On August 14, 1982, we were informed by the Corps Security Branch that Officer Zenel Koka, a Party member, and Chief of Genius in the Rep. 25 of Tropoja asked the chief of staff of this brigade, comrade Rustem Brahaj that: “Is there any order to remove from use the documents with the signature of the Chief of General Staff, that he has cooled down”, alluding as if he is dismissed from duty.
The Chief of Staff responded: “I do not know anything about this problem, that if it were true, the Party would have informed us. You, do not deal with these words”! Without deciphering the forms of Security work, on the 15th of August, we summoned Officer Zenel Koka, and among other matters of Genius, we asked him and talked about this saying, but he refused to have spoken to anyone. His opposition was not categorical and firm, so from the beginning we were convinced that he might have talked about this issue.
For this, we carefully insisted that he speak to us openly and without shyness, but he refused anything. Although we drew his attention so that he would think well, and if he had talked to anyone, he would tell us later. We instructed him to be careful with these matters, and as far as we talked, not to talk to anyone. Zeneli is from Tropoja and became an officer in 1975, while a member of the Party, he was accepted in 1981.

The Committee of the Corps 4 Party in Tirana, provided the information it has sent to the Central Committee of the ALP in Tirana, regarding the border violation in the region of Gotulla (Hamallaj) in Durrës and, among other things, raises the problem of organizing the Border service that should be studied by you.
Among other things, it is emphasized that: border guards perform 8 hours of uninterrupted service, at night as a patrol, a tedious load because during the day, they perform other tasks, preparation for service and 3 hours of training.
This load cannot be borne by certain subdivisions for border service. Also, coastal fishing by fishing companies and groups on the coast, as well as the high attendance of beaches, creates premises for violating the border service. To the detriment of this quality, optical devices that do not provide a large observation distance also affect, as well as the lack of staff in the task of Border instructor. There are opinions that the amount of topics, programmed in the interest of this service, is insufficient. Regarding the above, study these problems on your part and inform the 4th Corps Command.

On December 15, 1975, a Yugoslav ship killed in our waters, the captain of the ship “Islam Muftafa” Fran Ivanaj. The Border Directorate of the Ministry of Internal Affairs and the Naval Warfare Command began to analyze the event and it turned out that: the sea border, with the flow of the Buna River, did not coincide.
The Ministry of Defense had defined and set the border in this region, based on the international convention, while the Ministry of Interior, had set the border based on the agreement made in 1925 (the document is in the Ministry of Internal Affairs, in Border Directorate) and the 1967 Protocol, signed by the Albanian Border Commission (signed by Llambi Premti) and the Yugoslav one, ratified by the Prime Minister, Mehmet Shehu.
This 1967 Protocol is a withdrawal from the Florence Protocol of 1926, which does not specify the breadth of territorial waters between the two countries in the area. This situation was presented to Mehmet Shehu, from the Fleet Command verbally, expressing his concern that; this action by the commission and ratification by the government, is a concession made to the Yugoslavs, giving them unjustly, a water surface of 40 thousand miles, equivalent to 75 km. square and as a result of this Protocol, our sea border to the west of Cape Rodon, narrows by 10 miles.
At the meeting of the People’s Assembly, where the extension of the border of our waters from 12 to 15 miles would be discussed, Mehmet Shehu instructed Kadri Hazbiu to meet with me and give him explanations about the sea border.
After that, Mehmet Shehu gives the task to report on these things and organizes a quick meeting, on 22.2.1976, which was attended by: Nesti Nase, Kadri Hazbiu, Telo Mezini, Nazar Berberi, Avni Buxheli, as well as some directors and specialists from the Ministry of Foreign Affairs, the Ministry of Interior, the Ministry of Defense, and the Presidium.
After it was reported and argued by us (Shefqet Pinari spoke), that there are serious violations here, which are contrary to international rules and our laws, Mehmet Shehu, pretended to revolt and shouted at those of the Ministry of Internal and External, and was given the task, to exploit the conjectures and to set the border according to international rules.
At the meeting of the Albanian-Yugoslav Border Commission, the Albanian side presented this issue to the Yugoslav side, for consideration, but they replied that; we are not competent and authorized for this problem. If your government is going to review this problem, tell the Yugoslav government.
That’s the case. We then thought that the mistake of releasing the water surface, in the course of the Buna River, was made because the Border Commission, which had signed this protocol in 1967, was not well acquainted with international rules and laws.
Now, looking at this issue carefully and linking it to the hostile activity of Mehmet Shehu, Kadri Hazbiu, Nesti Nases, etc., we create the conviction that this omission, ie the granting of 75 km. square water surface of the Yugoslavs, constitutes high national betrayal and they, must be held accountable.
