Memorie.al publishes some archival documents with the motto “Top secret” extracted from the Central State Archive in Tirana, (the fund of the former Central Committee of PPSh), which belong to the year 1976, where there is a file (with letters , relations, instructions, telegrams, notes, report-information, etc.), between the accredited Albanian diplomatic missions in different countries of the world, the Ministry of Foreign Affairs in Tirana and the apparatus of the Central Committee of the PPSh, regarding the issue that existed in those diplomatic representations and various issues that arose from time to time, both with the personnel of the embassies and with the tasks and work assigned to them. In the file in question, there is also a document, dated 20.3.1976, with a report-information from the envoys of the Ministry of Foreign Affairs in the embassies of Vienna and Stockholm, who inform their superiors about the problems of many that the owners of these two agencies had raised, in the meetings they had with them. Among other things, in the document in question, it is said: “They criticized the delays that have been noticed by the ministry, due to the staffing problem. Dhimitër Karanxha has been transferred for two years and when he was raised by the Secretary of the Basic Organization of the Central Committee of the ALP, the Ministry of Foreign Affairs sent a telegram saying: “Dhimitre should return to his homeland within two days”.

They criticized the delays that have been noticed by the ministry for the staffing problem. Dhimitër Karanxha has been transferred for two years, and when the Secretary of the Basic Organization of the Central Committee of the ALP raised him, the Ministry of Foreign Affairs, as if out of anger, sent a telegram saying: “Dhimitre should return to his homeland within two days “.

This seems to you to be a sign of nervousness on the part of the Ministry. In addition, they spend a lot of time with the sick who go to you. The Ministry of Health has sent a patient for surgery, at a time when he was sick with the flu, so he stayed in Vienna for two months and after being cured of the flu, he underwent surgery.

Similarly, to another patient, the Austrian doctors had told her to go again after 4-5 months, but she went after a year and a half and thus, the treatment started all over again, since it no longer had an effect. For these two cases, huge expenses were incurred, which, according to the friends of the embassy, ​​should be undamaged.

They raised the problem that in the ranks of the sick that have been for treatment, there is no worker or cooperative. There is a place to see, for people who go there for healing. They said that from time to time, they raise problems in the basic organization, but they never receive an answer to them. At least they received an answer, once every three months.

It happens that the communists raise these problems several times and then when they do not receive an answer from the Central Committee, they pass into indifference. More dynamics are needed, they said, in relation to the relations with the Foreign Sector of the Central Committee and the Basic Organizations of these representations. And a telegram coming from the sector or center mobilizes us.

Regarding the problems of trade, they expressed the opinion that there has not been a tendency to be inside with the friends of Foreign Trade. There is a very large correspondence, which is often unjustifiable. There are, for example, telegrams that confirm telephone conversations. And this looks like the Foreign Trade bodies are afraid and reluctant.

For these problems, the friends of this sector communicated in writing to the Deputy Minister of Trade, friend Marko Xega. Comrade Perlat Çaushi said that the Ministry thinks that: the work at our embassy in Vienna has declined after the departure of Comrade Sokrat Plaka. This was motivated by a telegram sent to you by the Ministry, a few days after the ambassador’s departure.

They did not expect this well, since the decline in work does not appear for several days. Comrade Perlat said that he has asked several times to come to Albania, but this has not happened. Such problems were also raised, such as the painting of the embassy staff’s houses, which had not been painted for 5 years, as well as the issue of heating.

When these problems were raised in the Foreign Sector, they were told to resolve them with the Ministry of Foreign Affairs. Some friends you had from the Central Committee are promised things, but they don’t come true. The films they send here are weak and we cannot show them. They don’t like war and military movies here. Usually the movies here are either in German or in English, since they don’t speak French.

There are many requests for materials in German, but the book company does not respond to these requests. Kosovars are looking for materials and books in Albanian, but they don’t have them. They gave the opinion that in the embassies, there should be a lot of new data, for education, press, art, culture, sports, health, taxes, etc., as there are many requests for these jobs and from the embassies it is not the right level.

From West Berlin, there is a request for filming. They have made the libretto, but the Central Committee members have not answered us. This problem is not properly understood because, on television, there is a plan to make a 20-minute show about Albania. We care that this show is made by a friend of Albania, because it can be made by any enemy of ours, which we do not care about.

The committee sent us to open the art exhibition that was held in Paris for 15 days, which was impossible. So these things should be thought better. We proposed to send us more often artefacts of medieval antiquity, for which there is interest and not films, and photo exhibitions.

In Stockholm.

We appreciated the exchange of thoughts with the camera mates. They committed to a further deepening of the work style. The friends were preoccupied with the work and qualified the criticism as appropriate, to better deal with the information (Jani, Ivziu, and Muhameti).

Regarding the quality and quantity of sources where information is obtained, they said that there is room for improvement. Both in the organization and in the collective, there is unity. The materials we have sent you for the movement, they called them few. They made it their duty not only to keep in touch with the comrades of the Marxist-Leninist parties, but also with the comrades of the grassroots. They emphasized that they will present this work at the meeting of the basic organization.

Trade problems are in the protocols of this organization. Good work, it was done with the activation of friends. Good work has also been done in terms of propaganda, as articles with hostile content towards our country have been reduced, in favor of friendly ones.

Swedish friends have been kept close and we are aiming for a symposium on propaganda. They have notices about the propaganda materials that go to you late. The committee should keep in mind that we are for the development and exchange of cultural plans with Sweden.

From these countries, friends who come to Albania write positive articles. We proposed to send you short thematic articles on certain issues in English. In the Nordic countries, the plates are in high demand; therefore, the possibility of sending them should be seen. They want the films to be short and with translation, since the ones that have gone to them were not like that.

The Song and Dance Ensemble will go this year or next year in August. In these countries, Russian is not spoken, so look into the possibility of distributing publications in the Russian language. The slides are used a lot and it would be effective to send them.

To translate Swedish books into Albanian. For this, we will inform you. The magazine “Hosteni” is very popular in the Nordic countries, and the possibility of sending two people to learn the Albanian language should be considered. They appreciated the help of the Foreign Sector and the Ministry of Foreign Affairs, but emphasized that this help should be deepened even more. Memorie.al
