Memorie.al publishes some archival documents issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which bear the logo “Top secret” and belong to the year 1982, where there are several information reports of the member of the Politburo, Spiro Koleka, the secretary of the Central Committee of the ALP, Vangjel Çerrava, the first secretary of the Party Committee of the Korça district, Enver Halili, etc., sent to the Central Committee of the ALP, regarding the meetings of committees of the Party of Pogradec and Korça, Branches of Internal Affairs of these districts, etc., where they had participated as delegates of the Central Committee. What was discussed in those meetings where Enver Hoxha’s letter was analyzed regarding the “Synoptic Table”, about the enemies and traitors, Mehmet Shehu, Kadri Hazbiu, Feçor Shehu, etc., as well as report-information from instructors of the Central Committee of the ALP regarding the denunciation letters that had come to the sector they covered, for the “main leaders of the hostile group” headed by Kadri Hazbiu!
Just a few weeks after the event of December 18, 1981, when Prime Minister Mehmet Shehu was found dead in his bedroom by a pistol bullet in very mysterious circumstances which even today after 40 years are still being discussed, with By the order of the Central Committee of the ALP, in all the basic organizations of the Party throughout the country, numerous meetings were held and held, where it was discussed: “in the spirit of the word of comrade Enver Hoxha, for the enemy Mehmet Shehu”, which would they then serve Enver to write: “Synoptic table for polyagent Mehmet Shehu” ?! In all these meetings, among others, as it is known from a number of documents with the logo “Top secret”, found in the Central State Archive, the Archive of the Ministry of Interior and the Ministry of Defense, many participants and discussants who have taken the floor there, have made all kinds of accusations, true and false, denunciations, spies, slander, fabrications, gossip, intrigue, fabrication and everything that has suited them, all in the direction and against the former the late Prime Minister, Mehmet Shehu, his family and those who were considered their collaborators, mentioning dozens of names, such as; military, government, senior party officials, etc., etc. Likewise, these meetings intensified, especially after October 1982, when the Minister of Defense Kadri Hazbiu was arrested (who for almost three decades had held the delicate post of Minister of Interior), the Minister of Foreign Affairs. Interior, Feçor Shehu, Minister of Health, Llambi Ziçishti, Deputy Minister of Internal Affairs for State Security, Mihallaq Ziçishti, etc., where the same picture was repeated against them, as with former Prime Minister Mehmet Shehu. And after these meetings, the party committees of the respective districts, have drafted a series of reports with summaries of the “main problems”, which were then sent to the Central Committee of the ALP. For all these meetings, Memorie.al has a large number of documents extracted from a voluminous file with the logo “Top secret”, where former members of the Politburo, secretaries of the Central Committee at the time, such as Spiro Koleka, Enver Halili, Vangjel Çerrava, etc., etc., inform the Central Committee about the meetings they attended, giving in detail everything that was said and discussed there.
In addition to these reports, in the file in question, there are also a series of reports compiled by lower-ranking officials from the Central Committee onwards, or collegial reports of the Branches of Internal Affairs in the districts, headquarters, commands and committees of the party of military corps, which were also the largest units that the Albanian army had at that time. From this voluminous file that Memorie.al has in full, in the last three issues we have published the report-information of the former member of the Politburo of the Central Committee of the ALP, Spiro Koleka, sent to the Central Committee, regarding the party asset of Pogradec district, where he participated as a delegate, on September 25, 1982. To continue in the following, (in three articles in a row) with the report-information “Top secret” of the first secretary of the Party Committee of Korça, Enver Halili, sent to the Central Committee of the ALP (personally Enver Hoxha), regarding the work and activity of the State Security in the district of Korça, as well as the “implication” of Mehmet Shehu, Kadri Hazbiu, Feçorr Shehu, etc., with Security employees and other persons in that district and beyond. But as we will see in the archival document that we are publishing in the following article, the accusations and denunciations against Kadri Hazbiu and Feçor Shehu, were not made only after their arrest in 1982, but there were information, accusations and denunciations against them as well. years ago, while they were still in office in ministerial posts, which is best evidenced by the document in question, which shows that Enver Hoxha through the secretaries of grassroots organizations and party committees that existed in each department, as well as the large network of party instructors who depended on them, “on the way to the party”, regularly received reports, letters and detailed information from them. So in a way, through this “mechanism”, Enver Hoxha duplicated the State Security, which was also under the strict control of the Party and any information, report, report, various letters, etc., etc., was forced to start “in a party way” the senior leadership in the Central Committee of the ALP. One of these secret reports-information, “on the way to the party”, is the one we are publishing in this article and which is dated January 5, 1982, so only two weeks after the event that took place with Prime Minister Mehmet Shehu, where the instructor of the Central Committee, of the ALP, EB covering State Security, informed his superiors about “information” he served a few days ago to a pensioner, I.N. former staff of the Ministry of Internal Affairs. Information which talks about a distant event of 1973, when he served in the Albanian embassy in Vienna and which, according to him, “implicated” Feçor Shehu’s brothers-in-law who at that time held high positions in the State Security, in the Army, etc., as and Feçori himself, whom he accuses of “material gain and abuse of office”, about which at that time he had informed directly, Minister Kadri Kazbiu and before him had talked with Feçori himself. For more about this “information-report”, we know the document in question, which we are publishing in full, but we have given some names with initials, as they are casual or victims of indoctrination, intrigue and power struggle in clans of the top communist leadership of that time.

Letter from the instructor of the Central Committee of the ALP covering the State Security

A few days ago, Comrade I.N. a former cadre (officer) in the Ministry of Internal Affairs, now retired, requested an appointment and came to the apparatus of the Central Committee of the Party and informed me of the following:
“In 1973, when I was working at our embassy in Vienna, a man named Petrit Çobani came for treatment, who, as far as I know, is the brother-in-law of comrade Feçorr Shehu. He had brought me a recommendation from his brother, Hamdi Çobani, who was then head of the Army Security branch at the Ministry of Internal Affairs, who instructed me to take care of him while Petrit was staying for treatment. I, in accordance with the rules, ordered Petrit Çobani not to enter into conversations with foreigners, especially since he was only in the hospital. At that time came from Greece a man named Ilia Papas, who has been a diplomat here at the Greek embassy, and brought to visit his wife in the same hospital – Feliger – where Petrit was.
One day, comrade Dhimitër Karanxha, was then the press attaché at our embassy in Vienna, and he also dealt with the sick who came from Albania, when he went to the hospital, he saw that Petrit Çobani had met and talked with Ilia Papasi. Dhimitri informed me about this and I immediately informed comrade Jonuz Mersini, who was the director of the Intelligence Directorate of the Ministry of Internal Affairs, by radiogram.
In addition, on one occasion after 10-15 days, I went to see Petrit. I searched the rooms but did not find it. Finally looking I saw that he was sitting alone for only a… …?! I asked him: where are you, because my legs fell looking for you? He told me I did a little bit and I am talking to this …….?! They spoke Russian. What was that ………. I do not know. For this case I did not inform that I did not rate it.
When I came to Albania after the 5th Plenum of the Central Committee of the Party in 1975, I reacted and requested a meeting with the Minister, Comrade Kadri Hazbiu. After hearing about both of these cases for Petrit Çobani, Comrade Kadri instructed me to make an operative note, which I did. As far as I understood, this note had passed to Comrade Feçor Shehu, because his message came to the Intelligence Directorate and Comrade Lirim Pëllumbi met me. He asked me who is aware of this problem? I told him that Dhimitër Karanxha is aware of the first meeting and the directorate that I informed him by radiogram, while for the second case, no one. These, I told him, I also told my friend Kadri Hazbiu. That’s how we talked with comrade Lirim Pëllumbi.
Three or four days after the conversation with this friend, I accidentally met in the corridor of the Ministry of Internal Affairs, with my friend Feçor Shehu. He told me: you were with Comrade Kadri and you talked, there was no way to talk to me? I am aware of those things you said; there are those who stay, but there are also those who do not stay. I said: I could come to you, but because I went to Comrade Kadri, I did not make any mistake.
-No, you did well, understand me correctly – comrade Feçor told me, you can talk to me, however you did well.
This conversation took place for just between the two of us and did not last more than 3-4 minutes. I also raised a problem with Comrade Kadri for Comrade Feçor: in 1972-1973, when he was the Director of State Security, Jetnor Rama, a former commercial attaché at our embassy in Vienna, told me that he had received a phone message from Sami Muhameti., to buy a car for comrade Feçor Shehu, “FIAT”, but not from those of the series that were constantly bought for our country.
We both went to the respective company together and got the car that Comrade Feçor had before, unlike the other “FIATs”. I told comrade Kadri Hazbiu why this special car had to be bought to order by Sami Muhamet, when all other cars were bought according to orders coming on official routes from Albania. Comrade Kadri told me that you are very right about this.
When I met by chance in the corridor of the Ministry of Internal Affairs with comrade Feçor, he also mentioned the issue of the car to me and told me that the work of the car is standing, people are talking.
I told Comrade Kadri then that I did not like the affinity that comrade Feçor Shehu had with MT, against whom the Party later took measures as an immoral man, especially for the relationship…. who he had with vaj. u kap …….?!

In connection with all this, Comrade I.N. maintains the opinion that comrade Feçor Shehu has taken revenge on him and dedicates to him mainly the measures that were taken against him after his return from Vienna. In fact, he was severely punished by the Party and transferred from Tirana because he had brought a lot of loot from abroad, for which customs duties were applied. After retiring he returned to Tirana. A year ago, he suffered a psychological shock, was cured and calmed down. But again, there are moments of suffering from the mania of persecution.
Regarding the issue of cars, I also know that Comrade Feçor Shehu has been criticized. But it impresses me that even the car he has received recently is of a special order, unlike the ones that other Ministers have, although they are of the same brand. /Memorie.al
