Memorie.al/ publishes some archival documents extracted from the Central State Archive in Tirana (Fund of the former Central Committee of PPSh), which contain the acronym “Secret” and “Top Secret” and belong to a period from January from 1982 until September 1983, where there is a voluminous file with minutes of meetings of the Secretariat of the Central Committee and the Political Bureau of the Central Committee of the PPSh, meetings which were chaired by its General Secretary, Enver Hoxha, where they assisted: Ramiz Alia, Adil Çarçani, Manush Myftiu, Hekuran Isai, Rita Marko, Pali Miska, Hajredin Çeliku, Haki Toska, Simon Stefani, Lenka Çuko, Muho Asllani, Vangjel Çerrava, etc., as the main topic is analysis about the “hostile activity” of Mehmet Shehu and his close collaborators, from Fadil Paçrami, Todi Lubonja, Beqir Balluku, Petrit Dume, Hito Çako, Abdyl Këllezi, Koço Theodhosi, Kiço Ngjela, Vasil Kati, Kadri Hazbiu, Fiqret Shehu, Feçor Shehu, Mihalla q Ziçishti, Llambi Peçini, etc. In the file available to Memorie.al, in addition to the analysis of the “hostile activity of the police agent Mehmet Shehu and his associates Beqir Balluku and Kadri Hazbiu”, in the meetings of the Political Bureau and the daily meetings of the Secretariat of the PPS Central Committee, are analyzed also the activity of the Ministry of Internal Affairs and State Security, with its agency and collaborators, inside and outside the country, the reports and relations of the Albanian state with different countries of the world, such as: the USA, the Soviet Union, West Germany, England, Spain, Italy, as well as those with neighbors, such as Greece and Yugoslavia and the demonstrations in Kosovo, how the world press presented Socialist Albania, the talks with West Germany about the War reparations payments, meetings and conversations with party leaders Marxist-Leninists from different countries of the world, such as Ernst Aust, Zhoao Amazonas, Fosko Dinuçi, etc., regarding the “suicide of Mehmet Shehu”, the problems of Polish immigration Albanian refugees, in different countries of the world, and the change of the exchange rate of the dollar in the remittances, which they made to their relatives in Albania, up to numerous economic problems, from heavy industry, hydropower plants on the cascade of the river Drin, energy import and export, etc., etc.

The secret document with the secret minutes of the daily meeting of the secretaries of the Central Committee of the PPSh, held on September 29, 1982, related to the activity of the Party Committee of the district of Korça, where Simon Stefani was a delegate, and it was discussed “on the agentic and hostile activity of Mehmet Shehu”.

In the meeting, comrade Simon Stefani informs about the work in the active Party of the Korça district, of the materials of the Plenum of the Central Committee on the agentive and hostile activity of Mehmet Shehu.
COMRADE SIMON STEFANI: According to the order of the Plenum of the Central Committee and your orders, Comrade Enver, two activities took place in the district of Korça. About 700 people took part in the active Party of the field, because there was no bigger hall.
Members of the Plenum of the Party Committee, Secretaries of Basic Organizations, Secretaries of Bureaus, cadres and veterans participated. Even I was interested in the active participation of patriots without a party, from all areas, even the elders. I ordered my friends to take you by car and come and listen to the whole thing.
COMRADE ENVER HOXHA: Everyone should listen to what the enemy Mehmet Shehu was.
COMRADE SIMON STEFANI: Yes. When I told those present that they would listen to your speech, Comrade Enver, applause and cheers erupted for you and for the Party, to tell you the truth, I was very excited. This enthusiasm expressed the strong support of the entire Party for the unmasking of this enemy. Again after hearing your speech, they burst into applause. In the following, they also heard the depositions of the enemy Fiqret Shehu.
COMRADE ENVER HOXHA: Did you hear the recording well?!
COMRADE SIMON STEFANI: Yes, Comrade Enver, this was also heard very well. The hall had good acoustics and could be heard, even better than in our hall up here, on the machine. The recorders and speakers were also good. The materials were listened to very attentively. As I said, when you finished your speech, everyone burst into applause for the Party and for you.
They chanted “Long Live the Party” etc. I then asked the attendees if they had any questions. We don’t, they answered, and stood up shouting: “Long live the Party”, “The Party has always been on a straight line”, “It has crushed these vile bastards”.
COMRADE ENVER HOXHA: What happened, comrades, shook the Party.
COMRADE RAMIZ ALIA: Yes, Comrade Enver, it shook people and everyone is becoming more alert.
COMRADE SIMON STEFANI: Indeed, people were unprepared, but when we encouraged them to speak, if they had something to say, they stood up one after the other and from the whole hall, the words were heard, with permission, with permission. Here in the hall, I told you, there are 700 of you and I know that you all want to speak, but it is impossible.
Among the others, an old veteran comrade stood up and said: it is to have a wedding, since the Party was saved from such a terrible and dangerous gang. What can I tell you, Comrade Enver, all men and women cried tears of love for the Party and hatred for the enemies?

COMRADE SIMON STEFANI: More people, they couldn’t hold back. We were ordered to take care of Comrade Enver’s health. I am of the opinion, Comrade Ramiz, that we find a suitable occasion, let’s now have the Youth Congress, that Comrade Enver will appear in public.
COMRADE ENVER HOXHA: Yes, now we have the Youth Congress ahead of us.
COMRADE RAMIZ ALIA: Right, we should take advantage of this opportunity.
COMRADE SIMON STEFANI: Yes, yes, let Comrade Enver come out, because everyone was telling us: “We want to see Comrade Enver, tell the Central Committee that we want to see Comrade Enver.”
COMRADE ENVER HOXHA: Agreed, comrades, I will appear at the Youth Congress.
COMRADE SIMON STEFANI: I don’t know what to tell you, but there, the best words were expressed for the Party and for you, Comrade Enver. And at the same time he expressed his greatest hatred for the enemy Mehmet Shehu. More, what they didn’t say about him: “Puppy of four butts”, etc. So epithets from the lowest.
COMRADE ENVER HOXHA: Yes, from the lowest and that he fully deserved. Very good.
COMRADE SIMON STEFANI: Comrade Enver, it was the same situation in all Party organizations. I attended the meetings of some four organizations, and saw everything for myself. After the army activity, I went to the Party organization of the Corps Headquarters, to the organization of an army department, to a party organization in the Knitting Combine, and to the organization of the agricultural cooperative of Pojan.
Everywhere the communists were unanimous with the Party. In these meetings, the members of the Party, apart from absolute solidarity with its line, pledged to take some measures. During the days I was in Korça, when the activity was taking place, I kept in constant contact with the workers of the Party Committee apparatus. Two or three times a day, I called them and asked them to inform me how the material was worked, what problems have arisen, etc.
I drew their attention to any problem, especially to vigilance, that Korça is a border area, so they should keep their eyes open.
For anything that does not match the interests of the Party, the grassroots organization must stop, look and judge. To tell you the truth, Comrade Enver, in Korça we have a powerful party organization, which has a good mobilization in every direction. Everywhere you saw mobilized people.
COMRADE ENVER HOXHA: There are mobilization comrades; do we have the people and the party with us?
COMRADE SIMON STEFANI: We have Comrade Enver with us. “Don’t worry, tells Comrade Enver,” people declared.
COMRADE ENVER HOXHA: But there are and will be stinks. That’s why we have to increase our vigilance to clean them up.
COMRADE SIMON STEFANI: Yes, yes, we must increase vigilance.
COMRADE RAMIZ ALIA: I’m sorry Simon; I’m waiting to hear from you. One of the vilest and worst things they have done to the Party is to raise awareness and introduce the spirit of liberalism. Not the liberalism that the enemy Mehmet Shehu said, but the non-implementation of the Party’s norms.
COMRADE ENVER HOXHA: “This is real democracy”, he shouted.
COMRADE RAMIZ ALIA: Yes, “This is real democracy”, “we are strong and they have nothing to do with us”, “Security sees everything and it has ensured peace to the people”, etc. This was one of the worst things that happened.
COMRADE ENVER HOXHA: Yes, yes, that’s right.
COMRADE RAMIZ ALIA: Therefore, now it is our duty to raise the vigilance of the Party to the appropriate level.
COMRADE ENVER HOXHA: This is necessary, comrades, as we have to accept that the people of the Party do not deepen as much as they should. The issue of capitalist-revisionist encirclement has almost become a slogan. They do not see concretely this siege that maneuvers from all directions.
COMRADE RAMIZ ALIA: Yes, he infiltrates at any time to derail us.
COMRADE ENVER HOXHA: They told me yesterday at home that the footballers and sportsmen who go out to play, when they come back, they come to us with t-shirts with the faces of San Remo artists printed on them. Someone had said to one: “Hey boy, what is this thing you’re wearing like that”?! “It’s none of your business,” he replied. Why do these things happen?! It happens that revolutionary vigilance has been lost.
COMRADE RAMIZ ALIA: He has lost his vigilance; otherwise I would take a watch, friend, and burn that kind of shirt with difficulty.
COMRADE SIMON STEFANI: Tearing the clock to pieces.
COMRADE ENVER HOXHA: Yes, I must tear it up. And you, the Customs employee, that the Party has put you there, that you have four eyes and are vigilant, do not allow these materials to enter our country. Therefore, this issue, friends, has a continuation. What about us, what do we say?! As long as we didn’t know this, we told the truth. That our positions are being strengthened, that the Ministry of the Interior and the Ministry of Defense are with us that the economy is developing. But we must be vigilant because the enemy wants to hit us too; they have not bothered us 1, 2, 3, 4, or 5 processes.
FRIENDS: That’s right, Comrade Enver.
COMRADE SIMON STEFANI: In active Korça, Comrade Enver, people were saying that, even as far as we heard Comrade Enver, these enemies should be immediately given the capital punishment, that is, they should be shot. As I said above, there is a good mobilization in the working masses of the Korca district.
With the sugar beet harvest, it has gone to 35 percent of the planted area. I saw a brigade in an agricultural enterprise where beets were being harvested with new machines, and the beets weighed about 5 kilos.
COMRADE ENVER HOXHA: Yes, now they no longer receive 500 kv of beets per hectare.
COMRADE SIMON STEFANI: In the plot I saw, I asked the machinist how many square meters beets you will get per hectare. 500 square meters, he answered. No hour, said another, here without question that 600 kv will be taken for hectare.
