Memorie.al publishes an archival document extracted from the fund of the former Central Committee of the ALP, which deals with the assets of the Party held in the city of Korça in October 1948, shortly after he had hit the “Group hostile to Koci Xoxa ”, accusing him, among other things, of putting the State Security organs above the Party. Enver’s accusations against Koci Xoxa and Nesti Kerenxhi, as Minister of State Security, who had allowed his subordinates, the Security Chiefs, to go through the Party Committees and check all their documentation, which had happened only in Yugoslavia.
“State Security is a very important sector of our Party, but that does not mean that by choosing loyal people of the Party to work in this sector, they should have control over the Party and other people who are loyal to the Party, as much as they are the only Party that controls everyone. This is how this issue should be understood by anyone, there is no other way. Comrade Nesti Kerenxhi, in the meeting of the Bureau, stated that the Ministry of Internal Affairs has issued a circular, which recommended to all State Security bodies to control the members of the Party in all their private activity and life. , the connections they have, the quarrels between them or in the family, their economic life, whether their salary is enough or not, to check whether, driven by financial needs, they get money from the reactionaries and become tools of the enemy, etc “. This is how Enver Hoxha expressed himself, among other things, in the activism of the Party of the Korça district in October 1948, when he had just started criticizing and hitting the “hostile group of Koci Xoxa”, where, among other things, he accused him of putting organs of the State Security, on the Party ”. As we will see from the document in question that Memorie.al is publishing in full as it is in the Central State Archive, in that meeting Hoxha’s “arrows” were also directed at Colonel Nesti Kerenxhi, figure no. 2 of the Ministry of Interior after Koci Xoxa, (who had also headed the State Security) whom Enver used to arrest Koci Xoxa, leaving him only one month in the post of Minister of Internal Affairs and dismissed and sentenced him immediately, in a trial where his boss, Koci Xoxe, was also convicted.

Another danger that has existed in the Party is being the secretary of the Central Committee for the cadre, at the same time Minister of Internal Affairs. Regarding this issue, the letter from the Bolsheviks to the Central Committee of the Yugoslav Communist Party states: “It is characteristic that the secretary of the Central Committee of the Party for cadres is the Minister of State Security.” In other words, Party cadres have in fact been placed under the supervision of the Minister of State Security.
According to Marxist theory, the Party should control all state bodies of the country, including the Ministry of State Security, while in Yugoslavia the opposite is true, that the Party is in fact controlled by the Ministry of State Security. As can be seen from this, it is explained that the activity of the Party measures in Yugoslavia itself is not at the right level. Of course, we cannot consider Bolshevik Marxist-Leninist, such an organization of the Communist Party.
Maintaining such a form of organization has caused great damage to our Party. Without going into details and without giving enough examples, it must be admitted that all the mistakes I spoke about during my lecture are dialectically related to being an organizational secretary even as Minister of Internal Affairs. We must recognize this important mistake, because many bad things have flowed from it, such as the stifling of criticism and self-criticism, the lack of internal democracy of the Party, the introduction of military and other bad methods. We need to recognize this and understand it correctly, otherwise there will be risks in the future as well. As for examples that illustrate the mistakes that have been made in this regard, we can give a full account.
The issue has arisen, for example, that the alleged members of the Party working in the State Security organs are the most loyal to the Party. If this is the case, it is completely wrong. But why is this issue raised in this way? I say this stems from the mistake of our organization we saw above. There is no doubt that comrades working for the State Security are loyal to the Party and they must perform their duties faithfully, but this does not mean that other members of the Party, who work in various sectors, are more a little loyal than them.
State security is a very important sector of our Party, but that does not mean that, by choosing loyal People of the Party to work in this sector, they should have under their control the Party and other people who are loyal. of the Party, as much as they are the only Party that controls them all. This is how this issue should be understood by anyone, there is no other way. Such a very wrong orientation, for which Koci Xoxe has a great responsibility, actually put the members of the Party under the supervision of the Ministry of Internal Affairs, under the supervision of this ministry. All this is enough to prove the wrong line in this regard. But there are many other actions that Koci Xoxe, as the Secretary of the Party for cadres, has allowed to develop in this direction very wrong. In the cell meetings of the Ministry of Internal Affairs, which is a cell like all other departments, one could not go except a certain man of the Party Committee of the ministries who had a connection by his function with the Ministry of Labor underwears.
Given that the Party Committee of Departments could not control the work of the Party in the cell of the Ministry of Internal Affairs, it is clear that the Party could not control its work in this ministry. Why did such a thing happen? This was because the cell meeting of this department was not a Party meeting, where the problems of the Party in the department were beaten. The cell meetings at the Ministry of Internal Affairs had a purely Security character. The reports that came to the Party Committee on Ministries, or the Central Committee, were not party reports, through which it was seen how the Party’s work in this department went, but reports on persons.
In the event that a member of a Party Committee was not in a healthy position in the party, but in those of the enemy, despite the constant demands of the Central Committee’s Personnel Section to inspect this work from the Ministry of Internal Affairs, he responded that this section of the Central Committee should not be interested in these issues, as it has been taken over by the Security to resolve it. How can the Party, the Central Committee more precisely, not be interested in the issue of a district committee, where things are not going well, where there are irregularities, abuses or hostile work? The Party must do its job to the end, and the Security Service must also carry out the task assigned to it by the Party. These two actions must be coordinated and reconciled in one place, in the Central Committee of the Party. It is the Party that will dictate the direction of the Security, control it and not the security that dictates to the Party its will and views.
It is not allowed for the security to pursue the issue of an enemy element introduced in the Party and this will continue to consider it as a healthy member of its own, etc. If the circumstances demand that a conspiracy be kept for a while to expand the investigation and uncover the wider circle of this infiltrated enemy in the Party, the Security cannot act without informing the Party leadership, which will take measures it deems reasonable, to coordinate matters in this regard. Insurance can never operate in isolation from the Party and its secure leadership.
Typical are also the cases that occurred in Shkodra and Berat, where the Chiefs of Security went and checked the offices of the Party Committees to see how they were and how the Party documents were kept. Typical are the reports that came to the State Security from the Chiefs of Security in the regions, in which it was reported on the situation of the members of the Party Committees of these regions. We can imagine what critical and self-critical and what internal democracy could exist in our Party, in such a difficult situation in the Party, created by these impermissible and anti-Marxist acts.
Here we must have no illusions and defend ourselves or hide something we cannot hide. Our Party has been afraid to speak openly, to criticize fearlessly, or to become self-righteous, because often self-criticism, instead of rehabilitating the guilty friend, punished him even more, because he turned to arms to arbitrarily strike him. who did self-criticism. That is why there was silence, mistakes were hidden, distrust of friends was created up to the justice of the Party. Old communist comrades, with tears in their eyes, demanded that they resign from the posts assigned to them by the state, because they saw that unfair actions were being taken. They were directed to the highest instance of the Party, but even there they were not listened to attentively.
This is an alarming issue, which should make us not fall asleep, to give the alarm to the Party to ruthlessly fight these anti-Marxist tendencies. And we will fight these, putting in the hands of the Party the safe weapon of sound criticism and self-criticism, as the great Stalin teaches us. Some comrades confuse the role of the Party with that of the Security and call such actions wrong, which are nothing but police activities. The party must be vigilant, control the activity of each of its members to protect its ranks, but its great educational role must not be forgotten.
We know that there are good members, but there are also weak ones who can leave the Party. The task of the Party is that, with a great deal of educational work, with a special care for the growth of cadres, as Stalin teaches us, to take care of cadres as a good gardener who takes care of the tree, that of water, of pruning and e. grows with great love, to make every effort to correct these party members and throw them out of the Party, only when they have no cure and no value for the Party. In our Party, as in all other parties, there are party members who have been convicted of serious crimes but have not received the maximum sentence, have not been expelled from the Party. These members are like people who have recovered from a serious illness, to whom the doctor’s job is to heal them with all his might, to give them life and strength. That is how the Party should deal with these people, heal them and not give them a kick. Until the party expels them, there is always hope in them.
Stalin teaches us that people can be corrected, and we know this from the history of political parties. This has not been done in our country, in the right way of the Party. People who have been convicted of the crimes they have committed have been despised and isolated, and they have even been ordered to observe from all sides what they are doing, with whom they are maturing, and so on. These are exactly the police methods, which have nothing to do with the educational role and the sound vigilance of the Party. In case we do not understand this issue correctly, then we have turned the Party committees and cells into simple police and Security offices. We must understand well that the introduction of such methods in the Party, leads to the open blow of the Marxist-Leninist principles of Party building.
But we must also understand the role and duties of the State Security organs. These bodies are run by the Party, just like any other state body; they are bodies charged with great duties for the protection of the victories of the war, for the protection of our People’s Republic, for the protection of the people’s power from external and internal enemies. They should be considered and loved as such and helped in their work so as not to leave any chance to the enemy to harm us. That is everyone’s job. The State Security Weapon is a very valuable and beloved weapon of our Party, its successes in fulfilling its tasks, since its inception, must be properly appreciated. That is how the whole Party should understand this issue. The revolutionary vigilance in the Party must be raised to a higher degree, in order to preserve the Party line, to protect the Party from the distortions that may be made to its line, to protect the Party from the blows of external and internal enemies.
Lenin-Stalin’s Bolshevik Party has given us an excellent example of how the unity and line of the Party is maintained at all times by its sworn enemies and the proletariat. In the example of the Bolshevik Party, we must also strengthen the revolutionary vigilance in our Party. Police vigilance methods should be liquidated as soon as possible that limit this and that they cannot actually protect the Party properly. In this regard, the information in the Party should also be understood, i.e. not information of a police nature, but information to give the Party all the possibilities to see clearly how its line is implemented, to expose distortions and errors, and to be able to take the necessary measures in time. Being vigilant means discovering the distortions of the Party line, discovering hostile and anti-party work.
