Secret documents of 1976 are published with the unknown correspondence between the secretary of the Shkodra Party Committee, Prokop Murra and the secretary of the Central Committee of the ALP, Ramiz Alia, regarding the famous actress and singer Justina Aliaj, who was given a positive role in one of the films of Kinostudio “Shqipëria e Re”. All correspondence between them had come after a letter of complaint made by a veteran from the village of Lubonjë in Korça, who informed the Korça Party Committee and the Central Committee of the ALP, asking them to account for how it was It is possible that the “party comrades” had allowed Bujar Lakos to be given a positive role in the film “Confrontation” (that of Martin, the party secretary of Korça), at a time when his father, Sh health Lako, during During the National Liberation War, he was with the National Front in Safet Butka’s gang.
So, all that correspondence between the highest party officials was done for the sole fact that the famous actor was given a positive role in the film?! But, was the case of “Bujar Lako” a special case, which set in motion the highest party officials of the districts of Korça and Tirana, who after setting up working groups to verify on the spot the letter-complaint of the veteran from the village of Lubonjë for the biography of the actor, then to communicate with official documents up to Ramiz Alia? As it appears from these documents that we are publishing below in this article, the problem with Bujar Lako was not an isolated case, but a norm or a line followed with the greatest rigor by party officials in the period before the ’90s. -To!?
This seems clear, as the same thing was repeated with the famous actress and singer from Shkodra, Justina Aliaj, in 1976, when, as a fatal coincidence, she, like Bujar Lakos, was entrusted with the role of a party secretary in a from the films that Kinostudio “Shqipëria e Re” had just finished shooting. (It is about the movie “The Call”). And after that, someone had complained to the Shkodra Party Committee and at the same time to the Central Committee of the ALP, which had led these party governing bodies to launch a series of official documents between them to find the culprits who had allowed the actress Justina Aliaj to play in that movie and even worse a positive role? This, because Justina Aliaj was one of the singers of the 11th Song Festival on Radio-Television, which was hit by the senior leadership of the ALP in the IV Plenum, along with Bujar Kapexhiu, Edi and Mihallaq Luarasin, Francesc Radin and Sherif Merdani. So, these were announced as the “Black Sheep” of that festival and apparently, this definition would not be easily removed until the fall of that regime.
But, unlike the “Bujar Lako” case that was closed by Ramiz Alia without a very serious punishment for the actor, this time the famous actress and singer, Justina Aliaj would not escape easily. The talented actress Justina Aliaj, not only was stripped of her role in the movie “Thirrja” and given to another actress, but then she would end up as a simple worker in a company in Tirana. It is not known for what reasons Justina Aliaj’s problem was not only sent to Ramiz Alia who covered Art and Culture in the Central Committee, but he also went to Hysni Kapos, Haki Toska and Hekuran Isai, (the other three secretaries of the Central Committee of the ALP of which, Hysni Kapo covered the organs of the dictatorship of the proletariat, as they were then called the Ministry of Interior, the Ministry of Defense, the State Security, the prosecution, the investigation and the courts. And to solve the issue “Justina Aliaj” is charged Çajup Rusmali, functionary of the Central Committee of the ALP, which covered art and culture. As we pointed out a little above in this article, the complaint about the famous actress and singer from Shkodra Justina Aliaj was made to the address of the Shkodra Party Committee and in the apparatus of the Central Committee of the ALP, to the two highest leaders. after Enver Hoxha. I have been informed that the friends of Kinostudios have raised in the Central Committee to comrade Çajup, that for the activity of our theater actress, Justina Aliaj, in the role of party secretary in a recently shot film, they have received my opinion.
I consider it reasonable to inform you that such an opinion has not been given by me, because I have not been asked and as far as I know, other members of the Party Committee have not done so either.
As far as we know the work practice of Kinostudios in the districts, it has often activated amateur actors without taking the opinion of the basic organization of the district, even in some cases people with bad composition, creating concern, which recently we informed the Central Committee with our letter no. 2237, dated 16.12.1976.

In the last meeting you organized with the secretaries of propaganda, you rightly criticized us for not informing the Central Committee about the objection we had with the team of the Ministry of Education and Culture about some problems raised by them for the cultural sector and for any person in the team.
As you may be aware, the Ministry of Education and Culture sent a team to our district in February to review the work in the field of education, culture and physical education. At the end of the work, the team had a meeting with the Party Committee members of the Executive Committee and exchanged some thoughts about the work and the conclusions they had reached. In this meeting by the friends of the district was raised as a concern of the party organization of the Theater “Migjeni”, why in a meeting of the collegium of the ministry and in the theater, by the working group consisting of Miho Gjini and Naum Prifti, was raised the problem is that in our Theater there are performances of “ethnography” and “conservatism”, explaining that with such things the Shkodra Theater was fought by the enemy of the people, Fadil Paçrami. Comrades Fejzi Koçi and Afka Gambeta have explained that these things are neither in the show nor in the trend, but as an orientation that the theater should have in its work.
After a few days, the team came to Shkodra to give the conclusions and informed my friends about the materials the day before the meeting. In the material were presented some problems different from those given before, even in the partial conclusions in the main institutions that controlled, ie in the material-performances of “ethnography” and “conservatism” for the dramas “Nora” and “Destruction”, were now put as a tendency of our theater work.
Our friends, after getting acquainted with this material, although very late, requested another meeting with comrade Fejzi Koçi and Afka Gambeta, to explain why the words are said differently, and now the material is written differently. In this meeting, the comrades of the ministry defended the opinion written in the material, but without argument.
Having these frictions, the comrades informed us and the next day before the meeting to give conclusions, I met with comrade Thoma Deliana where there were other comrades of the ministry and the district and raised these problems:
First, expressing satisfaction that the ministry found an opportunity to help us with a team, I remarked on the working method. I did not consider it right that the Party Committee was not informed in time, so that along with the teammates, friends from the district could also come in to learn. Such work should be done with the Executive Committee, and even the material should be given to him before going to the extended meeting, in order not only to prepare, but also to look at the possibility of flattening something. I also told him that the basis in the partial conclusions they have given, has criticized the method of work of the team for culture, as in many cases meetings with the mass have been avoided, announcing meetings only with the heads of institutions. This is how it was done with the “Migjeni” Theater, where no meeting was held with the collective, in the agricultural cooperative of Bajza, for which they drew wrong conclusions in the Pioneer House, etc.
Secondly, I raised the issue of how, as the first Secretary, I am hearing for the first time after the 4th Plenum of the Central Committee, the concern of the Ministry for the “Migjeni” Theater. For this I asked for special confrontation and analysis, as these things could not be passed so easily. In the conclusions they gave at the meeting, these things that we objected to were removed.
Thirdly, both in the meeting and in the meeting when Comrade Thoma spoke, I was forced to intervene when the emphasis was on conservatism, saying that the Fourth Plenum of the Central Committee had criticized us a lot for liberalism.
For the above problems that we have opposed and have not argued, we have asked for a special confrontation. You have rightly drawn our attention, as we should have signaled to you.

THE CUT ORDER ENTERS KAPOS, AFTER INFORMATION FROM SHKODRA
The information made by Prokop Murra, after reaching the Central Committee of the ALP, in the address of Ramiz Alia, Hysni Kapos, Haki Toska and Hekuran Isait, was “taken in hand” by Hysni Kapo, who charged Çajup Rusmali to pursue that issue. This is clearly seen from his letter which says:

I am of the opinion that Justina Aliaj should return to Shkodra immediately.
People used in movies and television should be seen primarily from a political point of view and definitely also from an artistic point of view. For these the consent of the Party in the districts must be obtained.

AFTER THE LETTER TO ENTER KAPOS, MEASURES AGAINST CINEMA STUDIO
Following the letter of Hysni Kapos with his messages on how the “Justina Aliaj” case should be resolved, the apparatus of the Central Committee of the ALP was set in motion by communicating in official letters with the Prime Minister, the Ministry of Education and Culture, the press sector in the Committee Central, Kinostudio, Radio-Television, etc., which held meetings of the basic organizations of the Party to solve that problem.
