Balli does not relinquish power and no one else if he does not seize it by force. As can be seen in the following documents issued by the Central State Archive, (some of which are made public for the first time) a conclusion is reached and the thesis thrown after the 1990s is reinforced even more, where It is said that the period of the War (mainly from September 1943 to December 1944) was more of a fratricidal civil war between the Communist Party and the Front for Legality than a war against the Nazi occupiers. And the cause of the beginning of this fratricidal war was the Communist Party led by Enver Hoxha and the two Yugoslav emissaries: Miladin Popovic and Dusan Mugosha, who were the de facto main leaders of the SNP and at the same time the main perpetrators who broke the Mukje Agreement. This thesis, long rejected by many historians, scholars, politicians, etc., etc., is reinforced by the documents published in this article, where Enver Hoxha just a few days after the Mukje Conference, terrified by the idea that he could share power with the nationalist forces, immediately instructs all the District Committees to fight against the National Front of Legality! As well as the documents of the two nationalist leaders of the National Front of Legality, Mithat Frashëri and Abaz Kupi, who call for avoiding the bloodshed and the fratricidal war in which the communists were plotting Albania.

We have always told you openly that we are not waging an ideological war and that we are not a party, but we are affiliated with an organization which fights only for the salvation of the Homeland.
YOUNG COMMUNISTS! We are all the children of this country and as such we have a duty to try to save it. It is not right to see the nationalist as an enemy, even as some of you say, as the number one enemy.
YOUNG COMMUNISTS! Today we are announcing to all of you young communists that our dispute has begun to provoke fratricide and at the same time is pleasing the German occupier, who by taking advantage of this quarrel will extend the days of his stay in our Homeland. Our dear Albania is drowned in blood and horror: it is plunged into anarchy, a fratricide, a catastrophe. The homeland is in danger! Our existence is undergoing the greatest shock of history. This danger cannot be removed until the divided and divided Albanians all unite around a single goal: “Salvation of Albania!” The drama of the current situation is incomparable with any tragedy that our country has overcome, and this is shocking us, and it is ready to overthrow and destroy the remaining foundations of the Albanian ruins. We must put an end to this situation! We must all unite and say to the mourners of our country, “Stop!” and “enough is enough!” Let go of passion, fear, sympathy, and antipathy. Let these be forgotten. Let us extend our hand to each other because only an embodiment of such forces can ensure the salvation of Albania and the salvation from the eternal disappearance of the Albanian people! Ideologies, political currents, local antagonisms, personal grievances, political passions must be avoided until we overcome the abyss of danger and until the salvation of Albania is ensured!
Villages that burn, houses that are destroyed, roads and bridges that are destroyed, cannot be repaired with the money of foreign peoples, but with our toil and sweat. The daily average between the killed and the wounded among the sons of our country is horrible and this fratricide makes no sense! Why is this blood shed? Only to be destroyed! Unity is imposed on us by the interest of the Homeland, because if we do so, not only our friends but also our enemies will be forced to honor us more. This is the way of salvation and happiness, so may God help us and let us unite as soon as possible to cut off any danger that may come our way. We are in fratricide! The Albanian is fighting against the Albanian! What a misfortune! The wounds inflicted on us by our enemies were not enough, they are inflicting and we are inflicting new wounds. To the murders committed by the enemies we are adding murders that we are committing with our own hands. We are demolishing houses; we are demolishing villages. We magnify the misery of our people! We will weep all together when we realize that this quarrel and fratricide will not bring profit to either side, but only the destruction of the Homeland. Alas, then it will be too late! History tells us that every generation of a people has a difficult task to fulfill when it comes to race, this time it is up to us to complete it. Any misunderstanding or disagreement or disagreement between us can be resolved wisely, at the right time, but in carrying out this burden we must be together and shake hands with each other with love and a pure heart! I have always been of the opinion for a general union and I have always tried to implement this opinion and this effort by avoiding, as far as possible, the unwanted fratricide and condemnation of the Albanian people! I am more than sure that all Albanians with tears in their eyes demand this sincere union of all Albanian Political Organizations for the reconciliation of hearts, for the prohibition of fratricidal murder that is so bloody and harmful, therefore for the sake of the Homeland I call on the Albanian people and all the political parties of Albania, to try to achieve a general union because the need for very critical moments commands this and the interest of the Homeland imposes this!/Memorie.al
