Memorie.al publishes an archival document issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which contains a letter of a well-known war veteran from the city of Shkodra sent to the address of the Secretary of the Central Committee of the ALP Ramiz Alia, where in the framework of meetings of basic party organizations that took place across the country to condemn the “hostile activity of the polyagent Mehmet Shehu”, he denounced the kinship ties of well-known Shkodra families: Pipa, Bekteshi, Boletini, Dani, Bushati, Ulqinaku, Turdiu, Selfo, etc., which according to him, were gathered with housing and work in the city of Tirana and they were related to the marriage that Mehmet Shehu’s son had made? !
Just a few days after the event of December 18, 1981 when Prime Minister Mehmet Shehu was found dead in his bedroom by a pistol bullet, an event which to this day continues to be shrouded in mystery and has become an object debates, by order of the senior leadership of the ALP, meetings of the basic organizations of the party were held throughout the country, where on the agenda was “the hostile activity of the polyagent Mehmet Shehu….”. In these meetings an orientation was also given, that; all members of the party, except those who had said and discussed in the meetings of the organization, anything else they might remember about “enemy Mehmet Shehu and his family”, or will collect from other people, will ‘they wrote to them and would send them to the Party in the center, as soon as possible.
In this context, from January 1982 onwards, to the Central Committee, the senior leadership of the ALP, or personally to the address of Ramiz Alia or Enver Hoxha, a large number of letters flooded, so much so that the letter sector near the apparatus of the Central Committee, was compelled to give them a brief summary of them, before giving them to Ramiz or Enver. In this multitude of letters, the letter of a very well-known veteran from the city of Shkodra was sent to Ramiz Alia, who denounced the connections and marriages of the Pipa family, where he was the granddaughter of Mehmet Shehu’s son (Silva Turdiu), and other marriages and connections that had between them some of the famous families from Shkodra such as: Bekteshi, Boletini, Dani, Bushati, Ulqinaku, etc. From what is clearly seen from the letter in question, it seems that the well-known veteran from the city of Shkodra had very strong positions from the “merits of the War”, as he reminded and mentioned Ramiz Alia “some mistakes” that were made with characters of the War in the city of Shkodra. Perhaps this was the reason why he sent the letter to Ramiz and not to Enver Hoxha, for the well-known fact that Alia, as an old man from Shkodra, had more knowledge about the events of the War in that city. The document in question, which is published exclusively by Memorie.al, is published in full with a small abbreviation.

Dear friend Ramiz
I wish you full and good health. I am writing to you when I am rat, after I have bad breath (bronchial asthma).
We worked on the letter of the Central Committee in the basic organization of the Party in the neighborhood where I belong, on the hostile activity of Mehmet Shehu. I immediately discussed what I thought and the delegate took note. But even though I am sick at home, my mind works and connects many things, how I think about the class struggle, maybe I can be wrong, because I understand so much, I have so much horizon, but I want to tell the Party, that this is how I am has taught the Party and Comrade Enver, that the communist should tell the Party as he thinks and understands.
Sait Pipa and his brother Mustafa Pipa, the first pharmacist, the second lawyer, had 12 children, if I am not mistaken. First, Seiti has 4 daughters and a son who has graduated as chief accountant. It seems to me that for a while he worked in Tirana and now in Durrës. He is married to the daughter of the Turdi families.
I forgot to tell you how Seiti, Mustafa and Xhevat Selfo, are originally from Gjirokastra. Hasan Dani, I am talking about the gendarme, has the daughter of Dan Hasan, who has two doctors in the USA. Qemal Hasan Dani and a prisoner now, Seiti and Mustafa, have two sisters for women with the surname Dibra and one sister was Dan Hasa’s father (Dauti, was a fugitive in the US and returned in recent years).
Daut Hasa’s paternal brother, who is Pipejsh’s nephew, has an aunt Arshi Pipë. You may remember that Pipej lived near the stadium “Vojo Kushi”, where once was a cemetery.
I know Pipej well, since I worked in Parrucë. Mustafa (Lawyer) had two sons: Muzafer Pipë, a former lawyer, who was shot by us for hostile activities in 1946, and Arshiu, who was also convicted of hostile activities, was released, if I am not mistaken, from 1954. pat got a job as a teacher and after a week, or a little more, fled with her sister and went to the US.
A sister and my aunt’s daughter, I had a workshop in Tulla, it seems to me that it was Asimja with her sister. Myzaferi had a wife, Drita Kosturi, who seems to me to be alive and in prison. The nephew of Pipej, Hans Bekteshi, who is the grandson of Professor Selaudin Bekteshi, is the son of Tofik Bekteshi, who at the time of fascism, was the chairman of Fashio in Shkodra.
Hansi graduated in Engineering and according to the information I have, this person has worked in various camps of enemies of the Party and the people. So, we have to see this man if he has entered, have not we had other engineers?!
Maybe you, comrade Ramiz, know better, but I see fit to inform you that: Comrade Dibra, now a doctor in the USA, who has a brother married in Tirana, named Bashkim Dibra, is also included in the Pipejve district. The latter worked as a dentist, today he is retired, he is married to Asime Pipë’s sister, Silva Turdiu’s aunt.
I say this because Professor Selaudin Bekteshi has his own merits and should be treated as he has been treated so far, but it is not right for all his sisters to be in Tirana under his shadow: one the wife of Jup Kazazi, the other the wife of Maliq Bushati, the other the wife of Qazim Ulqinaku (a great merchant in Shkodra), and the fourth, the wife of Adem Boletini, who was killed in the assassination attempt against Major Ndreca in Shkodra, during the occupation, the assassination was led by Vasil Shanto .
In the communiqué that had been issued for this assassination, the name of Adem Boletini was put by order of Vasil Shanto. This communiqué was printed by me with Arif Gjyli and Gjush Gjoni. But a few years ago, the name of Adem Boletini was removed from the plaque at the place of the murder, leaving only the name of Major Ndreca, which is not a good thing, and I was told by some friends that the removal of the name is made by order of the Central Committee.
In addition to the above, the wife of Adem Boletini, Adile Boletini, (has been the president of Fascist women and has developed activities with several other women), who is the sister of Professor Bekteshi and mother of Dr. Enis Boletinit. Ademi himself was a lieutenant colonel, the Party called you during the National Liberation War.
Whereas Adem’s brother, Bajazit Buletini, was a senior officer with Xhaferr Deva’s Kosovar forces in Albania to suppress the National Liberation War? But I heard that Dr. Enis Boletini, Adem’s son, is also abroad.
With these I say, I do not want to lower the figure of Isa Boletini, why he has his place in the history of our people, but I am saying that maybe this problem should be seen, that nothing comes out, that their whole circle is gathered in Tirana.
Apart from the bad guys of Pipej, it should be mentioned that Sait Pipa in Shkodra was also immoral, inhuman. Martyr …… attempted to kill him in the time of Zog, shot with a pistol against Sait, but seriously injured him, due to immorality.
Comrade Ramiz
Most of the Pipejs, especially the mother-in-law of Mehmet Shehu’s son, Asime Pipa, with their sisters, Ikbal, Gjyltere, have gathered in Tirana. Therefore, it is probably interesting to see: who gathers all these people in the capital, why and, should this contingent stay there again.
I raised these issues in grassroots organizations and the whole organization agreed with them.
In this letter, I felt obliged to inform you of what I wrote, with the conviction that with this information I will help the Party in case it does not know.
