Memorie.al publishes an unknown document issued by the Central State Archive in Tirana (fund of the former Central Committee of the ALP), which belongs to January 10, 1973, where it is about a meeting of the secretariat of The Central Committee of the ALP, where Enver Hoxha spoke about the health of “comrades in leadership”, discussing specifically the diseases that Hysni Kapo, Haki Toska and he himself had with diabetes. Enver’s full discussion at that meeting about the illnesses of some of the members of the Politburo and the secretaries of the Central Committee who had a large workload and his concrete proposals, how some of them would be relieved of the many jobs they performed, initially by adding a Secretary of the Central Committee, as well as by no longer receiving long reports and materials from their subordinates!

Since we are gathered, I wanted to talk a little about the care we need shown for maintaining the health of fellow leaders, in special way of your health, friends of the Secretariat. I do not want to get into the issues that pertain to doctors, his advice to which each of us must apply. All of we understand their importance. But regarding health I have word on the organization of work here, in the Secretariat of Central Committee. I think that you, the three fellow secretaries and in particular Hysniu and Haki, are very busy. For this, we all have a duty to worry. Regarding the load of comrade Ramiz, I think that the situation is not worrying, because he is a little younger than the rest of us and in good health.

Of course, none of us shy away from work, on the contrary we make every effort to perform the tasks fully, it is noticed that we often go over the rules we have to follow at work related to health. The fact is that for these reasons some health concerns appear in Hakiu, Hysni and me. Therefore, now is the time to take some measures to put our workload in order, mainly to improve the method and style of work here, in the apparatus of the Central Committee.

In the first place, I think we are relieved a little, from the many daily chores. Secondly, to be relieved by setting a better rule, style and method of work than the present one. We have talked about what style and method we are talking about other times, however so far, the workload of each of us is such that you, especially, are served a lot of materials every day, make many appointments, which make you feel great physical and mental.

This then brings its consequences in our body, which are expressed with heart problems, headaches, etc. Therefore, I propose that the fellow secretaries of the Central Committee facilitate some of the many tasks, especially Hysniu and Hakiu. But how can this relief be done concretely? For this I think there are two ways: The first is for the friends who work with you to take full responsibility for the sectors where they are in charge. When you see that they serve you small issues hour by hour to resolve, you should not accept them in any way. You should not even allow raw materials to be brought to you, followed by reading hundreds of pages of material a day, for which you are required to give an opinion.

They must be taught to work in such a way that from a long material, for example, of 50 pages, they present to you the essence, only five pages, and for the solution of other problems that arise there, to think for themselves, to third well, then act and responsibility and come to report to you the substance of the matter.

In addition to what I said, which must be absolutely implemented from now on, I think that in the Secretariat of the Central Committee, we need another secretary. What will the new secretary of the Central Committee deal with? With those sectors that we intend to remove from Hysni and Haki to facilitate them. We will not be able to decide today which sectors we will remove from Hysni and Haki, think for yourself, discuss with each other, then we will see together.

Hakiu, I think he should be fired even more than Hysniu, not that his illness is something serious, yes, the nature of his illness seeks this relief. He knows the disease he has and one such a thing is absolutely necessary. The issue of vices the heart is delicate, so the sick cannot be hidden, just as the diabetes I have cannot be hidden from me, otherwise I would get into unrestricted eating and be harmed. This means that doctors must tell us necessarily diseases we have, to make clear to us the situation, to know how to defend ourselves and what regime to maintain. These issues I discuss with each other first and when you arrive at conclusion, we talk again about how we will act and do them relevant proposals to the next Plenum of the Central Committee.

We must first really present the situation to the Bureau Political, which I believe will accept the addition of a secretary other of the Central Committee. We need to understand well that health has to do with life, but also with the work of the Party. The purpose of the party is for leadership people, especially, to give for the party, the more and the longer as long as they have the strength.

It is natural that biological moments come, when it must be curbed peer activity. This is in the dual interest, of the party and the key comrades we must protect, while giving responsibility to others, the younger ones.
