Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (the fund of the former Central Committee of PPSh), which belong to the years 1945-1949, where there are some reports, information, relations, announcements, decisions , etc., of the District Party Committee of Tirana, signed by the first secretary, Fiqret Shehu, sent to the Central Committee of the PPSh, regarding the proposals made in the meetings of the basic party organization of the Directorate of State Security, where, after analyzing the “Trotskyist and hostile activity” of the highest leaders of the Ministry of Internal Affairs, such as: Koci Xoxe, Nesti Kerenxhi, Vaskë Koleci, Vango Mitrojorgji, Mihallaq Ziçishti and Myftar Tare, the relevant motivations for the measures taken were given and the punishments against them.

The minutes of the meetings of the Directorate of State Security, where most of the management staff who took the floor there, discussed and analyzed the activity of their work for the period 1945-1949, evidencing terror, persecutions, internments, arrests, imprisonments , torture, shootings, crimes, extrajudicial and extrajudicial killings, disappearance of persons, etc., etc. that had undertaken the highest cadres of the Ministry of Internal Affairs, starting with Koci Xoxe, Nesti Kerenxhi, Vango Mitrojorgji, Vaskë Koleci, Myftar Tare, Mihallaq Ziçishti, etc., who, among others, were accused of, in collaboration with the Yugoslav advisers of the UDB who were included in the Ministry of Internal Affairs, such as the infamous Colonel Safet Filipovic, Major Mirko, etc., had put the State Security bodies over the Party, going so far as to control the mail of to the ‘Commander’ (Enver Hoxha), as well as to supervise the main leaders of the Party and the government, such as: Mehmet Shehu, Spiro Kolekën, Bedri Spahiun, Nako Spiron, Njazi Islami, Spiro Gusho, etc.

Regarding your No. 7/592 dt. 25/III/949
The Central Committee of the P.P.SH, after considering the proposals of the basic organization of the Security Directorate No. 1, and its decisions regarding the measures to be taken against the comrades: Vaskë Koleci, Vangjo Mitrojorgji, Myftar Tare and Nesti Kerenxhi, approves these measures:
1) Vaskë Koleci should be expelled from the Party, for these reasons: He was one of the main activists of the Trotskyist group in our Party, he consciously implemented Trotskyist policy and with the responsibility of the Prime Minister, he was the main support of the traitor, Koci Xoxe, in the State Security sector. For Trotskyist hostile work in Security, this was predisposed and the prototype.
By his order, the members of the Party and especially the leaders of the Party and the state, such as: comrades Mehmet Shehu, Bedri Spahiu, Spiro Koleka, etc., have been put under the police control of the Security agencies. He worked for his friend Nako Spiro to be released as an agent of the S.B.S. and checked the commander’s post.
On his orders, arrests, punishments, tortures, and unjust and illegal killings were carried out. He cooperated closely with UDB spies and handed over important State Security documents to them.
He showed a pronounced anti-Soviet spirit, he despised and abused in a Trotskyist way, the experience, as well as the Soviet people, for whom he gave instructions to be monitored by the Security organs.
2) Vangjo Mitrojorgji. Expelled from the party for the following reasons: He was one of the most active members of the Trotskyist group of our Party. He was the head of the most important Section in the Directorate of Security, where he acted with malice and was predisposed to the implementation of the Trotskyist policy of the traitor Koci Xoxe.
It has ordered unjust and illegal arrests, surveillance, and torture. He collaborated with the OZNA agent, Safet Filipovic, to whom he gave all the secrets of our country.
He showed a pronounced anti-Soviet spirit, gave orders in Kučovo to keep secrets from the Soviets and despised Soviet people and experience. For this, he returned from Moscow, collaborated with Vaskë Kolec, for the drafting of the anti-Soviet report of 50 pages.
3) Myftare Tare. To be punished with “written remarks in the biography”, for the following reasons: He was very predisposed to verbal abuse and collaborated with Koci Xoxen, Vaskë Koleci and Nesti Kerenxhi.
It was one of the cadres considered in the Directorate of Security. His behavior has not been good, he has made intrigues and misplaced accusations, although his sector had nothing to do with Trotskyist methods. He talked with the agent of OZNA, Safet Filipovic, to whom the state gave the secrets. He did not make these mistakes well.
4) Nesti Kerenxhi. To be punished with “written remarks in the biography”, for the following reasons: He helped to establish the State Security, on Trotskyist basis; he cooperated with Yugoslav Trotskyist agents and gave them state secrets.
He cooperated with the traitor Koci Xoxe, as well as conscientiously implemented his orders, supervised his comrades: Bedri Spahiu, Mehmet Shehu and Nako Spiro and was aware of the control of the commander’s papers. He underestimated the experience of the Soviet Union and ordered illegal killings.
But since he has quickly realized some of his mistakes, has frequently helped the Party to discover them, his work abroad has been valued by the Party, and since he has made a somewhat complete, serious self-criticism in the basic organization of the Security , which gives hope of improvement, only this punitive measure is taken against him.

K.Q. of APS, after considering the proposal of the basic organization of the Directorate of Security No. 1 and the decision of the APS, for the Mayor of Tirana and taking into account the progress of the trial against the Trotskyist group of Koci Xoxes, approved the following measures for Nesti Kerenxhin: To be punished with a remark with a note in the biography, for the following reasons:
1) As assistant minister of the interior, he has his responsibility for the wrong work that was done in the State Security. He has underestimated the experience of the Security Service and as Minister of the Interior; he worked for the establishment of the State Security, on Trotskyist basis. Also, there was knowledge of the control of the commander’s papers.
But despite all the serious mistakes made by him, the Party gives its hand to Nesti Kerenji, who has made a somewhat complete and serious self-criticism, and gives hope for improvement.
