His escape from Yugoslavia and arrival in Albania, where after spending some time in the internment camp in Seman, Fier, he was granted the right to higher education, graduating from the University of Tirana in the Language and Literature department, but after refusing the appointment in the city of Berat, in 1971, he was arrested and sentenced to seven years of political imprisonment, on the charge of “agitation and propaganda”. Release from prison and unemployment until the collapse of the communist regime and his appointment as Consul General of Albania in Switzerland, until 1993, and then his election as Honorary Chairman of the Albanian League in the World, for the Benelux countries, where he worked on the issue of Kosovo, until he passed away on December 11, 2020. INFORMATION
EXTRACTED FROM THE REPORT OF B.P. “GUXIMTARI”.
From 23.7.1969 to 30.7.1969, I was at the beach of Golem in Kavaja together with Kapllan Resuli. There, Kapllan was visited several times by a woman named Myrteza Bajraktari, who was married in Tirana and is a Yugoslav immigrant.
I have established during those days that Myrteza Bajraktari is Kapllan Resuli’s closest friend. Kapllan receives information from Myrtezai (that interests him) and these are continuous. On the beach of Golem, Kapllan handed over his tent to Myrtezai without any interest. But since Myrtezai had arranged it in a cabin, he did not use it.
Later, Kapllani gave the tent to the relatives of Myrteza Bajraktar’s wife, named Rexhep Draçini from Shkodra, an enemy family living in Tirana. Also in Golem was another Kosovar, who works as a teacher and lives in Tirana near the “Dinamo” stadium, and whose name is Isa Boletini.
During the conversations, Isai says that he is the grandson of the great patriot with the same name. After staying with Isai for two days, Kapllani told me: This Isai is dissatisfied with the popular government after he made some excuses, such as denying his grandfather’s merits, as if they were attributed to Bajram Curri, etc.
One day, Kapllani told me that Isai had shown him an example of how the xhamadan pierced by the bullets of the patriot Isa Boletini was less appreciated at the 50th anniversary of Independence in Vlora.
They valued a sheet where Bajram Curri had slept more and valued it at 15,000 lekë. Then I removed the xhamadani and today I keep it in my house. Kapllani also has friends with a Kosovar, Sherif Shala, who lives in Kavajë and works in a transport agency.
Sherifi helped Kapllani by giving him the car to transport the loot from Golemi to Lushnje, without any lek. Isa Boletini’s friend, in addition to Kapllan Resuli, is also Myrteza Bajraktari.

Report on Myrteza Bajraktari
Myrteza Bajraktari was a Kosovar student at the Faculty of History and Philology, in the History and Geography department. This year she completed her studies and was appointed to work as a teacher in the Berat district.
In 1968 she was demoted from category 2/A to 2/B, since the agent processing that had been done on her did not confirm her sending to Albania by the UDB.
But it turned out that he had dissatisfaction that he expressed in the form of agitation and propaganda. However, suspicions remained that he may have been sent on assignments by the Yugoslav Intelligence Service.
During the time he continued his higher studies at the University of Shkodër, nothing important came of it. In his direction, the B.p. “Patrioti” and “Bistrica” were activated, both Kosovars and students of the same faculty, but even these did not give anything for him.
The B.p. “Bistrica” assesses him as a closed and serious person. But it should be noted that even these associates were not in his close social circle.
During his time at the university, Myrtezai mainly associated with Selim Kelmendi, who is in 2/B. At the time when the Kosovar student, Nezir Visha, was exposed for hostile activities, Myrtezai discussed in the meeting, exposing Nezir’s views as well as Yugoslav and Kosovar revisionism.
We add that Myrtezai is married to a girl in Tirana named Kimete Berisha, who works in the Radio Tirana orchestra. There is no material about Kimete. We believe that the above-mentioned person should be kept under control 2/B.

The source reports that on 31.10.1970 he met with Kapllan Resuli in the “Myzeqeja” cafe. After staying for a few minutes, we got up and walked to the vicinity of the “4 Dëshmorët” school and returned again, walking along the main street of Lushnje.
During the conversation, among other things, Kapllan told me: “My sending to Divjaka, I have the impression that it is set up by the Internal Affairs bodies. And this is due to the fact that I have never been sent to analyze such problems in the cooperative and why did they specifically send me!
This also coincided with the meeting I had with Haki Keta, with whom I talked about personal problems. The approach of these people has scared me a lot and makes me suspicious. They sent me to Divjaka, so that I would not contact Kosovars who come to Kosovo.
Haki told me not to leave Lushnja because I will contact a Kosovar. Kapllani told me that you should not leave me these days because I am waiting for that person to come. Even his arrival to meet with me is suspicious.

On this same date, Kapllani, taking a walk outside, told me: “Myrteza Bajraktari knows that I will escape to Yugoslavia.

REPORT DATED 7/XI/1970
On 5/XI/1970, Vera Resuli came to the source’s house at around 7:45 p.m. The source welcomed her at home and with warm words. Vera immediately opened the conversation and said: Today (on 5/XI/1970), together with Afiz Kadri, I called Faslli Haliti (Ramadan) in Tirana and we talked.
Faslli told me on the phone that I had found out something about Kapllani, don’t worry and be careful. On November 6, 1970, Vera said, I will go to Tirana and meet Faslli Haliti and Myrteza Bajraktari and ask them what they know about Kapllani’s work.
Vera left the source’s house.
On November 6, 1970, at around 7:40 p.m., near the road coming from the train, the source met Vera. Vera told the source: I was in Tirana and just returned, I met Faslli Haliti, after I talked to Faslli, Faslli went and met Myrteza Bajraktari and came back to the house and said: Myrteza and I talked and we suspect that Kapllani must have been arrested by these Sigurimi.
After these words, Vera told the source: you come to my house because Kapllani has a revolver and you can take it. The source went as far as the house, but saw a Branch officer and left again and waited for Vera to take the revolver to the source’s house herself, because she said: if you don’t come, I’ll shoot him tonight.
