Memorie.al publishes a voluminous archival file issued by the institution of the Authority for Information of Former State Security Files, where there are hundreds of documents with the logo “Top secret” belonging to the former political prisoner, Xhavit Qesja, originally from the city of Kruja, whose family during the period of occupation of the country, 1939-1944, was closely associated with the Anti-Fascist Movement, being one of its main bases and made available all the wealth it had, as Xhavit was one of the first members of the Albanian Communist Party for the Kruja district, leading the Kruja-Ishëm partisan battalion and the 22nd Assault Brigade. Xhavit Qese’s political career after the end of the War, where he was appointed and served in senior positions in the Albanian Army, the apparatus of the Central Committee of the ALP, and several districts of the country, from where he was sent to study in the Soviet Union, where stayed until 1957, when he was announced to return to Albania urgently, after openly expressing his views in favor of the political line being pursued by the main Kremlin leader, Nikita Khrushchev, condemning the Stalin cult. Enver Hoxha’s conversation with Xhavit Qesen in his office in the Central Committee, where he sharply criticized him for the wrong views he had expressed during his studies in Moscow, urging him to reflect and make self-criticism, but Xhavit rejected the suggestion of the first secretary of the Albanian Labor Party, which caused him to no longer be allowed to go to the Soviet Union to complete his studies, but to be sent to work as deputy chairman of the Elbasan Executive Committee, from where a year later, he was expelled from the Party and exiled to Zvërnec Island, where the communist regime kept isolated some of the former senior party and state cadres whom he had condemned for their anti-party views. Xhavit Qesva’s long ordeal and persecution from 1957 to 1990, where he spent a full 32 years in prison and internment, being one of the few convicts in Burrell Prison who went on long hunger strikes in protest of the treatment and savage attitude of the communist regime of Enver Hoxha towards him. The complete form, investigative and judicial file in charge of Xhavit Qeses, which is published for the first time by Memorie.al, which contains the documents of the former State Security that reflect the prosecution and wiretapping against him, the reports of Security collaborators with pseudonyms their correspondence with the letters he sent to the highest party and state instances, as well as the highest leaders of the ALP, until 1991 when he was released from prison!

I was the operative worker of the P. Interior Branch of Vlora, Harun Ismaili, after studying the materials of the form file in 2 / A of Xhavit Qeses.
FIND:
That the mentioned Xhavit Hajdar Qesja, on 2 / X / 1967, was arrested by the State Security organs, that being interned in the Zvërnec internment camp in the district of Vlora, he carried out agitation and propaganda against the popular power, in the ranks of the internees and especially the soldiers of this camp who served to guard the internees.
For this activity he was tried and sentenced by the High Court to 10 years of imprisonment and today he is serving his sentence in Tirana prison.
Guided by the instruction of agency processing of the enemy element, notified by order of the Minister P. Interior No. 364 dated 1/8/1958.

OPERATIVE TASKS
“In terms of processing Xhavit Qeses in 2 / A”
The anti-party convict Xhavit Qesja, recently sentenced to 10 years in prison for agitation and propaganda, has recently come to prison. From the study of the materials that the file has, it turns out that this anti-party prisoner has been on the path of enmity for a long time, to come out in opposition with the general line of the Party. From the processing, even at the time when he was in office in Elbasan and in the internment camp in Zvërnec, he developed a highly hostile activity, expressed it more in agitation and propaganda! His attack as an enemy was done because a letter in flagrance was seized from him, which had hostile content in it. The investigator did not admit anything, not even signed any of his processes. He also did not admit anything in court. The elaboration of this anti-party element is of operational interest for our bodies. By order of the Director of the First Directorate, the processing of this element to be continuous and in its direction, we intend to take the following operational agency measures:
- Xhaviti should be placed in the room where the convicts are serving their sentences, such as Maqo Çomo, Qamil Disha, Halim Xhelua, Abdulla Sallaku and others.

- Great attention will be paid to his correspondence, whether he enters or leaves prison, so that we know his connections and that through correspondence, he carries out hostile activity.

He met Xhavit Qesen in Burrel prison, at the time of his transfer to room No.3. On the second day, he went to Xhavit in bed to meet him. The conversation started from family issues with Xhavit being from Krutan and he does not have a mother originally from Kruja.
From the beginning Xhavit was reserved, he asked me about my process, the content of the letter and the trial. I spoke to him briefly. Then the conversation started about Gjin Marku, after Xhaviti accidentally learned from him that he had been expelled from the party before he was arrested based on the statement he had made in Zvërnec, on the occasion of the statement, but he did not know that it was him. Xhaviti said that after receiving notification about this, I made a reservation and a little later I cut off relations and conversations with him. “I did not impose my opinion on the man”, said Xhaviti “but for myself, I had great doubts about Gjini and I thought that he could be provocative”. He told her that despite the gesture she had made to him, which in his opinion had taken place as Gjini would have thought he had been provocative, in conversations with him, I did not agree with Xhavit’s opinion.
I have not had other occasions to talk to Xhavit, as he himself was isolated to some extent, arguing this allegedly in words spoken to him in the above-mentioned conversation, that he wants to remain “independent” and has not intends to deal with general and concrete conversations. In his close circle with Avdulla Sallaku, Qamil Disha and to some extent with Gramoz Spahiu. From everyday meetings and conversations, it suggests that they are talking about a political problem.
Maqo Çoma has presented him as a man with strong Titoist views and more advanced than the Soviet revisionists, he even criticizes and is against him, because they have not advanced enough towards liberalization. When Iljaz Spahiu asked him in recent days that he was crazy about the Soviet intervention in Czechoslovakia, Xhavit told Iljaz that he did not agree with either the press interpretation of these events or the Soviet intervention in the Czech Republic.
