Memorie.al publishes some archival documents extracted from the Central State Archive in Tirana (fund of the former Central Committee of the ALP), belonging to 1979, where there are some information reports with the “secret” logo of the Minister of Works Interior Minister of that time, Kadri Hazbiu and the Director of State Security, Feçor Shehu and the Deputy Director of State Security, Ndue Doçi, in which it is about the very worrying problems that had arisen at that time in the oil industry sector, where according to them, there was hostile activity and sabotage. In the report-information in question of the top leaders of the Ministry of Internal Affairs and State Security, which in addition to Enver Hoxha, was also sent to the Prime Minister Mehmet Shehu and the Secretary of the Central Committee of the ALP and member of the Politburo, Hekuran Isai, the names of oil executives and engineers who were “implicated in hostile activities and foreign agencies” are also given!
“Foreign capitalist-revisionist discoveries are interested in obtaining data on the amount of extractable oil and gas reserves, on oil-gas formations and structures, regions and depths where drilling and searching, as well as on the need for equipment, machinery, etc… Thus, after the discovery of the new well in Cakran, a radiogram was signed in a foreign embassy, through which she informed her country that “An oil well has been discovered in Albania, with a minimum annual production of one million tons of oil. The Italian engineer, Calvarezi, who insisted on coming as a “benefactor” of Albania for “help” in the application of some effective methods for oil and gas exploration in our country, despite the many promises, he submitted some requests that cast doubt. for oil espionage activities, which is reinforced by the analysis of further follow-up of this problem. Such was the position of a member of the trade delegation from Greece at the beginning of 1978, who was interested in collecting data on the extent and depth of oil wells, on the methods of its extraction, on the salaries of employees. of oil, etc.”.
This is stated, among other things, in an information report with the initials “Seret” of the Minister of Internal Affairs, Kadri Hazbiu, dated August 30, 1978, sent to the first secretary of the Central Committee of the ALP, Enver Hoxha, entitled : “On some conclusions arising from the hostile and malicious activity in the oil and gas industry”, where he raises a series of problems that according to him have arisen and concern that sector of the most important of the Albanian economy, drawing the conclusion that there was “Hostile and sabotaging activities”. ON SOME CONCLUSIONS ARISING FROM THE ENEMY AND EVIL ACTIVITY IN THE OIL AND GAS INDUSTRY
From the analysis of the data available to the State Security bodies, it results that in the oil and gas industry sector, even after the discovery and crackdown of the saboteur group, very intense hostile and malicious activity has been developed and is developing, which among other things seems also in the increase of the number of data for hostile activities (7% more than in 1978, compared to 1977), in the increase of processing facilities (3% more) in the increase of breakdown cases (50% more ) etc.
Also, some management cadres have committed and allowed irresponsible activities, which are contrary to the directives and orientations of the Central Committee of the ALP and the Government, with the rules and provisions that regulate the work and production processes, which have hindered the implementation of tasks and have been exploited by enemy elements of the wrongdoer to camouflage their activity.
- On hostile activity
This is expressed both in the foreign and unscientific concepts and practices that the enemy elements try to spread and cultivate in the mass of oilmen, by contradicting the orientations of the Political Bureau of the Central Committee of the ALP on the existence of oil in our country and the work to be done for its search and detection, as well as in concrete hostile-sabotaging actions, through procrastination, violations of rules, projects and failure to perform tasks, in order to create various difficulties and obstacles.
- Enemy elements spread many anti-scientific concepts and hostile views such as: “the development of the oil industry in our country has no perspective”, “our country has no oil and what could have been, part has been extracted and the rest has emigrated “,” As they seek to find oil with geological-geophysical methods, they will never find it, because oil is found only in drilling wells “,” oil requires modern machinery and technology, but we have no one to supply us because we were left alone “,” if the relations with the Russians were regulated, we would use their advanced technology and we would get out of the backwardness “, etc.
These data have been maintained and measures have been taken to verify them. As a result, 4 enemy elements have been hit and 9 more are currently being pursued. It should be noted, however, that as a result of these hostile views, some drilling brigades are not fully convinced of the existence of oil and gas bearing structures in the area where they went and worked without determination and without due diligence and rigor in the implementation of rules and technical norms.
As a result, they were found in front of the unexpected, causing serious breakdowns, even in unmanned fountains and fires, as happened in the brigade that drilled in the well “Divjakë 55”, which violated the regulation during the acquisition process and left the well with the conviction that there is no gas there, but after a while, the well was activated and the fountain exploded.
Immediately after that, the same brigade started drilling the well “Fr-35”, an area already known as a gas well, but nevertheless, again flagrantly violating the rules for preserving the parameters of the clay solution, left the trunk empty, which brought the fountain on fire, which caused significant damage to the economy.
Given the very danger posed by hostile activity in the form of propaganda in the oil sector, regardless of the results achieved, we will further qualify the fight against it, both for detecting roots and striking enemy elements, and for differentiating and rescuing of victims of this activity.
- From the monitoring of 18 facilities in processing, as well as from a lot of data and signals, it appears that in the oil sector hostile-sabotage activity has been developed and is taking place. This is expressed in the spread among oil specialists of the feeling of fear and insecurity in the efforts to avoid them from scientific-research, generalization and design work for the discovery of new oil and gas wells in the misuse of wells, through serious violations of technical projects, etc.
Thus, the geological engineer Dhimitër Gjenerali (processing as an enemy element), states that: “Oil is being prepared and a new blow will be made, stronger than the first one, therefore we must not design wells. In the Scientific Council, we should not stand up to discuss ourselves, but only when it is asked by others with persistence, and ultimately to see who and what has discussed “.
The geological engineer, Thanas Nasto (processing as a Russian agent), says, among other things: “flysch formations do not serve as a cover for the limestone of our country.”
While the engineer Ilia Dhimulla, in the report where he interprets the factual material of the well “Hekal-5”, although this well gives us oil, recommends that the presence of nitrogen in the accompanying oil gas, in the form of limestone is not characteristic, which it means that there is no oil-gas in the structures”.
Such attitudes, expressions and “recommendations” have restrained some specialists, especially young ones, from engaging in scientific research and reluctant to express opinions and hold debates on various problems of oil exploration and discovery.
Consequently, the scientific topics of the last two years have not been realized in time and studies oriented towards great depths that do not match the capacity of the existing machinery, thus limiting the perspective and not discovering new oil and gas storage structures for the realization of reserves. of oil.
There is evidence that direct sabotage actions are also carried out in the direction of exploitation of resource sites, such as through serious violations of exploitation projects, the establishment of forced regimes in the exploitation of some wells and high advances in water-oil contact in the apex and apex parts of the layers, as well as through the well stops, causing various defects in the depth pumps, in the main joints of the vulphs, in the electric motors of the pumping and decanting station, in the oil transport pipelines, etc.
This does not comply with the guidelines of the Central Committee of the ALP and the requirements of the regulation for a rational use of this source site. And from these actions have been criticized by specialists and workers, they have not even been approved by the technical council of the enterprise. However, the director of the extraction company, Robert Kokonozi, not only did not listen to their voice, but in some cases acted with “initiative” and ordered the heads of the sectors to make changes to the well regimes and, when any objected, he objected with the expressions “I know the condition of the source vend .you do not understand the situation… we are surrounded, the homeland needs oil”, etc., expressions identical to those used in cases of such by members of the hostile group of oil saboteurs.
In addition, in these springs (Gorisht-Kocul) have been found wells banned due to numerous mechanical defects. Thus, during March of this year, a series of defects were found in some wells, which resulted in not only the cessation of production, but also the damage to the machinery.
Pins and other metal parts were found in the mouth of the wells, which destroyed and damaged the oil suction pumps, etc., while in the oil and gas transport pipelines, there were fires and many other defects that have causing stops in wells. Three people are currently being prosecuted as possible perpetrators of these actions.

The meetings of some of our oil specialists with foreigners are also suspicious. Thus, engineer Spiro Veizi, had very suspicious meetings with the Greek explorer, Dino Gjika, in the case when the Greek ensemble was in the city of Fier, engineer Skënder Myftari, kept suspicious correspondence with a Russian specialist, who was in our country with work before 1960 etc.
On the attempts made by foreign discoveries to penetrate the oil sector, show, in addition to the above, some attempts to photograph oil objects, suspicious meetings of foreigners coming to our country with some people working in this sector, the creation of some connections through correspondence and the service by some foreign specialists of “aids” in technical-scientific literature, etc.
The data and signals that have come out in this regard have been evaluated and treated and currently for this trend are followed 9 persons in active processing. However, there are still shortcomings and weaknesses in the work of the Security, which requires its greater qualification for the timely and in-depth detection of foreign agencies and their activity in this sector.
It is worth noting that despite the follow-up of the elaborations of some investigative issues, the Security organs in the oil system are not accurately extracting the organization and action of the enemy elements. This is due to our weaknesses, as well as to the very turbulent situation that has been created in the organization and management of this sector, which prevents the drawing of accurate conclusions of hostile activity.
At the same time, the governing bodies of the oil should be more careful, especially in maintaining secrecy both at work and in relations with foreigners, as well as in handling the materials used in various meetings, etc.
- On the liberal emergence and routine method of some cadres of the oil and gas sector at the center and base, while completing tasks in dynamics, which allow enemies to camouflage themselves in their sabotaging activity.
- In the scientific research work carried out in oil, in recent years, serious shortcomings have been ascertained that have negatively influenced the realization of tasks for the discovery of new wells, the realization of drilling wells in time, with quality and without breakdown in putting readiness and rational use of resources, etc. Such can be mentioned the delays and unpreparedness in time of the works in the region of Saranda (Kalacat, Vana), the structures of Hekal, Rexhepaj, in the region of Cakran, of Vlora, in Lushnje etc./Memorie.al
