Memorie.al publishes some archival documents issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which belong to 1973, where the Deputy Minister of Internal Affairs and at the same time, the Director of State Security, Feçorr Shehu, through a report-information sent to the secretary of the Central Committee of the ALP, Hysni Kapos, who covered the organs of the ‘Dictatorship of the Proletariat’, informs them about the living and behavior of Albanian students who at that time were studying in France, where among other things it is stated: “Astrit ……., from Dibra, with good background, graduated from foreign language school, with good results, keeps correspondence with the English Katerina Doris and a girl another in France, while Vladimir ës a student in Berat, with a good political background, but in the letters he writes to a friend of his in Albania, he tells him, because he has long hair, he does not go to the embassy, that he is acquainted with two francs, with which he takes car rides and goes for lunch and dinner.
Conversations, meetings, relations and society with foreign nationals in pre-1990s communist Albania constituted a heresy and those who dared to do so paid dearly. This was also true for those Albanians who were given the opportunity to go abroad with work, services, specializations, as well as athletes and artists, etc. This strict rule did not escape even the Albanian students who were given the opportunity to study and graduate in some foreign universities, with which official Tirana had concluded agreements. Not only that, but the Albanian students studying abroad, were under strict surveillance of the Albanian Political Intelligence bodies that were attached to our embassies in different parts of the world, camouflaged as diplomats. Which from time to time, drafted reports and information, which were made in two copies and then forwarded to their superiors in Tirana, one to the heads of the Ministry of Interior and one to the Secretary of the Central Committee of the ALP that covered the bodies of the Dictatorship of the Proletariat. One such report is the one that Memorie.al is publishing below in this article, where the Deputy Minister of Internal Affairs and at the same time, the Director of State Security, Feçorr Shehu, through an information report, entitled: “On the stay of some Albanian students in France”, informed the Secretary of the Central Committee of the ALP, Hysni Kapo (who covered the organs of the Dictatorship of the Proletariat), about the behavior and living of Albanian students who were then with studies in France. The secret report was originally drafted by the Director of the Foreign Intelligence Directorate of that time (Jonuz Mersini), for his highest superiors in the Ministry of Interior and Deputy Minister Feçorr Shehu, it was addressed to Hysni Kapos, who has put the relevant notes there with his writing, proposing also the repatriation of those students who manifested such performances. As we will see in the report the information in question, it turns out that the Albanian students who were in France at that time, were not only monitored in every step and action they took, but they also checked the correspondence with letters that they communicated with family and friends. of them in Albania. Based on the cultural agreement, from our country, a number of students were sent for higher studies in France.
During their stay there, the comrades of the Paris embassy tried to keep them close and to protect them from possible attempts at various revelations and to preserve their moral image. But despite this, from the data of the Discovery, it turns out that some students lead abnormal lives and have created a great affinity with some local or foreign people who came to France. Thus, without the knowledge of the embassy, they have established relationships with various French, English, etc. people, with whom they organize excursions outside the city, have adapted to fashion and imitate the French way of life, study various decadent and pornographic materials, which it also appears in the behavior with oneself during the current summer holidays, of such non-dignified materials. Many students stand out for this issue.
- Kadri…., From the city of Gjirokastra, of the poor, working father, with a good attitude during the war and after the liberation. Kadriu himself graduated from the High School of Foreign Languages in Tirana and distinguished himself as an activist student of the school youth organization. During his stay in France, Kadriu befriends an English student studying in Paris and recently works for Radio London, with whom he corresponds.
- Vladimir is student in Berat, with good political composition, but in the letters, he writes to a friend in Albania, he tells him, because he has long hair, does not go to the embassy, that he is acquainted with two Frenchmen with which takes car rides and goes for lunches and dinners.
- Astrit ……., From Dibra, with good background, graduated from foreign language school, with good results, corresponds with Englishwoman Katerina Doris and another girl in France. Last year, when he was on vacation in Albania, he received items from a person here, to give to the fugitive Sabaudin Dino, living in France.
Considering that the hostile activity against our country has increased in some directions, we think that it is probably necessary that the work for the education and protection of our students abroad, should be made more organized and more intensive both by our embassies and by Ministry of Education, in cases when our students return on summer vacation or when the right to study abroad is approved.
