Memorie.al publishes a rare document with the initials “Top secret” taken from the voluminous text “History of State Security” which was studied as a separate subject in the former High School of the Ministry of Internal Affairs in Tirana (Branch of Security), where it is about the so-called ‘counter-revolutionary organization’ with the nickname “Slip” which carried out murders and thefts, involving eight people, discovered by the State Security in 1974 in the district of Shkodra, where as the main leaders of enver, were Enver Bicakani and Rustem Tabaku, two officers, effective in one of the military units of the city of Shkodra. According to the State Security document, the aim of the “Slip” organization was: “to expand the ranks and work for the overthrow of the popular power, according to their plan, with the help of the Soviet Social-Imperial Army, giving rise to it, or through the attack that the group would carry out on the main institutions of Shkodra, or 200 people would attack the Bloc of apartments of the Party and state leadership in Tirana ”. How the two main leaders of the organization “Sliding” were arrested, before they realized their plan, as a result of the denunciation of the collaborator “Shtegtari” and “Fluksi”, as well as the arrest of the group “Bretkosa”, in 1975, where they parts: Gëzim Peshkëpia, Eqerem Kavaja, Estref Kërçiku, Haxhi Qira, Besnik Xoxe, Bujar Skënderi, Shefqet Kau, etc.
Some time ago in one of the premises of the Authority for Information of the Former State Security Files headed by the director, Mrs. Gentjana Sula and under the care and moderation of Mr. Selman Zalli, the employee of this institution, an activity was held for the opening and making public of the secret documents of the former State Security, of the file in charge of Mr. Gëzim Peshkopia, former prisoner and politically persecuted by Enver Hoxha’s communist regime for years.
In that event which should be said to follow a series of other successful activities carried out by that institution in cooperation with other associations and institutions, (such as that of the Institute for the Study and Publication of the Crimes of Communism, the Institute for the Integration of the Persecuted Politik of Albania, Konrad Adenhaur Foundation, etc.), not only in Tirana but also in other districts of the country, such as in Tepelena, Lushnje, Shkodra, etc., were published only a part of the secret documents from the file in charge of Mr. Gëzim Peshkopia, as it turns out that there are again secret archival documents of the former State Security, also in archives and other institutions.
One of these is this archival document with the initials “Top secret”, which is published for the first time by Memorie.al, in which a short summary of the so-called hostile group nicknamed “Bretkosa” is made, where Mr. . Gëzim Peshkëpia. According to the document in question, this “hostile group” was discovered, beaten and arrested by the State Security in 1974-’75, where the most serious accusation is: “To expand the ranks and work to overthrow the popular power, according to the plan of with the help of the Soviet Social-Imperial Army, giving rise to it, either through the attack that the group would carry out on the main institutions of Shkodra, or 200 people would attack the Bloc of apartments of the Party and state leadership in Tirana. ” ?!
From the above, it is clear that this accusation is completely a fantasy of the State Security of that time, to hit and punish a group of characters who came from the “inverted classes”, to implicate them with the so-called coup group in the Army led by Beqir Balluku ”. As a result, members of the “Slide” organization appeared before the trial that took place in open court in the city of Shkodra and the two so-called main leaders, two officers Enver Bicakani and Rustem Tabaku, were sentenced to death and were said to be shot, while others received severe prison sentences, according to the degree of guilt.
According to the document in question, at that time another group called “Frog” was hit and arrested, where in addition to Mr. Gëzim Peshkëpia, also echoed: Eqerem Kavaja, Estref Kërçiku, Besnik Xoxe, Bujar Skënderi, Haxhi Qira, Shefqet Kau etc. For more about this, we know the archival document which is detached from the text “History of State Security”, which was studied as a separate subject at the former High School of State Insurance in Sauk.

In the years 1973-‘74 several groups were discovered and attacked without succeeding in committing hostile acts. Thus, citizens Ll. R. and J.K., denounced in the branch of Internal Affairs of Tropoja, that there was a group that carried out hostile activities against the Party. Later, the collaborator “Shtegëtari”, informs that from the conversation he had with J. Rusta, he learned that in Shkodra, an organization was created which committed murder and theft. Measures were taken and immediately it is put into active processing.
The problem was centralized and was nicknamed the “Slip”. From some actions that were carried out quickly, it was proved that the denunciations and data were correct. On 28.II.1974, 8 leaders were arrested, led by Enver Bicakani and Rustem Tabaku, etc. The development of intensive investigation and processing in solitary confinement proved the hostile activity of the “Slip” group.
Their aim was to expand the ranks and work for the overthrow of the popular power, according to their plan, with the help of the Soviet Social-Imperial Army, giving rise to it, or through the attack that the group would carry out on the main institutions of Shkodra. , or 200 people would attack the Bloc of apartments of the Party and state leadership in Tirana. If they failed, they would flee to Yugoslavia from Hani i Hotit. But these adventurous acts remained in their imagination as they were discovered and quickly struck.
On 5.5.1975, the collaborator “Fluksi” reported that in the presence of some people (the name of the document is given) on 5.5.1975, at 9:30, at the end of Pisha Street, a conversation was made by these elements to burn down the Party Formation House.
Measures are taken immediately. Performed several actions such as in the direction of collaborators, interception with operative surveillance techniques and it turned out that they were engaged in hostile activities in an organized manner. The problem was pursued with priority, under the nickname “Frog”.
As a result of the good knowledge of the operational situation of the group and their connections from the actions performed, it was proved that: Bujar Skënderi, Haxhi Qira and Shefqet Kau, were the most dangerous and were aware of the activity of each. On 8.8. 1975 became their hit.
During the investigation and processing in the isolation rooms, the joint activity carried out by Eqerem Kavaja, Besnik Xoxe, Estref Kërçiku, Tonin Çefa and Gëzim Peshkëpia was confirmed.
It was proved that the group consisted of declassified elements such as: Bujar Skënderi, convicted of attempted escape, immoral and depraved, father convicted after release for non-denunciation of goods, Shefqet Kaut, immoral, son of a trader, Eqerem Kavaja, brother who fled abroad, Besnik Xoxe, the son of the traitor, Koci Xoxe, Estref Kërçiku, convicted three times for crimes against the state, etc.
In addition, during the processing process, 22 links were fixed, of which 13 were put into active processing and 9 into pre-processing.
“Frog” was discovered and hit quickly, but the weakness turns out to be directed only by one collaborator, “Flux”, although 13 suitable collaborators were identified. The non-activation of these did not dissect in depth the hostile activity of the leaders of “Frog”, as well as other members.
But the main feature of this hostile and evil activity was its development intensively and in some cases in groups. Only during the years 1970-1975 were several groups discovered and hit in the cities of Tirana, Berat, Vlora, Tepelena, etc.
Only in the 6 groups that were discovered and hit in 1973, 54 young men and women were implicated, of which 21 schoolchildren, 24 in employment and 9 parasites, all lived in the city, which shows that the impact of bourgeois-revisionist ideology was intensified in the city.
Most of those implicated in hostile activities were between the ages of 16 and 21, 90 percent of them were of good political composition, 10 percent were from the overthrown classes.
Their activity began with listening to decadent music, reading bourgeois-revisionist literature, and watching and distributing pornographic material, gradually turning into sharp and organized activities in hostile groups.
Based on their composition and stroke became differentiated.
