Memorie.al publishes an unknown document extracted from the fund of the former Central Committee of the ALP which is detached from a voluminous file belonging to 1962 and talks about a correspondence between the Bank of the Albanian State (General Directorate) ), with the Directorate of Trade-Finance at the Central Committee of the ALP, where a report-information is given with details and details of the work done by the Commissioning Company in cooperation with the Ministry of Internal Affairs, regarding the income derived from the sale of movable and immovable property, of the bank deposits of Albanian political emigrants in different countries of the world, such as in Italy, Turkey, Egypt, Congo, etc. How did the Ministry of Internal Affairs obtain the power of attorney of some of the rich Albanian families who had bank properties and deposits in different countries of the world, taking the signatures of their heirs in Albania, such as Vangjel Manushi, Mediha Libohova, Enver Libohova, Ihsan Libohova, Vllazë Gurashi, Vllazë Dabërdaku, Ismail Tartari, Behire Vila, Vllazë Leka, Ali Hasho, Emine Shaska, etc? Enver Hoxha’s note with relevant suggestions on how to obtain those properties and assets he had in Congo, the Albanian citizen from Gjirokastra, Theofanis Fotolalos, as well as the efforts of the “competent bodies” to enter into negotiations and invite them to Albania, the merchant Mynyr Topulli (originally from Gjirokastra and Lebanese citizenship), to charge him with the sale of property in Egypt and Turkey, and Rrok Prenushi from Shkodra who lived in Trieste, for him to be associated with Italian merchants engaged in the sale and purchase of a property.
“Prosecutors are preparing Isuf Beshiri, Hysen Beshiri, and others for the sale of their assets, which amounts to $ 250,000. Despite the work done, there are still many people who have not given a power of attorney for the sale of assets and for the withdrawal of deposits in foreign banks. This is due to two reasons: Some of these people are not clear on foreign exchange issues, while others have a bad political attitude. The value of these properties, which are located as real estate in Italy and for which a power of attorney has not yet been granted, is estimated at $ 236,000. During this period it was taken over by the Commissioning Company, the estate of Theofanis Fotolalos’ heirs in Congo, as well as the partial collection of the 60,000-dollar deposit, and we are awaiting the realization of another deposit located in Leopoldville. With the efforts made, we were able to collect $ 51,200 from the Qorralinje heritage in Egypt, from V. Manushi’s rents and the sale of A. Lekë’s house for $ 21,000, etc. Cooperation between the Bank and the bodies of the Ministry of Internal Affairs on the issue of assets owned by Albanian citizens abroad has recently been strengthened. With the help of the Internal Affairs Bodies, it has become possible that many citizens who were reluctant to give power of attorney for the sale of property have now been given it. Among them, we mention the persons who have given a power of attorney for the sale of the property, who are… ”
This is stated, among other things, in some archival documents extracted from a voluminous file found in the fund of the former Central Committee of the ALP, which belongs to 1962 and speaks of a correspondence between the Bank of the Albanian State (Directorate). General Directorate), with the Directorate of Trade-Finance at the Central Committee of the ALP, which provides detailed and detailed information from the work done by the Commissioning Society in cooperation with the Ministry of Internal Affairs, regarding the income derived from the sale of movable and immovable property and bank deposits of Albanian emigrants in different countries of the world, such as Italy, Turkey, Egypt, Congo, etc., who had their heirs in Albania. As we will see from the documents in question that belong to 1962, which have at the top the note of Enver Hoxha, as well as the secretary of the Central Committee of the ALP that covered the finances, Haki Toska, Director of the Directorate of Trade-Finance, Pjetër Kosta, all the movable and immovable property, as well as the bank deposits of Albanian citizens located in different parts of the world, such as in Italy, Greece, Turkey, Egypt, the United Arab Republic, up to Congo, were ‘ did the Albanian state of that time take and plunder, through the power of attorney it received from their heirs in Albania, the Ministry of Internal Affairs, using violence against them and with various means of pressure. But this robbery that the Albanian state used at that time against its citizens, was the continuation or more precisely the prologue, as that thing had started with his coming to power in December 1944, were among the first steps taken by the communist government and Enver Hoxha, in the framework of “major reforms of the people’s power to increase the welfare of the people”, was the action of sequestration and collection of gold to all those Albanian and foreign citizens who had at least some of the precious metal. The gold collection campaign, which was carried out with repressive measures, such as arrests, imprisonment, torture, deportations and even extrajudicial executions, mostly fell on the backs of Albanian merchants, the rich and large Albanian families who owned significant quantities of gold in coins, jewelry, etc., which they had put on with sweat from the work done over the years or had inherited them. At this time, many Albanian merchants and rich people, in order to save what they could from their wealth, began to break the gold by converting it into money. But even this method, Enver Hoxha’s communist government found the “medicine” and in 1946, it issued a decree-law to change the currency, by which all Albanian citizens were obliged to appear at the Bank’s branches. of the Albanian State, to exchange their money. The largest amount allowed for each person or head of the family was up to 5,000 francs. And any other amount exceeding this amount was seized by the state without the right of return. Likewise, in the decree-law that came into force immediately on July 11, 1946, for which the communist government of that time, among other things, stated: its replacement with the new currency of the Albanian State Bank is a step forward towards recovery, and the strengthening of our economy, is a step of great importance for the benefit of the people who will henceforth have the currency of him. ” This law clearly sanctioned strict penalties for all those citizens who would hide their income, or who would give money to others to exchange. They would be called saboteurs and would be tried by the Supreme Military Court. These alibis used by Enver Hoxha’s communist government in the early days of its rise to power, which under the guise of reforms that were propagated as being undertaken “to increase the welfare of the people,” made it possible to seize and extort gold and money. all those rich Albanians, who had put their wealth in sweat or inherited it from their ancestors. And from what was left unattended at that time, it continued in the early ’60s and onwards, through the Commissioning Society, which is what these archival documents that Memorie.al will publish starting from this number.

On the realization of assets and income from the assets of Albanian citizens abroad
During the first quarter of the following year, $ 140,000 in revenue was generated by the Commissioner Society. This amount represents the rents of several years of a fortune in the Congo and the sale of some small estates in Egypt, & c.
The overseas activity of the Commissariat Society has been largely based on the work of officials from our diplomatic missions in Italy, the United Arab Republic, and Turkey.
In Italy, where we have large sales and rent collection operations, we are informed by the Ministry of Interior and the Ministry of Foreign Affairs that the activity of our diplomatic missions, in terms of sales and revenue collection from the wealth of our citizens in that country, has come to the attention of the Italian authorities.
Such a fact can cause us provocations. Prior to this, through the Ministry of Foreign Affairs, we notified our Legation in Rome not to submit for legalization to the Italian Ministry of Foreign Affairs, the power of attorney given by the Albanian owners for sale: we authorized them to be submitted for legalization to the Ministry of Foreign Affairs. Rome, only the power of attorney related to the administration of some real estate and which will be administered by an Italian citizen, with whom we have previously committed actions of this nature.
The above fact will temporarily hinder us in our actions to sell real estate in Italy, as we think that there are opportunities to overcome these obstacles while maintaining our diplomatic representation from possible provocations.
In order to achieve the above goal, the Commission will have to create and expand its network of agents in Italy, the United Arab Republic, and Turkey. This is possible but it will cost us a lot, especially in Italy, where so far we have paid a few bribes.
Finding suitable agents to serve our interests and theirs to an acceptable extent requires great care, because we may encounter avant-garde businessmen who will put us at risk of losing our leaders. To make this risk as low as possible, you need:
Contact the Swiss firm “Sapot” in Geneva (which has the opportunity to operate in Egypt, Turkey, and Greece).
To be invited for talks in Albania, businessman Mynyr Topulli (of Albanian origin and Lebanese citizenship), who, as far as we know, could have acted, in Turkey and Egypt.
To invite Rrok Prenushi, of Albanian origin and citizenship, resident in Trieste where he conducts commercial activity. The aforementioned can help find a suitable Italian businessman, who can be charged with the sale of real estate in Italy.
Get in touch with Italian lawyers and businessmen named Carbine and Corabi, who may be in charge of some sales. With these persons and especially the second one, the Commissioning Company has performed some administrative actions and has regularly collected the income.
Take advantage of the opportunity of the annual meeting of the Bank for International Settlements in Bale (Switzerland), not only to get in touch with the Swiss business firm “Sapot”, but also to study in Italy, the possibilities of finding other agents and especially sales opportunities, given that from the information we have, cash sales are difficult to find: find buyers on credit. We are also told that there are enterprises that buy real estate with a 30 to 40% discount from the daily price, due to the fact that in Rome there are over 40,000 new apartments not rented out (rents are very high: for one two-room apartment and a kitchen, located on a non-main street, required a rent equal to the salary of a specialized workshop or a secondary clerk). However, this is controversial information and we are thinking of expanding it in the country, trying to limit ourselves to a few losses as possible in the currency that will be realized from the sale of assets.
We think that the action in the above directions will create opportunities to avoid the difficulties that are arising in Italy and to expand the work front of the Commissioner in Egypt and Turkey, we can also hope for the opening of a path in Greece.

ABOUT
Implementation of some tasks of the Political Bureau of the Central Committee of the ALP, No. 311 dated 11 / IX / 1961 “On the possibilities for increasing revenues and reducing foreign exchange expenditures”
In 1961, the Political Bureau of the Central Committee of the ALP analyzed the possibilities for increasing revenues and reducing foreign exchange expenditures. At the same time, the measures to be taken on these issues were determined.
After the issuance of this decision, a better job has been done by all state bodies and there has been a greater continuous interest, also for the increase of income in free currency: from the administration of assets of Albanian citizens abroad by emigration, from the sale of stamps, etc.
ON THE ARRESTED RESULTS IN THE IMPLEMENTATION OF THE POLITICAL BUREAU DECISION OF THE CENTRAL COMMITTEE OF THE PARTY OF THE WORK OF ALBANIA
On this basis, the Albanian State Bank and the Kom Commissionaria Company have worked well in terms of increasing foreign exchange earnings from the administration, selling the assets of Albanian citizens abroad, and emigration.
It is better to work on selling the postage stamp. As a result of this work during the first quarter of this year, we are expected to have the following results: (in dollars). See the relevant facsimile.
We note that during 1961, the population bought 14,700 napoleons of gold, jewelry, silver, equal to 4,306,364 lek, of which 13,210 purchased napoleons, 1,090 brought from abroad and 400 declared pieces. The data for the first quarter have not been released.
The increase in foreign exchange earnings observed in recent years has become possible as a result of measures taken to increase foreign exchange earnings.
In this regard, the strengthening of the work of the Bank in general, of the Commissioning Society, the good cooperation between the Bank and the Ministry of Internal Affairs, for following the existing practices and discovering new assets have had an impact.
The increase in income has also been influenced by the work done for foreign currency collection from Italy, to extract the remains of people killed in Albania and others.
From the efforts made in comparison with the past, it became possible to resolve many issues, which had been suspended and which in the future will affect the further increase of foreign exchange earnings.
It has become possible to increase foreign exchange earnings as a result of good work to pursue them.
Following the decision of the Politburo, the cooperation between the bank and the Ministry of Internal Affairs on the issue of Albanian citizens abroad has been strengthened.
Among them we mention the persons who have given a power of attorney for the sale of property:
Vangjel Manushi $ 666,000
Mediha Libohova $ 20,000
Enver Libohova $ 116,000
Ihsan Libohova $ 80,000
Brother Gurashi $ 150,000
Brother Dabërdaku $ 15,000
Ismail Tartari $ 15,000
Behire Vila $ 20,000
Brother Leka $ 166,000
Ali Hasho $ 10,000
Emine Shaska $ 18,000
The amount is $ 1,276,000
Meanwhile, prosecutors are preparing Isuf Beshiri, Hysen Beshiri, and others to sell their assets, which amount to $ 250,000.
Despite the work done, there are still many people who have not given a power of attorney for the sale of assets and for the withdrawal of deposits in foreign banks. This is due to two reasons:
Some of these people are not clear on foreign exchange issues, while others have a bad political attitude. The value of these assets, which are considered real estate in Italy and for which a power of attorney has not yet been granted, is estimated at $ 236,000.
During this period, work continued on the discovery of properties and other deposits, the number of which is large. Thus, a good job has been done in discovering the assets in Congo of the heirs of Theofanis Fotolalos from the city of Gjirokastra.
So far, only about $ 60,000 has been raised from bank deposits alone, and another $ 26,000 deposit in Leopoldville is yet to be realized.
The property consists of a bakery, some residential apartments, warehouses which are located on the main road of Leopoldville and which is appropriately valued at $ 500,000.
It is noteworthy that we are now recognized as administrators of this property.
The rose of the Pink Heir in Congo, in the city of Luyanda, was also discovered. Efforts are now being made to take this property in our possession, for the part that belongs to the heirs that are found in Albania, after a part is located there.
The part that belongs to the heirs found here is estimated at about 60,000 dollars.
