                                                                                                    Biography of Shtjefa Jak Kurti

Shqefën Kurti is the son of Jaku and Katrina, born in 1898, born in Prizren and resident in Gurëz, with a higher education, unmarried, unorganized, sentenced once in 1947 to 20 years in prison for hostile activity, rich stratum and former parish priest, with Albanian citizenship and nationality. The above-mentioned has completed high school in Italy, the theological faculty, was appointed parish priest and practiced this profession in Gurëz, Tirana and elsewhere. At the time of Zog’s anti-popular regime, he maintained contact with the heads of Catholicism in Albania and directly with the Vatican as well as the high authorities of the former regime in force.

During the Italian-German occupation in Albania, as well as during the Civil War and in the first years of liberation, Shqefni’s attitude was deeply hostile. He, exercising his activity against the N.Çl movement, has maintained close ties with foreign intelligence missions in Albania, such as with the English General Hudson, Colonel Palmer and Major Smith. With the cadres of the American intelligence as with Mr. Jakobs, Andon Stevens, Ndrek Gjeveleku, his Fulci and with French missionaries after liberation.

After the liberation, together with Anton Dukagjin, they compiled a report in three copies and sent it to the American and English missions that were in Albania. In this report, it was told about the situation of the fugitives of the northern part of the country. He corresponded directly with the Vatican and received money from there to reward the Catholic priests in Albania. He communicated with foreign intelligence and was a member of the Party created by Sami Qeribashi.

In 1946, he was arrested for hostile activity and sentenced to 20 years in prison. In 1963, he was released from prison and came to live in Gurëz, but even after his release from prison, he, being a sworn enemy, did not give up his activity as an enemy, but starting in 1964, he started his activity again. hostile in the form of agitation and propaganda and continues to develop this activity today. After he was released, he made efforts and corresponded with his people in Yugoslavia and the USA, from whom he also asked for economic assistance, because he is allegedly in a bad living situation, but for us this is propaganda. and this correspondence is doubtful and to be connected with foreign discoveries.

Today Shqefni lives in the house of Shkurt Mark in Gurëz, who is in prison together with his brother, Shkurti for taking two wives and Pjetri for theft and hostile activity in the agricultural cooperative. From the depositions of Pjetri and Mark Bardhok that we have today in prison, it appears that Shqefni has poisoned many members of the cooperative with his activities. He also has his brother Kel Kurti in Gurëz, but he has not lived with him and apparently, he is guarding him in order not to compromise him in front of the mass, with whom he is without a front card.

This biography was compiled based on court file data.

                                                                          DECISION

“On the opening of the file “2/A” for Shtjefa Kurti”

I, the Operative Worker of the P. Internal Branch “Anës Sigurimit” Krujë, after studying the compromising materials at the charge of Shtjefën Kurti, a resident of Gurëz.

I found:

Shtjefën Kurti, son of Jak and Katrina, born in 1898, born in Prizren and resident in Gurëz, with a higher education, unmarried, unorganized, sentenced once in 1947 to 20 years in prison for hostile activities, wealthy and former parish priest, developed and practiced this profession in Gurëz, Tirana and elsewhere.

During the anti-popular regime of Zogu Shtjefni, he maintained close ties with the leaders of Catholicism in Albania and through them even directly with the Vatican. He also maintained close ties with the high authorities of the former regime in power.

During the Italian-German occupation in Albania as well as during the national liberation war, Stjefni’s attitude was characterized by deep hostility. He, exercising his activity against the N. Liberation Movement, has maintained close ties with missionaries of foreign intelligence in Albania, such as the English General Hudson, Colonel Palmer, Andon Stevens, Ndok Gjevleku, Fulzi and others. With the French reconnaissance missionaries after the liberation such as: Major Vizdrav, Mr. Brioti etc.

After liberation, he again continued to maintain a deeply hostile attitude and connection with foreign missions, as mentioned above. Shtejfni, together with Anton Dukagjini, compiled a report with three copies, which he printed with his machine, and sent to the American and English missions in Albania at that time. In this report, he talked about the situation of the fugitives of the northern part of the country. He held meetings with the main Catholic leaders, maintained correspondence with the Vatican from where he also received money in the amount of 7000 dollars to reward the Catholic priests in Albania. After liberation, he linked criminals with foreign missions, joined the Party created by Sami Qeribashi and smuggled foreign currencies. For this hostile activity, on 17/IV/1947, she was arrested and sentenced to 20 years of deprivation of liberty and the loss of civil rights for 5 years.

In 1963, he was released from prison and came to live in Gurëz village. During this period that he is in our district, according to the data we have, he has not stopped developing activity and hostile activity again.

From the data of B.p. with pseudonyms: “Partizani”, “Adresa”, “Day of Rest”, “Shigjeta”, “Lulja” and “Drita” as well as from the depositions of convict D…, recently arrested, Mark Nikolli and Pjetër Biba, it turns out that the aforementioned person has developed significant hostile activity in the form of agitation and propaganda. The agitation and propaganda developed by him consisted of: against the leadership of the Party and the state, against our socialist system, he made comments about the supposedly good life in Western countries and vice versa the bad life in our country, as well as about the change of the other situation.

Taking into account the above, as well as with the aim of discovering the document interrupted by his activity from the enemy and to see how far it extends, despite the fact that he is 72 years old, he is physically healthy and able to attract, influence and even infect other ordinary people.

I decided:

To: Stejfan Kurti to be actively processed 2/A with a tendency for agitation and propaganda, in order to use the complex of types of agential-operational work in its processing.

                                                                                         Given B.p. “Address”

                                                        Report dated 4/28/1970

The source announces that two days ago in a street meeting he had with Shtejf Kurti, during the short conversation with him, Shtjefni spoke about the thefts committed in Gurëz by the villagers and that this activity was done as an ordinary job, saying that From all. Once upon a time, the Mirditas used to steal in this area, while today the crime has spread to all the people of every province. Religion in our sermons as priests or elders, has prevented many from committing theft of any nature and against anyone. Now with the closing of the shrines and with the banning of our preaching practice, the fear of being held accountable for bad actions against God and Christ or Muhammad for the Mohammedans has been removed from people.

Thus, people with impure hearts have only the fear of the Government, while before they had the fear of God and the Government and especially that of God for bad actions.

That’s why my husband tells me that this is the main reason why thefts have increased. It does not seem to me that these thefts are carried out for a living or for hostile purposes, because those who have been caught have never been involved in politics, and then if they had this purpose behind them, they would do other actions of a more sinister nature. similar. I mean acts of destruction of property, not privations of small amounts. Then and for the fact that all those who steal in this area are in need for their livelihood and that of their family.

            “Address”

Clarification:

B.p. unable to meet because there was no time, you had prepared the report and handed it to us, that’s why they didn’t give you assignments.

Operational measures:

To organize a meeting with B.p. and together with him we discuss meeting options with Shtjefa Kurti and the issues that can be clarified in conversation with him.

To study the possibility of listening to the conversations of B.p. with Stejfa Kurti and they existed, then send B.p. in combination with listening to their conversations.

The report should be printed and received immediately by Shtjefën Kurti in processing 2 “A”.

                                                                                                    Given B.p. “Lulja”

                                             Report dated 30/V/1970

The source announces that during the talks he had with Bardhok (Mark) Mark, from 22/V/1970 to 30/V/1970, Bardhok tells him, among other things, that:

I talked to Father Easter several times, but I remember all the conversations I had with him: I only remember that I told him that the people are suffering for bread, there are families who have only two meals and work without bread, yes work barefoot, no one is interested in us. Likewise, I talked about this because if the system didn’t change quickly, I’m off.

Ded Pashku has talked with Shtjefa Kurti most of the times. Once, going to the warehouse, I heard that Deda was laughing the loudest with Shtjefa Kurti; when I got closer, Shtjefni was reading the “Voice of the People” newspaper, about the war in Vietnam, that so many American planes have been shot down and so many American soldiers have been killed in Vietnam. How the American soldiers who are being killed in Vietnam did not end, how the planes that are being shot down, these are lies that I do not tell. And they were mocking and laughing, saying that: plane 201 was shot down in other Vietnams.

Shtjefni Kurti tells Bardhoku, he talked many times with Preng Gjelosh Lulashin, I happened to be present only a few times because Shtjefni mostly talked only with Preng Lulashi. Once Shtjefni was reading the newspaper, where I and Prengë Lulashi were. The world, said Shtjefni, is fighting while we are sitting. Without Enver Hoxha’s death, this system will not change itself. Another time, Bardhoku said, what about the bread, and Shtjefën Kurti said that the bread we are eating here, in Germany, not even pigs eat it, no matter how hard they try, they cannot reach Germany and Italy, both for living and for construction. not even for 1000 years.

Italy only built here for 2 years and built all those constructions that, even though 30 years have passed, are better and stronger than what they are doing now. When the Palace of Culture in Tirana was first built, they wanted to demolish the Executive Committee, but when they did the math, it took more money to demolish it than to repair one, Italy builds both good and strong buildings like this. Bardhoku said that Prengë Lulashi is a good man, but they don’t want that.

     “The Flower”

Task:

Continue to talk to Bardhok (Mark), as you have been until now, aiming to dig deeper to discover his further activity and specifically Shtjefën Kurti and his other connections. – as well as Easter.

Operational measures:

Let’s go deeper to see through the investigation and processing in Bardhok’s dungeon, to what extent he lies with Pjetër Mir (who was shot) and in what connection with Ded Pashku or with the other members of this group, except for Shtjefni. To achieve this, let’s organize a combination with the investigator, to break Bardhok and move on. Memorie.al
