COMMITTEE OF P.S.H. TOWN
FOR TIRANA Tirana, on 25.3.1959
No. 7/392
CENTRAL COMMITTEE OF APS
Tirana
Attached we send you the proposals of the basic organization of the Directorate of Insurance, No. 1, regarding the measures to be taken for the comrades: Vaskë Koleci, Vangjo Mitrojorgji, Myftar Tare and Nesti Kerenxhi.
Myftar Tare
He is one of the first cadres to come to the State Security. Here he has always had good responsibilities and worked closely at first with Nesti Kerenxhi and Vaskë Koleci, and later with Koci Xoxen himself. He was very predisposed to serve them verbally.
He participated in torture first in Durrës and then in the Directorate. He was an intriguing man and in his field of work, he had little to do with Trotskyist methods. He made intrigues, and accused his friends out of place. He was arrogant and did not help his friends; on the contrary, he broke them morally.
There have been cases that, due to mistrust, you have checked their luggage. He collected statements to hit the people of the Party, such as the case of Spiro Rusho.
He had meetings with OZNA envoy Safet Filipovic, and gave him secret state documents. Under the guise of the position he had, he tried to pressure you with girls, outside families for immoral issues.
He checked the friends of the Ministry of Foreign Affairs and those who were going out. Greek refugees are treated badly. Comrade Myftar Tare, did not perform his duties well.
On the contrary, in the last meeting, it showed withdrawal from the first position. For this and for what was said above, the Basic Organization of the State Security Directorate proposes to remove a serious warning.
The motivation for Nesti Kerenxhi
Nesti Kerenxhi
He worked in the Ministry of the Interior and contributed to the establishment of Security on a Trotskyist basis. He cooperated with OZNA Major Mijat, who came from Yugoslavia to set up the Security here.
He took sketches from this and had unwavering faith in the Yugoslavs. For insurance, he chose cadres from Korça who obeyed him.
It refused to receive aid from the Soviet Union for the development of this sector and did not send personnel to specialize in the Soviet Union.
He cooperated with the representatives of OZNA (later UDB) Josip Gjergjia, Safet Filipovic, Vojo Biljanovic, and Marko Mijat. He went to Yugoslavia to meet Rankovic and receive instructions from him.
He gave you state secrets to the people of OZNA. In the VIII-th Plenum and after it, he talked with Koci and implemented his directives.
He supervised his friend Nako Spiru and participated in a behind-the-scenes incident at Koci’s house. He monitored other Party members such as Bedri Spahiu and Mehmet Shehu.
He did not trust Comrade Commander and checked his letters regularly. He gave orders for the elimination of comrades, such as the case of Pandi Rusho.
He gave an order for the implementation of torture. It has followed a policy of discrimination in relation to cadres and has inspired megalomania in Insurance.
He violated the laws of power after shooting people without trial in Dibër, Tirana, and Shkodër. Worked conscientiously to implement the Trotskyist line of Koci Xoxes. It did not help the Party in time for the detection and correction of errors.
But since he was dependent on Koci Xoxe, and realized some of his mistakes, after he helped the Party when he was abroad, his case was valued by the Party.
Since the Basic Organization of the Security Party has made self-criticism, with four votes against, which were for his exclusion from the Party, it proposes that the severe warning be removed.

For Nesti Kerenxhi:
Angji Faberi: The information that was uploaded to accept people at work, we gave it to Nesti and when it wasn’t there, we gave it to Vaska. They told us to give them orally and not in writing.
When we were in Greece, Nesti did not make contact with the Soviets, and he told us that he did not admire the Greek movement, without asking Marko’s (Yugoslav) opinion. Teodor Heba is asked about this.
Regarding the Plan Commission, it was mentioned in Lefter Lakrori. Muhamer Spahiu found out about this, who called Nesti.
Nesti has accused me of being arrogant and I was not called to the Party meeting because I had scared his wife Naxhije Duma. If it can be said that: Vilson Pecani did not kill people, and I scared the ministers?!
One day Nesti Kerenxhi calls me and asks me if I had anyone at home, and I tell him that there is no one but me. Then he comes with Thoma Vangjeli and brings there Arif Gjyli whom he interrogates for 40 days. I played the role of the guard.
After some time, he brings another person along with Safet Filipovic. Nesti once sent me to the Ministry of Foreign Affairs to ask about hiring a girl. I went and asked Nesti God and he told me that Hysni Kapo put this into work.
Vaskë Koleci: Nesti should know that Koci raised the issue of Galip Hatib in the Bureau. When the Minister came, he asked me if it had been cleaned.
Regarding the surveillance of the leaders, Nesti told me that he did not know who was being monitored. But this was not true as we lay out with Nest as a plan who would be controlled, for example, those who were not party members.
Comrade Thoma Lako, who was in the Durrës Section, knows about the surveillance of Nako Spiros. When we went to Paris, Nesti told me not to do anything, as there were Greeks there who could do some provocation. I sent the written copies to Koci and Nesti.
Siri Çarçani: One day Edip Çuçi told me that he had information that the Commander and Koci did not get along well. Nesti Kerenxhi had also told him this.
Later, Oedipus tells him that the informant had told him the same thing again, and Nesti had also confirmed this.
He had told him not to meet again, but here I suspected that Nesti knew this already in 1947. When the September 9 movement took place, Zoi Themeli told me that Nesti had told him to torture all the arrested.
Lefter Lakrori: When I was in the Security Section in Korça, a letter came to Naum Bezhani from Nesti, telling him to shoot Pali Terova.
This is related to the fires in 1945. One died from torture at the hands of Kopi Nikos, and the next day Naum Bezhani called the Directorate, telling them that one of the detainees ran away and he and Lefter killed him.
In August 1947, Vaska telegraphed me and told me that I would replace him. He sent me a reserve file with Omer Nishani, Sejfulla Malëshova, Ymer Dishnica, Myslym Peza, Gaqo Tashko. Information about these was constantly coming to us and one day I will give it to Nesti. For these, I was asked for a report to give to Koç. There, there were files for the Commander, Koçi, Pandi, and Tuku. I don’t know what they were for. When Vaska told me to burn them, I didn’t burn them.
During the trial of the deputies, Nesti gathered me, Zihni Muço, Siri Çarçanin, and Naum Bezhanin and told us that these were sentenced to death, and something should come out of their process, and you will keep this. Nesti told me to contact the captain of Dali Ndreu, and wherever he went, he reported Daliu. Regarding Nako’s issue, I spoke at the first meeting and Nesti told me that he would work with me, but I don’t know what.
He told me that when a man came out of Nako on a bicycle, he asked for his identity card. Nothing came out. A car passed by and I told Nesti to follow him. We followed him to the Beshir Bridge and Nako got out of the car. And now I understood where the matter was. Even for the State Plan Commission, as Angji Faberi told me, I informed Nesti. These are two facts that I think Nesti knew about Nako. Before Nesti fled from Sigurimi, he told me that Safet Filipovici would come and give him instructions.
After he introduced Safet to me, the statistics on our agency here and abroad were translated to him every month. When the Commander was going to the South, Nesti told me that we need loyal friends. I recommended Jani Naska. I told Nest about Haxhi Seseri and Nexhmi Ballka who were arrested, but I did not hit them. Nesti told me to do the work. We did a formality process with Siri Çarçan, and they are in prison.
Vaskë Afezolli told me that he didn’t understand what was going on. I went to the Soviets with Nest for organics, but it was not implemented. Koçi and Nesti participated in the Bosnian process. In the report that Arqile Zisi gave me, about Mehmet, I gave it to Nesti, who gave it to Koç, who used it as blackmail on Mehmet. Memorie.al
