discussed until today, nothing has been done. But from Yugoslavia, these days I received a letter from my brother, a former Rear Admiral who now works as a Turkologist and who has gone to Poland.
He is in Krakow and scolds me for my intention to move from Yugoslavia. The brother also cursed the sister’s husband, saying that since he entered prison, he has been put in the service of the UDB.
Now the sister’s husband and brother are at odds as, he wants me to move through Turkey. He even wrote to me that he was ashamed of the “doctor” because he had prepared the medicine without a prescription. By this he meant that moving from Turkey is quite easy and the “doctor” is his friend and has a position in Turkey.
As for my sister’s husband, he wants me to move from Yugoslavia because he is from UDB and on this occasion he gains points in front of the public there. My sister told me the same thing. In the letter, my brother sent me two photos. In one he wrote “sister’s grave up close”, while in the other in Turkish he wrote “beware of packages”. While in the other photo: “parents’ graves” and also in Turkish: “beware of Turkish medicines”.
In the first he meant that; beware of incidents that may plot you, while in the second, be prudent about actions and watch the roads from Turkey. I asked Myrtezai about his uncle in Lushnja and he told me that his uncle is negligent and cowardly. He even sends other people to get permission from the Interior Ministry.
I’m afraid, he told me, lest he be plotted with an ordinary incident and put in jail to prevent him from escaping. I asked him what his uncle was doing?! He told me that he deals with the sale of jars and other junk; therefore, I am afraid they will put him in jail.
Myrtezai told me that he would leave for a few days in Golem, Durrës, to rest, because those of the Security with people who want to leave their citizenship, do not like to mix them with other people. So a few days ago Myrtezai was at the spring house in Vora, where the spring welcomed him. He gave them to drink brandy and also donated 50 ALL.
Along the way, contradictions arose after the source told Myrteza, that you are reserved towards me and do not trust me, so I doubt you too. Myrtezai told me that; I can doubt anyone, but not you, because you have other cultural upheavals, other political views, and such a person can never become a Security official. I talk to you straight and without hiding anything.

Assessment: The report has operational value as it shows that Myrtezai has received a letter from his brother, where there are signs with implication. This shows that he has known these signs before and is most likely an agent.
Assignment: Keep talking to Myrtezai and ask if your request has been answered. Tell him what these words mean. Ask what interest you have in fleeing to Turkey and tell him that you had the opportunity to see one of the Turkish embassies in Rinas, but not that you talked to them.

He has noticed that often in the house of Rexhep Llazana, Halil Caca comes and they play chess and talk about the game. Around June 1, he happened to be at Rexhepi’s house at 19.00, where Rexhepi told him: “A friend of mine named Myrteza, from Gostivar and living in Tirana, has made a request to be repatriated to Yugoslavia.
Because he and his wife had been left jobless and homeless and had nothing to live on. He asked him, how did Myrtezai get into this state?! Rexhepi said briefly that; Myrtezai was a friend of Kapllan Resuli whom I also had a friend. When she finished her higher studies, Myrtezain was assigned to Berat and his wife was an actress at the Tirana Estrada.
He refused to go to Berat and for this he wrote a letter to the government where he complained about the mistreatment of Kosovars in Albania. The employees of the Ministry of Internal Affairs then arrested him. Myrtezai did not say anything about Kapllani (now Kapllani is in prison). After his imprisonment, he lost his job and for some time his wife was fired. Myrtezai was done this job by two friends of the Ministry of Internal Affairs.
Myrtezai complained about this to the Minister of Interior, through a letter addressed to his secretary who, according to Rexhepi, did not get along well with an employee of the same ministry, who dealt with immigration.
According to this, adds Rexhepi, it seems that the same person from the Ministry of Interior, had told him that when you go to Yugoslavia, to speak well for us and the leader of the Party.
Myrtezai had told him that; when I leave there for the Party and its leader, I will speak well, and for you, no. Rexhepi expressed how it is possible that they will give him the visa, but also send him to prison again. Likewise his wife stated that; to hope his wish is fulfilled, that he suffered greatly.

Assignment: The collaborator is young and gave you the task of strengthening the friendship with Rexhepi and getting to know his connections. I also ask Rexhepi what countries he has been to, that he likes to tell. Taking the opportunity, I ask him about the policy pursued by these countries and especially regarding the Yugoslavs. Do this tactfully and gradually.
Clarification: Myrtezai from Gostivar, must be Myrteza Fahri Bajraktari, who was in Seman together with Rexhepi. It is true that Myrtezain was first taken to Berat but he refused and then started hostile activity, from where he was convicted. Rexhep Llazana, is in 2 / A as a possible agent of Yugoslav Intelligence. Halil Caca is in good spirits.

OPERATIVE NOTE
On September 26, 1977, I met with B.p. “Ylli”, and unable to get a report that the base was busy, he reported to me as follows:
A few days ago he went to Myrteza Bajraktari’s house where, after greeting each other, he asked her if she was working or not. Myrtezai had told him; I have not settled yet, the Executive Committee has passed my case to the Fourth Region, for a supplier in an agricultural cooperative, but they are not taking me either, I complained about this again to the Directorate of Internal Affairs, but they told me again that, I will to try, but nothing is being done, in the Presidium of the People’s Assembly, I inquired what was done about my request, and they asked me; how did you make the request, in writing, or orally, I told him I made it in writing, they told me; to expect that it will come in writing.
For the woman, Myrtezaj said that they have arranged for her as a teacher with a few hours a week that she cannot even supplement her salary. Continuing Myrtezai, said that; I hope from October my brother will not come to me with the Prishtina Theater and then we will see how things will turn out, because that’s not how it happened. He said: What do you intend to do, I say not until then. Myrtezai said; I want him to adjust, I do not ask anything else from them, just to stabilize.
He said: To your uncle from Lushnja, he went or not, to go to Turkey. Myrtezaj told him: I do not know at all what happened to him, I only know that he sent the documents, but he never came from Lushnja to inquire. Then the conversation turned to the situation and specifically to Tito’s visit to China, Myrtezai said: I am surprised with some Kosovars who do not understand politics, but talk about what they hear and how to do it well! China does not do well and I completely agree with the article of these: “Theory and practice of revolution”, these are set in their path and apply the line they have started from the beginning.
He said: I can never get along with you, Myrteza, it seems to me that you have started to trick him and you do not get along, when he speaks like this and next time, remember when you talked to me several times about the work of Turkey, you arrived to the extent that you tell me to cooperate with them, now you tell me that they have it right, I agree, if that is the case, but let us discuss it so that you can convince me of your political convictions.
Myrtezaj said: I am very hostile to these people, for many things, I came to Albania as a person who was responsible in Yugoslavia, for a group of people, to convince them and to jump with Albania, while they put me inside and now they do not want to give me innocence, now they have left me without a job for so many years and this is what Haki Keta did to me, he did not want me.
He told her that; in case you confuse the issues, from those personnel that you may have with Haki, in general issues, this is wrong, then how would they give you innocence, when you yourself told me about Kapllan Resuli, that he had wrong and was not in position, then, now you have spoken to me sympathetically about Turkey and I want you to leave for there.
Myrtezaj said: Listen to the source, I have spoken to you and I speak to you again and I do not shake it, as you tell me, I trust you, it happens that a person sometimes speaks out of grief, speaks out of barkology, because he is doing a lot of time I suffer and maybe this pushes me to even speak, then, that these do not give me innocence, they do not know what I said and my thoughts, I said that in Jugoillavi, I will not go, there I I have no place, I have made a request to leave, but to go to Turkey, however, if I settle here, I will not feel anymore. No other significant conversation took place.
Evaluation of the report: The report has value, it shows the reactions of Myrteza, who in some moments, reacts well, saying that; they have it well and keep that line they started in the beginning, he says, I may have spoken, but I did it out of pity. Maybe he has strayed from previous thoughts, or B.p., does not trust him much and has withdrawn.
Task: Ask Myrtezai about his brother, if he has received a letter from him and he has told him that he will come with the Prishtina Theater, and then what does he hope that his brother will arrange if he comes?
