After the breakdown of Tirana’s official relations with the Kremlin at the end of 1961 and the beginning of ’62, when Moscow and Khrushchev withdrew all the staff of its embassy from the Albanian capital, Enver Hoxha and the communist regime of Tirana were released “into the lap By Mao Zedong, forming a strong alliance with the great Asian communist country with which they had been “flirting” since the early 1950s, when President Mao consolidated his power. So from the early ’60s until the mid-’70s when Enver Hoxha would start cooling off with the “Chinese brothers” after Richard Nixon’s visit to China, for more than two decades , Official Beijing would be one of the main supporters of communist Albania, not only in the political aspect, but also in the economic and military one, granting to the small and poor Balkan country, several tens of millions of dollars of aid and loans, where most of of them were free or long-term repayment….!
Thus, in those two decades, the Albanian government based all its five-year plans only on the aid and loans provided by the Chinese government (where the military ones were all free) and in this context, in addition to the military industry such as: Artillery Plant in Tirana, the Armament Combine in Poliçan of Skrapart, the military airports of Gjadri and Kuçova, the naval military bases of Porto-Palermo, Shengjin, etc., in those years were built and put into use almost all industrial works in Albania, such as: Plant of Oil and Gas in Ballsh, Vau i Dejës, Fierza and Koman Hydropower Plants, Laçi Chemical Metallurgical Plant, Albanian Radio-Television, Paper Factory in Lezha, Teli Plant in Shkodra, etc. etc. Small plants and factories in it all of Albania, in which Chinese specialists and engineers worked with the utmost dedication and correctness. Likewise, for the commissioning of these large industrial works where all the progress of the Albanian economy was based, the People’s Republic of China undertook the education and specialization of hundreds of Albanian cadres, civilian and military, in the People’s Republic of China. All these are already known by the generation that lived at that time and they are also reflected in the media and propaganda, such as newspapers, magazines, albums, Albanian Radio-Television, Kinostudio “Shqipëria e Re”, etc. Which culminate with the visits of the Chinese Prime Minister Chu En Lai, to Albania (where all the people are poured into the streets with slogans and flowers in their hands), as well as with a series of visits and meetings of the highest leaders of the Albanian communist leadership in China , starting from Enver Hoxha, Mehmet Shehu, Beqir Balluku, Avdyl Këllezi, Ramiz Alia, Haxhi Lleshi, etc., and onwards to the lowest ranks of the official administration. But all that “unbreakable” and close friendship between the two “sister parties”, which had its epilogue in July 1978, had its darkest side, which not only was kept secret and did not It was never made public in those years, but even when almost 30 years have passed since the fall of the communist regime, it still remains a secret ?! It is about the immoral behavior and attitude of the Albanian military, trainees and specialists, engineering and technical staff who at that time (for two decades), were in the People’s Republic of China, where dozens of them were brought in the most ugly way, raping Chinese girls and women, wherever they were “in the fields, on the construction site, where ‘work’ boiled everywhere,” or in the work and production center, on the bus, in the cow stables, in the evenings, in the dance, in the escorts, etc. there, according to the reports of “Chinese comrades” had become “the horror of the regions…”?!. All these are reflected in detail in dozens of reports and information that the Albanian embassy in Beijing has sent to the Central Committee of the ALP, through Ambassador Reiz Malile and they are seen and signed with the relevant notes by Enver Hoxha himself, Hysni Kapo etc. by the senior leadership of the ALP. In this “black file” of Albanian-Chinese relations, which has the initials “Top secret” and contains a long correspondence with reports-information signed by the Albanian ambassador to Beijing, Reiz Malile, military attaché Elami Hado, director of the Directorate of Foreign Relations in the Central Committee of the ALP, Pirro Bita, etc., has reflected in detail many events where the Albanian military, trainees and specialists have been “released like a wolf in the ear” on Chinese girls and women, venting the lusts of their animals with ugly acts of rape….?! According to the reports in question, “Chinese girls when raped, did not shout, because they did not want the Albanian-Chinese friendship to be broken” and when the Albanian side insisted that those who had committed these ugly acts be prosecuted and brought to justice, “Chinese comrades” did not agree with this severe measure, but insisted that they “make a deep self-criticism and be educated through work”… ?! Regarding this and others from this “black file”, we know the secret archival documents that we are publishing starting from this article, which is not intended at all to show or denigrate the “Albanian forest pigs”, but how a proof of the history of Albanian-Chinese relations, where these events have been and will remain as a black mark in their historical aspect…

Jani P.I. a member of the BRPSH who had been sent as a trainee for specialization in the R.P. of China has behaved very badly there. At its meeting on March 3, 1962, the basic organization of the Party of cadets and military in the city of Cun Cin, considered the immoral behavior and the vile act of Hysni. Hajdar Sh. has had immoral behavior, chased Chinese girls from behind, asked them to date, and although they refused, he continued to ask to date her using pressure and deception and thus a the girl has gone to the meeting several times, or caught her on the street and taken her for walks for bad intentions. He once took the ring from this girl and told her that he would give it to her again if she came to meet him. At the meeting he promised her that he would take her to Albania and gave her the ring only after she agreed for him to kiss her and kissed her. In another meeting, this girl wanted to forcefully disrespect her (she also took out her condom), but she could not after she left. When he returned to the factory, he kissed her hard and then, in order to lie to her and submit to her, he fell to his knees crying. For his immoral behavior, Hajdar Sh. has been criticized by the person in charge and the secretary of the org, the base of the Party, but he lied and did not accept them. Only when they were proven did he admit his mistakes and made a statement demanding that his case be closed with a self-criticism.
Embassy and R.P. of Albania did not approve the decision of the basic organization of the Party for his return to Albania, arguing that after it was verified on the spot by the military attaché Elami Hado, it turns out that Hajdar Sh. He did not commit acts of immorality and for his incorrect gestures he severely criticized and warned him.
We propose that Hajdar Sh. To return immediately to Albania because his behavior is immoral, bad and low, and that he did not commit acts of immorality just because he could not do it, using force, pressure and deception.
For the behaviors of Hysen B. and Hajdar Sh. The Chinese comrades of the Plant have called the head of the group and pointed them out emphasizing that these things have aroused terror in the people of the region.
Also, in this meeting, the organization decided that Fiqri. T. to be severely reprimanded in front of the collective because he was aware of the vicious behavior of Hysni B. and not only did not denounce him, but even when questioned, he did not tell.

ON SOME FOREIGN AFFAIRS OF STUDENTS AND MILITARY STUDYING IN THE PEOPLE’S REPUBLIC OF CHINA
In the People’s Republic of China, we have 64 communists, cadets and military who are part of 4 basic ALP organizations and two youth-party groups. From the meetings of these basic organizations of the Party so far, we have received 11 protocols. From these protocols, it turns out that so far in the life, attitudes and behaviors of the military and trainees there are many foreign behaviors harmful and weaknesses in the work of the basic organizations of the Party. Foreign performances are in these directions:
- In the immoral attitudes and behavior of some trainees and the military to ugly acts such as the case of the party member, soldier Hysni B. who by deception and force dishonors a Chinese girl, or Hajdar Sh, who in the same way like Hysni B, tried to dishonor a Chinese girl, as well as bad behavior with Chinese girls, contrary to the customs of the country, of some others like Kristaq P. etc.
- Unfair attitudes at work and breach of discipline raising the problem that in Albania we have been lied to about the specialty. Thus, the member of the Party, Rexhep H. did not go to work for several days because he did not accept the specialty, they had assigned to him and considered that they had reduced his authority by appointing him as a worker and not a technician. Ndoni Gj. He refused to work in metalwork. Party member Kostandin B. agrees to work in the laboratory but not in the training ground, saying he cannot do it.
- Party member Theodhoraq S. says that if I had known about this specialty, I would not have come here at all.
- Dissatisfaction regarding the food and payment there of their families in Albania and raising these problems in a crooked way.
