Memorie.al publishes an archival document issued by the Central State Archive in Tirana (fund 14. of the former Central Committee of the ALP), which belongs to the month of March 1973, which deals with a control that is made at that time in the Artistic High School “Jordan Misja”, where the delegate Agron Dushku, reports to the Central Committee of the ALP about the alarming situation that existed in that school of the capital with artistic profile, where among other things, he writes: debauched, teacher Mariana Prifti takes the child in a wheelchair in class, some other teachers go shopping, three boys and a girl in a room get drunk on alcohol, the students insult the principal and at the door of his office, write, WC… “! As well as the accusations against the director of the Artistic High School, Enver Bozgo and some pedagogues, such as: Zef Shoshi, Nesti Cane, Shenasi Zeneli, Klenathi Nasto, Shpresa Mamaqi, etc. “
In the context of Enver Hoxha’s speech held in the apparatus of the Central Committee of the ALP in mid-March 1973, where the main topic was: “Foreign and liberal performances in art and culture and their impact on the entire life of country ”, in addition to numerous meetings held in the central cultural and artistic institutions of Tirana, such as: League of Writers and Artists, Albanian Radio-Television, Opera and Ballet Theater, People’s Theater, Variety Theater, Higher Institute of Arts , Tirana Circus, etc., was not neglected even the Artistic High School “Jordan Misja” in Tirana, always described as the “nursery” of young artists. Even in that art school which was the largest and most important in the whole country, the meetings of the basic organization of the Party, of the Trade Unions and that of the Youth Union, were held within the month of March. This is also due to the fact that the Lyceum of Arts, resulted in many problems “from all sides”, not only in that period of time of the early ’70s, when in the whole country was noticed and flourished a kind of liberalism not only in art and culture, but that school turns out to have been quite problematic both before and after this period. But especially at this time, it has been quite “depraved”, which is made known by this archival document that is published for the first time in the pages of this book, where the delegate of the Central Committee of the ALP, Agron Dushku (military and member of the Central Committee), who according to the practices of the time, reported in detail to his superiors in the Central Committee of the ALP. On March 30, 1973, the organization discussed the tasks for implementing the speech requirements of Comrade Enver Hoxha in the organization of the Central Committee apparatus.
From the discussion of the communists and from the issues that have arisen in the meetings of the organizations of the Trade Unions and the Youth Union, it results that in this school there are many troubling problems both in terms of the life of the party organization, in terms of the teaching process and foreign appearances in the lives of teachers and students.
The basic organization of the party has many weaknesses, both in capturing and in solving the main problems. Of the 9 communists, only 3 are teachers, the others are administration. This organization has not made new admissions for years so it has not been renewed with new blood, the average age of the organization is 45 years old.
She has not dealt with problems dictated by time and the disturbing state of the school, but with endless quarrels and discussions with each other. Ideological vigilance – said the delegate of the Party Committee, Adem Sollaku – in some cases was lacking in the basic organization of the party, for example, when a student brought clothes brought from abroad to the dormitory to sell, the communists did not react , so the dormitory became a place of trade, or the case of a lightning rod that the fourth grade has put on its own initiative towards increasing the quality of lessons, at the end of the lightning rod, by a man whose identity is not known , it is written: “this is a state-siege”.
Although smoking, long hair, drinking alcohol have been a concern at school, student Sokol Shupo should not have gone to Romania because it was full of negative qualities and others show that the basic organization of the party has remained indifferent to these problems. and has not played a leading role in the entire school activity.
In our school, said the secretary of the basic organization, Comrade Nesti Cane, there is a certain underestimation and even contempt for musical works, while folk music, folklore has not been in the program at all. Everything foreign has been raised very high and the opinion has been created that our school should rely mainly on world works of art.
In this school the discipline has generally been and is weak, both by the teachers and the students. During the school year 1972-1973, we had 13 thousand absences, which gives each student an average of 24 absences. This situation, despite the work done recently has not improved, there are still shortages in school, only the teaching hours for general subjects are missing up to 18 to 27 people per day.
The pedagogical body of the school, which consists of effective school and external teachers with an average of up to 50%, is not compact, external teachers work in other cultural institutions, or are students at the Higher Institute of Arts, they said in the organization have never implemented the lesson schedule, even brought examples that have broken the school rule.
These teachers create anarchy throughout the school system, because they often do not show up at all, or show up in class to mark classes. Thus e.g. teacher Zef Shoshi, did not show up at school for 20 days, he received his salary and did not show up for work, it was dictated only when the students got up and demanded that they were left without teachers, the party organization and the school directorate knew nothing.
There are many teachers in the organization, said Comrade Klenathi Nasto, the deputy secretary of the party organization, who leave the school in agreement with the students, for their personal interest, to work with different materials, or to sing for the families of them.
The school directorate and the pedagogical council, the Education section of the Tirana district, nor the Ministry of Education and Culture itself have exercised any control in this school, both for the level of lessons and for its general condition. There was a lack of discipline, said Mrs. Flutra Myzyri, even from the teachers, who do not follow the schedule, during working hours go to the cupboard, there have even been cases in the market to buy various items for families.
There were also cases when different teachers took the children with them during the lesson, teacher Mariana Prifti took her child in a wheelchair and the students climbed into the classroom despite the wheelchair and nevertheless, the party organization and the school directorate maintained a liberal attitude.
In the organization 3-4 communists raised the problem of the school director Comrade Enver Bozgo. They said that the director of our school is liberal, does not ask at all to implement the requirements of the school, especially after the discussion of the collective about the speech of Comrade Enver Hoxha in Mat, in which meeting it was decided that the school director be fired, which the District Party Committee took into consideration and did not approve of, since then the school principal has withdrawn at all and is not dealing with the great problems of the school.
Regarding the decision of the collective to dismiss the school director, Comrade Shenasi Zeneli went to the basic organization of the party, who was convinced that the removal of this director from the Artistic High School is necessary. But the issue remained pending, says Comrade Shenasi, because Enver Bozgua complained to the Ministry of Education and to Comrade Manush Myftiu and since then the issue has not been resolved. For these views that the Party Committee had and for the annulment of the removal of the principal, the school staff and the basic party organization have not been clarified.
The school directorate told the organization that it does not control the teaching process, even the obligatory hours for the principal and deputy principals have not been realized, while regarding the control of artistic subjects there is no talk at all, because they have not been controlled by anyone for years. Our school is out of state control for both the teaching side and the material part, for a period of 2 years and more. The instructions given recently by the Ministry of Education to the high school principals of Tirana have not been notified to either the party organization or the pedagogical body of the school, so even after the speeches of Comrade Enver Hoxha, the discipline leaves much to be desired.
Some teachers, mostly communists, who demand accountability for strengthening discipline have opposed students without discipline, telling them; why did you become our gendarme, why do other teachers not ask like you. At school during March, 3 students and 1 girl were locked in a school room and drunk with alcohol, at the school gate every day students are pushed and quarreled with the caretaker teachers because they came late to class.
On March 15, 1973, student Bashkim Elezi punched a teacher because she did not want to let him enter the school and for all this, the basic party organization and the school directorate did not play the leading role as a state body.
The basic party organization has worked poorly with the youth organization. The youth organization itself is presented with significant weakness at its head, in the grassroots organizations, bureaus and committees are selected young people with poor progress in teaching and undisciplined, the deputy secretary of the youth committee said Comrade Kleanth, has left without permission from school by windows.
The organization was told that the care for the preservation and maintenance of musical instruments and generally the school property is insufficient, in some cases many musical instruments have been misused. We have 13 pianos, said communist Emin Raça damaged by misuse, which are difficult to repair and put back into service. For us, the life of a piano is no more than 6 months. In this school artistic materials such as piano, musical instruments and other instruments are not inventoried and no one is responsible for them.
During the discussions, the problem of textbooks on art theory was also raised. Art teachers do not have texts on music theory, painting theory, etc. These subjects are given with notes by teachers, students have no material basis to prepare. The commissions appointed for the preparation of these textbooks, by the school and mainly by the Higher Institute of Arts, have done nothing. The school directorate as well as the basic party organization have not asked either the Institute of Arts or the Ministry of Education and Culture what to do with the textbook work.
In this meeting, the issue of disorders and shortcomings in the life of the dormitory was strongly raised, Mrs. Shpresa Mamaqi was criticized because she did not perform the task well. The life of the students is out of the control of the directorate and the dormitory educators, the organization of the study and the solution of the students’ problems is carried out with many shortcomings.
In the winter period there was no fuel for the boiler, the supply of greens to the dormitory kitchen was defective. Mrs. Shpresa was justified by her health condition. It is true that Mrs. Shpresa is ill, there is a health report on this issue, but for 3-4 months of finding her she has not been in charge of the dormitory at all. In this way no control was exercised in the life of the students in the dormitory, therefore there were many disorders.
At the meeting of the basic organization of the party, the problems were also raised for the party committee of Region no. 1, who did not take care of the life of the party organization, the improvement of the composition of this organization and other problems.
The Ministry of Education and Culture was criticized because although it is aware of these problems and in general the unsatisfactory condition of the school, especially with the progress of 60% of lessons and poor discipline, it has not taken measures, has not exercised control. and to help solve many of this school’s problems.
My opinion regarding the situation and problems that this organization raises, is:
-The organization of the Artistic High School should be strengthened as soon as possible, because its life is very anemic and its composition is old.
-The issue of the school principal should also be resolved as soon as possible, his authority over students and teachers is on the ground, they do not obey and offend him in the presence of others, saying: You have not left yet “, or write on the door of the office the word “WC” other.
The delay by the party committee of more than a year of the issue of the collective decision to dismiss the principal is not fair, the secretariat of the Party Committee that has suspended the issue of the principal, has not clarified the basic organization and the school staff and this has created a problem.
