Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which have been unknown for 40 years and see for the first time the light of publication, where is a voluminous file with secret materials and documents belonging to the months of October 1982, where is reflected the material of the Political Bureau of the Central Committee of the ALP entitled “On the pronounced lack of vigilance and serious mistakes of Comrade Kadri Hazbiu at the time he was Minister of Interior “, written self-criticism of Kadri Hazbiu,” Decision of the 5th Plenum of the Central Committee of the ALP on expulsion from the Central Committee and the Party and dismissal from all state and social functions of Kadri Hazbit ”, as well as the minutes of the Plenum of the Central Committee held on 13 and 14 October 1982 in the main hall of the building of the Central Committee, where the work was discussed and analyzed and the activity of the Minister of National Defense, Kadri Hazbiu, who is accused of his “hostile activity” for the period of almost 30 years when he served as Minister of Internal Affairs. ON THE EMPHASIZED LACK OF VIGILANCE AND SERIOUS MISTAKES OF COMRADE KADRI HAZBIU AT THE TIME WHEN HE WAS MINISTER OF INTERIOR

It is a known fact that all the plots of the Party’s enemies, in cooperation with foreign agencies, have been discovered by the Party and none by the State Security. Why? This is a big question mark that needs to be answered. The Politburo, in its meeting of October 8, 1982, asked exactly this to comrade Kadri Hazbiu, but he tricked this answer in a devious way.
The Politburo has made and is making an analysis of the hostile agent activity of Mehmet Shehu and his collaborators, but this is still superficial.
It is our duty to delve deeper into this issue, because here is not only the problem of a top agent like him, but also of the network of agents, even a very wide one, that this enemy has prepared in time in our country.
Mehmet Shehu’s main collaborators are now in prison and are depositing, but besides them there are others, hidden, now disguised, that it is our duty to find out. And these will be found, by studying in depth their political activity and attitudes throughout life. It is a fact that Mehmet Shehu was the chief agent, the one who set in motion all the anti-party, hostile and conspiratorial groups.
Mehmet Shehu was the main resident of the American CIA, he was also an agent of the British Intelligence Service), an agent of the Gestapo, an agent of the SIM, an agent of the Yugoslav Titoist UDB, of the Russians, but maybe also of the Chinese. For the Chinese agent we can say that for these we have no facts so far, while for the others we have, all these connections of his with the above-mentioned agencies are proven.
As it turns out, the preparation of the foreign agency in Albania was done not only by Mehmet Shehu personally. He contacted the agents of the Yugoslavs, the Russians, the Italians, and the Germans (he had the Americans and the British as their oldest and main agent).
Mehmet Shehu was not a simple agent recruiter, although he himself recruited some high-caliber agents, whom he compromised and put into action. He was the head of an extensive agency with internal enemies within our state, recruited by various agencies or by him.
And Mehmet Shehu had put all of them into action. His aim was to overthrow the popular power, to seize power by force, either through a military coup or through a coup d’etat by the Ministry of Internal Affairs accompanied by a military coup, to liquidate key comrades, and to implement the Anglo-American program that we found in his safe after suicide.
We must keep in mind that what we have discovered so far in the numerous plots organized by the enemy agencies are not complete, because Mehmet Shehu with Feçor Shehu and others, had blocked both the investigations and the entrances of persons that criminals could ask. So, from the facts it turns out that we have not yet extracted all the activity of these enemies, despite the fact that Comrade Kadri says that he went to the investigator himself many times and worked day and night, but did not solve anything.
We are therefore tasked with deepening these processes into the materials we have, as well as the elements we either have in prison or have outside. But the most important issue is that within the affairs of the Ministry of Internal Affairs, through various acts and actions of people, especially all the bandits of Mehmet Shehu, we must control how the line of the Party is implemented, in the first place, the line of strike against the enemy of the class, was there in it opportunism, but, on the other hand, was there also premeditated sectarianism, putting in prisons people who did not deserve this or that punishment?
From all these actions we must draw conclusions. But, the work of the Ministry of Interior is very extensive and this consists in a good understanding of the methods of agency work of all these criminals we have in prison, to understand the connections, to concretize these connections from the results of external information, which is predicted to have been in the hands of the Soviets and others. Along with this we must also anticipate the removal of some of the elements that either appear unsafe or are compromised.
It’s a very, very serious job for us to delve deeper into this issue. This is required by the great interest of the homeland, of socialism in our country and of the Party, against which all these enemies have attacked, open and secret, who have been everywhere, but those who acted in the most dangerous way were in Ministry of Internal Affairs and the Ministry of National Defense.
Given these, the Political Bureau of Comrade Enver, have rightly asked more of Comrade Kadri Hazbiu, to help us and shed light on this agency that had acted in the higher spheres of the Party and the State. So Comrade Enver called him several times and said:
“You, Kadri, have worked in the Ministry of Internal Affairs, even for 30 years. You also worked in security and counter-intelligence of the army, which had Yugoslav advisers. When I mention this, I do not intend to say that you were a collaborator of Mehmet Shehu. No, but the fact is that for a long time you were in charge of this department, first deputy minister, then minister of internal affairs, you also headed the State Security bodies.
So you were surrounded and collaborated with a strong and very dangerous agency working under the leadership of Mehmet Shehu. But you, intentionally or unintentionally, have shown a marked lack of vigilance, not to see the activity of this agency “.
It should be borne in mind that Kadri Hazbiu was in the State Security even in the early days, when Koçi Xoxi’s agency operated. Even then he had around him agents of Koçi Xoxa who acted according to the directives given by Belgrade. We are now introduced to the somewhat old files of that time. (We say somewhat because we have seen very little of them, or how to say how much we have inserted the tip of the finger). But there we are finding scandalous documents, for which Comrade Kadri is directly responsible.
By this we mean that Kadri Hazbiu has a great responsibility for what happened there. He may say that I was thrown out, but the mistakes that have been proven there are so great and serious that they cannot be forgiven in any way.
The fact is that with all these State Security cadres, Kadriu had a sick, excessive familiarity, which the Party and Comrade Enver have tried to point out and constantly fight against, all their lives. But, with all the advice given to him, unfortunately, we find that there was no sound party spirit in the interior department. Instead of this spirit there existed sick familiarity. This, in our opinion, has created opportunities for Mehmet Shehu’s agents and others to operate freely in the department headed by Kadri Hazbiu.
We have always rightly considered and still consider the Ministry of Internal Affairs as a sharp weapon of the Party, we knew that we had in the State Security and in all the organs of the Ministry of Internal Affairs cadres from the best of the Party, cold-blooded, vigilant and loyal people. This has always been our orientation on this issue. But it turns out quite the opposite. Enemies and spies made their nests in the Ministry of Interior. Comrade Kadri has a great responsibility for this.
We now find that the sound spirit, or sound orientation, given here by the Party, has been two-pronged. There were staff in this sector, who understood this situation, but there were also those who did not understand and did the opposite, and one of them is Kadriu himself, which has created in the public a dangerous situation for the party, as if to think that there is inviolability for State Security employees.
There has been for them a deserved respect, but also not deserved, a cult has been created in a word for the employees of the State Security. And the cult is created both by familiarity and by fear, why, we must not forget that the State Security and the army are two oppressive weapons of the Dictatorship of the Proletariat directed against the enemy element, internal and external.
In the Ministry of Internal Affairs, it depends a lot on how this or that functionary understands a Party directive. If he understands it well, then the people will love and respect him too. If you do not understand it properly and do not implement it well, of course fear will be created in the masses.
After the suicide of Mehmet Shehu, in addition to the analysis we did in the Bureau, it should be noted that with Comrade Kadri and other comrades of the Secretariat and the Politburo of the Central Committee, Comrade Enver talked more often about these issues, more meetings were held. Frequent with each other, even more information was exchanged, after which decisions were made, within the norms of the Party and the laws of the State, which consisted, as it is known, in the arrest of a number of key collaborators of Mehmet Shehu. However, we have not yet got to the heart of the matter.
Now, until we get to where we need to be, here are two things. The point is that through investigation it becomes necessary for us to expose the activity of all these very dangerous enemy elements. But the result in this regard will depend on both their availability and the skill of our investigators. So the issue for us right now is not complete. To this day we are facing the revelation of a very dangerous hostile activity against the Party and the government, but limited this in time and in people. Therefore, what we have achieved should not be considered as the only means of detecting this activity.
It is then the next major issue that we need to clarify. We have a duty to know well where these enemies have acted, how they have been organized, how they have communicated with each other, what means they have used, legally and illegally, openly or secretly, what agency have used, as true as the agency data, the forms and methods of discovering these truths, and all of these accompany that personal investigator being made to the detainees.
Among other things, Comrade Enver talked several times with Comrade Kadri, to whom he said that he had made mistakes, and he himself also admitted that he had made mistakes when he worked in the Ministry of Internal Affairs. “I made mistakes out of trust and kindness,” he explained.
But for the information he received, or when hostile acts took place, are you allowed the interior minister to rely blindly, only on the trust he had in the person who presented him, not delving into them properly, without thinking about the danger they posed? This, Comrade Enver has always accompanied Kadriu with the advice to be free, that he is an old communist and a member of the Politburo and he knows well how to fight the enemy, how the Party fights, etc.
Comrade Enver also asked Kadriu to help Comrade Hekuran, after his departure as Minister of Internal Affairs, why Comrade Hekuran did not have Kadriu’s experience and of course he needed help and clarification, especially in these complicated situations and dangerous that has been created to us by enemies. However, it turns out that Kadriu’s help for Comrade Hekuran has been very limited and for secondary issues.
But Comrade Enver had another purpose when he ordered Kadri to help Hekuran, to do so not only with assumptions, but especially by making him aware of the main actions that have been carried out in the Ministry of Internal Affairs. It is impossible to have worked for more than 30 years in a department, such as the Ministry of Internal Affairs, and not have acts issued or decisions made as good, but also bad, especially when we are now discovering that a strong group of enemies has operated there. It is clear that Kadriu did not understand this; therefore he did not delve deeply into the analysis of his work in the Ministry of Internal Affairs.
One day Kadriu went to Comrade Enver and said: “Comrade Enver, I have prepared a self-criticism”. Comrade Enver immediately replied that: “there was no need for this self-criticism, let us know, you have worked there for a long time and it is natural that you have made mistakes”. “Please, Kadriu asked, let me sing your self-criticism and listen to you.”
Since he insisted a lot, Comrade Enver replied: “Well, then. “I’m listening to you.” And listened to his self-criticism. Then, when he told him to take over this self-criticism of his, Comrade Enver refused, telling him that he would not hold that self-criticism.
But why did Comrade Enver not hold Kadriu’s self-criticism, while he has a duty to accept a self-criticism coming from a friend, especially when it comes from a member of the Politburo? Comrade Enver did not keep it, because the self-criticism written by Kadri, was very general, there was nothing important in its content. He only claimed that mistakes were made in the Ministry of Internal Affairs, so he could not get rid of them, that he personally has flaws, etc.
In self-criticism, Kadriu also hit Mehmet Shehu and so on all the other enemies in a row, but specifically this self-criticism did not warm you up. It was clear that Comrade Kadri had not delved deep enough into the analysis of his work in the Ministry of Internal Affairs, contrived and entangled even with the hostile activity of Mehmet Shehu and the agents he had put around Kadri. Comrade Enver did not make these remarks to Comrade Kadri, because he did not want to bother him, because he had a lot of work to do in the Army sector, thinking that Kadri himself would reflect better in time.
But now there are facts in the archives, which come out one after the other and of course there will be others. These cannot be closed to catch the dust, especially after all the great events we have lived in recent months, so we had to ask some explanations for them from Comrade Kadri, because he is the only friend who is alive and able to explain to us about them.
The comrades of the Politburo read the self-criticism that was asked of comrade Kadri Hazbiu. The Politburo found this self-criticism completely unsatisfactory and unacceptable, because not only is it not Marxist, but it is also full of excuses and deceit, full of assumptions and denials, even with provocative accusations against the comrades of the Politburo. Kadriu tries to blame not only the enemies of the Party who are dead or have died, but also makes some insinuations about friends and party forums, which is very dangerous, because they are slander, they are attempts to justify the mistakes he has made done during almost 30 years of work in the Ministry of Internal Affairs.
Comrade Kadri recognizes in his self-criticism his mistakes and responsibilities “in not detecting this savage activity”, as well as “the fact that this network included important cadres of the State Security bodies”, where he led.
He admits that “in all the war that our Party has waged constantly with savage enemies, external and internal, all the most dangerous plots, at all times, have been discovered by the Party and Comrade Enver. “This lack of these bodies is an unforgivable weakness in their work and I am aware of the responsibility that falls on me in this matter as well,” he said.
Comrade Kadri admits that his vigilance has been quite low and quite insufficient has been his personal contribution to the discovery of Mehmet Shehu as a savage enemy and his vile work.
But Kadriu, after saying these general things, which he cannot deny, seeks to justify himself and minimize his responsibilities, when he says: “Here they have influenced me too (note – he says – I, too, that is, like all of you) had faith in the person of Mehmet Shehu … I did not do my duty as a member of the Politburo”.
That Kadriu has not done his duty either as a member of the bureau, or even as a member of the plenum and cadres with party responsibilities, this is confirmed by what he says in self-criticism: , on this basis, to educate the people from whom the implementation of the line and the norms set by the Party is required …. ”! But not following the Party’s orientations and norms is an impermissible guilt for any communist. Memorie.al
