Memorie.al/ publishes some archival documents which are part of a voluminous file issued by the Authority for Information of Former State Security Files (A.I.D.S.SH), where it is about Bujar Muharrem Dokun, former employee of the Municipal Enterprise of from the city of Burrel with a radio-technical profession in the Repair-Services department, where he served from 1964 to 1977, when he was arrested by the State Security and sentenced to 7 years of imprisonment, for “hostile activity”, on the charge of “agitation-propaganda”, etc. The investigative and judicial file of Bujar Dok, with the charges against him, as well as with the names of the Operative Workers, the leaders of the Department of Internal Affairs of the district of Mati, investigators, prosecutors, judges, witnesses, up to the employees of the company where he worked, who testified to the investigator and the trial against him.
“The defendant Bujar Doku, being a degenerate element, as well as leading a dissolute life, predisposed to oppose the political line and revolutionary practice of our party and state, immersed physically and consciously in the propaganda of filth of the external enemies of the RPS of Albania, of the Soviet social-imperialists, has long since entered the streets, in hostile activities for several years, and in meetings with people of his mold, has developed a continuous activity of agitation and propaganda against popular power, against the political line of our party, with the direct aim of undermining and destroying class power and the dictatorship of the proletariat in our country. Unlike all the people, this defendant thought that the breakdown of relations between the Soviet Union and Albania was the fault of our Party. These thoughts were expressed to the witness J.P. telling him that the Soviet leadership is on the right path, while the Albanian leadership is on the wrong path and they do not follow an independent policy. He extends his hostile activity, deeper saying that the Albanian government
The Albanian government once declared that we are with the Yugoslavs, then with the Soviets, while now it has broken with both of these countries. In the conversations he had with this witness, the defendant praised foreign music, especially Italian and Yugoslav music, comparing them to Albanian music. He said that our music is nothing compared to these two. In the same way, the defendant Bujar Doku, falling into the bourgeois-revisionist lap of the internal enemy, has become their common enemy. He ignores our beautiful music that is liked by people, because it is based on the popular sole and it is sung to our workers and great works, which changed the appearance of the motherland….”!
This is stated, among others, in the investigative and judicial file of Bujar Dok, former employee of the Municipal Enterprise of the city of Burrel, with a radio-technical profession in the Service Repair Department, who was arrested by the State Security in June 1977 and was sentenced to seven years’ imprisonment “for hostile activity” on the charge of “agitation-propaganda”, etc. In this regard, Memorie.al has the file in charge of Bujar Dok, which was issued by the Authority for Information of Files of the former State Security (A.I.D.S.SH.) and will publish it in several issues, together with an interview of his son, Muharrem Dokut, a lawyer by profession and residing in the city of Durrës.

THE DISTRICT COURT OF MAT COMPOSED OF:

Assisted by the secretary of the session, Vjollca Barhani, and with the participation of the Prosecutor, Preng Lleshi, today, October 14, 1977, in the court session with open doors in Burrel, examined the criminal case no. 80, in charge of the act that belongs to it,
The defendants, Bujar Doku, the son of Muharrem and Azija, born in 1939, born in Krujë and resident in Burrel, with Albanian nationality and citizenship, poor citizen by origin, married with two children, no previous convictions seen, without party, and without decoration, arrested on 28.6.1977.
ACCUSED:
That he has developed agitation and propaganda against the people’s power based on Article 73/1 of the Criminal Code.
The court, after reviewing the investigation materials, the evidence obtained during the trial, as well as after listening to the prosecutor, who requested that the defendant plead guilty to the crime he is accused of, and be sentenced to 7 years of imprisonment, defense and the last word of the defendant who asked for mercy.
It is noted that the defendant Bujar Doku, being a degenerate element, as well as leading a disorganized life, predisposed to oppose the political line and the revolutionary practice of our party and state, physically and consciously absorbed in the dirty propaganda of the external enemies of the People’s Republic of Albania, of the soviet social-imperialists, he has long since entered the street, in hostile activity for several years, and in meetings with people of his mold, he has developed an activity of continuous agitation and propaganda against popular power, against the political line of our party, with the direct aim of undermining and destroying the power of the class and the dictatorship of the proletariat in our country.
The defendant, although of good political composition, being a person predisposed to a hostile activity, since 1963, until he was arrested, continuously and whenever he was given the opportunity, has expressed his activity hostile through the conversations he has had with other people.
This unrestrained and very sharp agitation has intensified from year to year, and especially in recent years. He continued his hostile activity at a time when the unity of the party and the people grew day by day.
At a time when the people and our party are involved in a war for, detection, denunciation, and defeat, and putschist groups in ideology, army, and economy.
During the course of the trial, from the statements of the defendant himself, and from the clear depositions of the witnesses, heard before this court, as well as with other evidence, it was fully proven that the defendant systematically developed agitation and propaganda in order to to arouse ideological discontent to oppose the line that our party and people follow today.
Thus, the defendant Bujar Doku, since 1963, has been on the criminal path, at the time when our party had condemned the Soviet social-imperialism, because the latter betrayed Marxism and Leninism. At that time when all our people were in solidarity, with the right position that the party had taken on this matter of principle.
Unlike all the people, this defendant thought that the breakdown of relations between the Soviet Union and Albania was the fault of our party. These thoughts were expressed to the witness F.J. telling him that the Soviet leadership is on the right path, while the Albanian leadership is on the wrong path, and they do not follow an independent policy.
He extends his hostile activity deeper by saying that the Albanian government once declared that we are with the Yugoslavs, then with the Soviets, while now it has broken with both of these countries.
The defendant Bujar Doku has tried to distort the straight line of our Party, when at this time the whole world is clear that the Soviet Union has become a superpower, and is no different from capitalist countries.
In the conversations he had with this witness, the defendant praised foreign music, especially Italian and Yugoslav music, comparing them to Albanian music. He said that our music is nothing compared to these two.
In the same way, the defendant Bujar Doku, falling into the bourgeois-revisionist lap of the internal enemy, has become their common enemy. He ignores our beautiful music that is loved by the people, because it is based on the popular sole, and it is sung to our workers and great works, which changed the face of the country.
From the conversations that the defendant Bujar Doku had with the witness (I.R., M.S., and F.P.), he boasted to the latter about his technique and foreign music, which compared to ours, is much higher, that our technique is backward, and that we cannot do anything in relation to other countries.
The defendant was a radio-television technician in Burrel, and different people came to the laboratory where he worked. To them, instead of bragging about the radio products made in Durrës, he praised the products of foreign technology, and that our radios in the world are simply made of transistors. The defendant has forgotten that before the liberation in our country, those families that had a radio were counted on the fingers, while today there is a radio everywhere in the country where the people listen to the voice of the party and our beautiful music.
Another aspect of his hostile conversations, as the defendant himself claimed, was the intention to distort the blow that the party and the people gave to the putschist group of Beqir Balluk, with the aim of overthrowing popular power and returning the country to revisionism.
Another hostile point of view followed by the defendant was against the actions undertaken by the Party in terms of agriculture and construction in the district of Mati. He said that “they are taking our souls with these useless actions”. It is understood that his hostile intentions try to stop the revolutionary rush of youth which is building the Ferro Chrome Plant and the new water supply in the city of Burrel.
The defendant Bujar Doku, as a tool of the enemies of our country, with his counter-revolutionary activity, has not left an opportunity without distorting the reality of our country, and has boasted of the television shows of revisionist bourgeois countries, which vomit bile against revolutionary movements in the world, and that degenerate the youth of their countries.
The witnesses (I.R., M.S., F.P.), especially the latter, with the testimony given to the investigator and read before this court, fully confirmed the facts and circumstances stated above. The defendant himself accepted them in full.
These circumstances put the defendant on a criminal path and led him to a dissolute life, which sent him into the arms of his enemies. The issue standing in such circumstances, mentioned above in the defendant’s case, as elements of agitation and propaganda set forth in Article 73/1 of the Criminal Code.
In relation to determining the punishment, the court took into account the dangerousness of the offense because it affects important parts of society.
He has desired and allowed the undermining of our popular power, and presents a marked social danger, because from one period to another he has carried out his hostile activity. But instead of abandoning this path, he has plunged headlong into his hostile activity.
The court takes into account the good political composition of his family circle, and his remorseful attitude before this court.
For these reasons, the court, based on Article 278 and 279 of the Code of Criminal Procedure, decided:
To declare the defendant Bujar Doku guilty of the crime of agitation and propaganda against popular power, and based on article 73/1 of the Criminal Code and article 28 of the same code, sentence him to 7 years of imprisonment, counting from the day of his arrest on 28.6.1977, as well as with the loss of the electoral right for three years.
Against this decision, an appeal or protest can be made to the High Court in Tirana, within 5 days from its announcement./Memorie.al
