Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana (Fund of the former Central Committee of PPSh), which contain the acronym “Secret” and “Top Secret” and belong to a period from January from 1982 until September 1983, where there is a voluminous file with minutes of meetings of the Secretariat of the Central Committee and the Political Bureau of the Central Committee of the PPSh, meetings which were chaired by its General Secretary, Enver Hoxha, where they assisted: Ramiz Alia, Adil Çarçani, Manush Myftiu, Hekuran Isai, Rita Marko, Pali Miska, Hajredin Çeliku, Haki Toska, Simon Stefani, Lenka Çuko, Muho Asllani, Vangjel Çerrava, etc., as the main topic is analysis about the “hostile activity” of Mehmet Shehu and his close collaborators, from Fadil Paçrami, Todi Lubonja, Beqir Balluku, Petrit Dume, Hito Çako, Abdyl Këllezi, Koço Theodhosi, Kiço Ngjela, Vasil Kati, Kadri Hazbiu, Fiqret Shehu, Feçor Shehu, Mihalla q Ziçishti, Llambi Peçini, etc. In the file available to Memorie.al, in addition to the analysis of the “hostile activity of the police agent Mehmet Shehu and his associates Beqir Balluku and Kadri Hazbiu”, in the meetings of the Political Bureau and the daily meetings of the Secretariat of the PPS Central Committee, are analyzed also the activity of the Ministry of Internal Affairs and State Security, with its agency and collaborators, inside and outside the country, the reports and relations of the Albanian state with different countries of the world, such as: the USA, the Soviet Union, West Germany, England, Spain, Italy, as well as those with neighbors, such as Greece and Yugoslavia and the demonstrations in Kosovo, how the world press presented Socialist Albania, the talks with West Germany about the War reparations payments, meetings and conversations with party leaders Marxist-Leninists from different countries of the world, such as Ernst Aust, Zhoao Amazonas, Fosko Dinuçi, etc., regarding the “suicide of Mehmet Shehu”, the problems of Polish immigration Albanian refugees, in different countries of the world, and the change of the exchange rate of the dollar in the remittances, which they made to their relatives in Albania, up to numerous economic problems, from heavy industry, hydropower plants on the cascade of the river Drin, energy import and export, etc., etc.

Top Secret
In this meeting, the Secretaries of the Central Committee of the Party of Labor of Albania, Ramiz Alia, Lenka Çuko, and Vangjel Çërrava, as well as comrades Muho Asllani, member of the Political Bureau of the Central Committee and First Secretary of the Party Committee of Durrës district, Pali Miska, member of the Political Bureau of the Central Committee and First Secretary of the Elbasan district Party Committee, where the problem was raised:
On the conclusion of the trial against traitors, conspirators, coup plotters, Kadri Hazbiu, Feçor Shehu, etc. As well as for the announcement that must be made to Party organizations, on them.
COMRADE RAMIZ ALIA: Not only that, but it is logical, and from the point of view of the Yugoslavs. In fact, until the Yugoslavs tasked Mehmet Shehu with killing Enver Hoxha, they eliminated him. That was the end of it. Whether the terrorist Mehmet Shehu was killed or not, where he thought of committing the assassination, the Party and the People would hang him on the rope.
COMRADE MUHO ASLLANI: Yes, yes.
COMRADE RAMIZ ALIA: As a murderer, as a terrorist, of Enver Hoxha, he had no escape, he was finished. So the Yugoslavs disappeared, burned their agent for a bigger issue. They had the problem of Kosovo. Finally, they thought, why do we want this card?!
First, to save yourself. When Yugoslavia was burning, “it was worth the rent”, to eliminate Mehmet Shehu. On the other hand, the Yugoslavs had other reservations. So they probably instructed Kadri, how he would act. This explains why, from September, Kadri Hazbiu began to keep his distance from Mehmet Shehu. He started coming here to our meetings and discussing various problems.
COMRADE PALI MISKA: Yes, even in the government, it started to take the reins.
COMRADE MUHO ASLLANI: Especially when he had meetings, with the departments for the organic and for the structure.
COMRADE RAMIZ ALIA: So after that, he started to get up like a rooster, that this was an order from the Yugoslavs. When Comrade Enver said to Mehmet Shehu at the meeting of the Political Bureau: “Your alibi does not hold”, then Kadri Hazbiu thought that Mehmet Shehu was caught, and if he is upset, he will be forced to speak, he can show for me too, and then I burned too. Therefore, Mehmeti must be eliminated.
How to eliminate it?! Kill him?! There was no way he could do it. Then he found another way: to frighten and frighten him, in such a way that he would fall for himself. So that night, Kadriu must have told him: I am the Minister of Defense, now I am being treated well; I am also a member of the Political Bureau that is why I, and not Feçor Shehu, have been tasked to put the bars on you. I came here to settle accounts, because this work cannot be done differently”.
COMRADE PALI MISKA: Logical, that’s it.
COMRADE RAMIZ ALIA: The joke proves that Kadriu came home and both of them entered the room with Mehmet. That Kadriu said these things to Mehmet is so true, that Mehmet, as she said, changed immediately after Kadri’s arrival. That night, Fiqretja pointed out, we had left it to talk on the phone with Skenderi.
She said this: “When Mehmet came from the meeting of the Political Bureau, he told me that he would work because he would have to prepare for the next day, because Comrade Enver had told him that he had to prepare to give explanations again. tell Skendera to call me tomorrow night”.
“In addition, – continued Fiqreti, – he told me that tomorrow morning the meeting of the Political Bureau can end, so that, later in the day, we go to visit Hekurani because his mother has died”. So all the circumstances clearly show that, before Kadri Hazbiu came, he had not decided to kill himself.
COMRADE MUHO ASLLANI: But this one came and pressured him.
COMRADE RAMIZ ALIA: As far as I remember, the most difficult meeting of the Political Bureau was in the morning, because even then the most pressing questions were asked.
COMRADE PALI MISKA: Strong.
COMRADE RAMIZ ALIA: You remember, don’t you?!
FRIENDS: Yes, yes.
COMRADE RAMIZ ALIA: How many questions did we ask Mehmet?!
COMRADE PALI MISKA: A third of the time was spent with questions.

COMRADE MUHO ASLLANI: In the afternoon, if I’m not mistaken, there were only discussions and some remarks.
COMRADE RAMIZ ALIA: Even ours, the discussions started in the morning. A proposal was made for the measure to be taken against him. So the discussions in the afternoon were a continuation of those in the morning.
The discussions of the friends were very strong, very fair, and very striking, but in the end, what had to be said, was said in the morning. So if he had to kill himself, he would kill him at lunch, and why should he come to listen in the afternoon?! He found out about the whole process.
COMRADE PALI MISKA: That’s right, there is logic here.
COMRADE RAMIZ ALIA: Even in the evening, he told Fiqreti that the next day they would come to friend Hekuran, for consolation, so that he could also tell Skenderi that he would talk to him on the phone the next day. He didn’t even talk to his son that night, because if he had decided to kill himself, just to hear his son’s voice once more, he would have talked to him on the phone.
COMRADE LENKA CUKO: If he had decided to kill himself to save his son, whom he had an accomplice in the crime, he would have said: “No matter what happens, don’t come back without my order.”
COMRADE RAMIZ ALIA: All this proves that Kadriu pushed Mehmet to kill himself.
COMRADE LENKA CUKO: “I waited for Kadriu, said Fiqreti, and asked that I also stay with them, but Kadriu told me: No, there is no need for you to stay here, because I will discuss these things with Mehmet he, will tell you”.
COMRADE RAMIZ ALIA: Yes, they got rid of these enemies.
COMRADE LENKA CUKO: We escaped.
COMRADE PALI MISKA: Mehmet Shehu was their top dog, but Kadri Hazbiu was more dog than him. In government meetings, Kadriu acted as if he knew everything. He talked about the cows, the sheep, but he didn’t say anything about himself.
COMRADE LENKA CUKO: He wasn’t talking about himself, because Mehmeti didn’t hold him accountable for his work.
