Memorie.al / In mid-October 1982, just a few days after the arrest of the former Minister of the Interior Kadri Hazbiu and his deputy, Feçor Shehu, former Director of State Security, (who from 1980 to 82, held the function of the Minister of Internal Affairs), according to the instructions and orders of Enver Hoxha, given in one of the meetings of the Secretariat of the Central Committee, it was left as a party duty to hold meetings throughout the country of the party’s basic organizations, to analyze “the hostile activity of Kadri Hazbiu’s group and their connections with the poly-agent Mehmet Shehu”. Similarly, by order of Enver Hoxha, given to Hekuran Isa, (Secretary of the Central Committee of PPSh, who was entrusted with the post of Minister of Internal Affairs), many state duties were also left, with which the Ministry would mainly engage of Internal Affairs, always for: “Clarification, discovery and documentation of the hostile activity of Kadri Hazbiu’s group and his connections with the police agent Mehmet Shehu”.
In this context, in November 1982, at the Ministry of Internal Affairs, a ‘Special Group’ was immediately created, which would be under the direct authority of the Minister of the Interior, Hekuran Isai, and the Director of Security was appointed as its head of the State, Zylyftar Ramizi, who simultaneously held the post of Deputy Minister of Internal Affairs, and as his assistants, there were Hasan Ulqinaku and Enver Zeneli, both senior officials of the State Security.
The “Special Group” at the Ministry of Internal Affairs, in addition to the collection, study and analysis of a large number of files and archival documents, which belonged to a period of 40 years (1945-1983), was called upon and left as a party task, all the former leaders of that ministry, as well as major officers, to write everything they knew about the “hostile activity of that group”, or any doubts they had about various problems they might have had, during the period they had worked with them and all of them, to deposit them in writing, with the “Special Group” at the Ministry of the Interior.
Most of the former officials and senior leaders of the Ministry of the Interior and State Security responded to this call of the “Special Group”, such as Xhule Çiraku, (former Major-General, Deputy Minister), Zylfi Saliu (former -colonel, branch head in the districts, director of the Security Directorate and deputy in the People’s Assembly), Hekuran Pobrati, former senior officer of the State Security), Mark Dodani, (former lieutenant colonel of the Security and deputy branch head in Saranda), Muço Saliu (former colonel, Director of the State Security), Nuçi Tira (colonel, former head of the Branch in Lushnje, Pogradec, etc.), Lelo Sinaj, Isuf Mullaj (former agent of the State Security with a secret mission in several European countries), etc.
From these letters or information that are part of a voluminous file in the Archives of the Ministry of Internal Affairs and now also part of the fund of the Authority for the Information of Documents of the former State Security, we are publishing below, the letter of Xhule Çirak, (former major general, head of the Internal Affairs Department in Shkodër in 1967-70, Director General of Police, Director of Security and Physical Security of the Leadership and Deputy Minister of Internal Affairs), which is published for the first time from Memorie.al.
REPORT-INFORMATION OF THE FORMER MAJOR GENERAL, XHULE ÇİRAKUT, DEPUTY MINISTER OF INTERIOR AFFAIRS, FOR “THE HOSTILE ACTIVITIES OF BEQIR BALLUKU, KADRI HAZBIUT, FEÇOR SHEHUT, MIHALLAQ ZİCISHTI ETC”
Tirana, on 8.9.1983 Secret
About the traitor Kadri Hazbiu:
We didn’t have big matches like with Mehmet Shehu and Feçor, I never thought that you could be a traitor, but in some cases and, for some problems, I have faced concretely:
We are fed up with the delay in defense and communication works. We argued a lot about the structures in 1966 and for not demolishing the school, as well as for burning many documents of operational and historical value. He put us in charge of the commission, the traitor Mihallaq Ziçishti, who has acted as an enemy, has distorted the directive of the Party, which was right, but under the measure of the fight against bureaucracy, they also did many bad things.
They wanted to liquidate the police (Directorate) altogether, they told us; you want to protect the couch. When we told them; do not liquidate it, for you will weaken a weapon of the dictatorship of the proletariat, when the enemy acts savagely against us. They wanted to leave only three people in the First Directorate of Security (in the economic branch) 1 for crimes, 1 for the economy and 1 for services.
At my insistence, Kadriu withdrew, leaving him with 10 people, out of the 80 he was. I insisted so that the school would not be destroyed, especially the 6-month course with police. We left it once, but they still ordered it to be demolished, because they told us from above, as if the Central Committee had said, and they demolished it, when the cook school and other schools were not demolished.
Under the guise of savings, I think they have affected the combat readiness of the bodies and guilds, as for cars and many other issues. Why now the cars came and they left us with antiquities, as if we were in 1945.
Answers to the wrong orientations in Security, which measured the work of the officers, who made the most arrests, not who got away (the wrong people could be saved, those who were ours, were not deeply involved in guilt, etc.) orientations of rights of the Party, given these continuously and at the right time.
In 1968, a priest in Shkodër told the investigator during the process, that; Beqir Balluku and Hito Çako are enemies. He tells me, I meet the priest in the dungeons, and he tells me the same. Based on the Platform and the orders, I don’t take any notes, I told the priest to stop, shut up and we immediately left for Tirana, to Kadri Hazbiu myself, I said these things and he said ok, run away now? The priest, I don’t know where he is, but Shyqyri Çoku should know, or the Prisoners’ Reeducation Directorate.
When Beqir Balluk’s group came out, I told him again; how right the priest was, he remembers that we said it, he told me, I remember it. And when Beqir Balluk’s group came out, I told him; I suspect Dashnor Mamaqi, that we were working in his office, with the party committee of the 6th Brigade, and his wife would call him and tell him; let’s go to Beqiri’s for dinner, well, we weren’t finishing work. She took it more than 4-5 times. He told me; I know, I know, he (Lover) also ate it.
We have told him; why does the Army treat us differently, in terms of food, leave, etc., and he answered me: “What’s wrong with the Army; let them come to us and not us to them.” I did it with my signature to the Central Committee and the Army, for this the Central Committee and you are fine, while the Army did not answer us at all, it continued with the first one. Those in the 12th grade, we had 21 days of leave, wrong.
We had 3 radio communication centers and Beqir Balluku tells us; break one. I say no to Kadri, he told me; you do it in writing to Beqir Balluk and I did it to him, that we do not agree and after 2-3 months, he replied to us not to spoil it.
When an army delegation went to China, we made lists and lists, we gave them, but I say to Kadri; let us also send with him, one from the laboratory, one from the liaison branch, one from Operative Technique and he told me again; you do it with your signature and I did it. Beqir Balluku answered us that; there is no need for strangers to come, give me the list, because I will share it with Andon Sheti. We gave it to them and they returned it to us empty handed, just like we gave it to you. So he didn’t want to fight, he came to us, while we didn’t like the word or the signature and we stayed where we were, so it’s sabotage on their part, our problems weren’t solved.
When comrade Haki was going to check up on the illness he had in Paris, the first time, he asked for me, or Jaup Dabulla. Kadriu didn’t want to, we went together to friend Haki’s house and told him; we will not send Xhule, because he is the deputy minister, he has work here, but we will give Serveti and Gania. He said; no, this one told him; we decided it like this and they went and not us. The second time, he asked for me or Jaup. Why didn’t he send me, he knows me!
When Chu En Lai died, Kadriu called me to the office and told me; friend Mehmet will come to China for the funeral, we will make the group and without asking me, he started with the names; Gani Kodra, Ali Çeno, etc. At that time, either he or Mehmet Shehu took responsibility and they talked on the phone, what he said, I didn’t hear anything, but if he left the phone, we will put Llambi Pecini in charge, he told me, when he at that time, was Head of Branch in Vlora.
It didn’t feel good to me, one of the friends of the Directorate had to come, but I still comforted myself, saying that he knows him, knows the language and the roads, I play cards with him, etc. I didn’t want to marry him and any of his family because I knew they didn’t love me and I would quarrel with them.
So Kadriu supported the degenerate people, while we rightly thought that he knew the job better and we did not think that he could be a traitor and he did this with bad intentions. About Mehmet Shehu’s children, he knew everything, some he took from himself, some from his children, some from us, but I think he had a purpose.
He never defended me when Mehmet Shehu suspended me from work, or when he yelled at us and yelled at us, especially about communication. When Gani sent Kodra with Mehmet Shehu’s son to Sweden, he didn’t ask me at all, I found out when they left. It had come to our attention that he left Feçor Shehu on us, reasoning that he is the first deputy of the Security, he knows the operational situation, etc., and we agreed with this baseless reasoning.
For example, at the Congress of Professional Unions in Korça, the person in charge of the Front in Vlora, he came and checked our tasks, me and Rraqi, sent by Kadri Hazbiu, at the Women’s Congress in Durrës, the person in charge, in of Youth in Elbasan, suspended us altogether.
Mehmet Shehu brought him to lower our prestige and raise Feçor’s, when his friend Enver died in Shkodër, this person in charge, when Kadriu went to Paris sick, he left this in his place, while only in Saranda I went alone with Comrade Enver, and that’s why Comrade Hysni called me and gave me a task. I reported to him both in Gjirokastër and in Vlora (ex. Hysni) that Kadriu was in Paris sick at that time (1978).
Kadriu must have influenced the fact that Feçori became minister, because no one asked us about this. He supported Mihallaq, Zoi, Feçor and other degenerate people, making them ministers, heroes, deputies, etc. To be clear, we are not talking about ourselves, I am very satisfied with the Party, but we are talking about the fact that Kadriu wanted to support people with vices, not the regular ones. Together with Mehmet Shehu, Feçor Shehu, etc., to answer for the structures in 1966, the defense works of the country, etc.
On all May 1st holidays, Party Congresses, in important ceremonies in Tirana and elsewhere, the head of staff came to Feçor, while the other deputy ministers were left to his assistants. These are found written, in plans and orders, even that this was a deputy like all the others, with the reasons we said above, but that we now understand, that you trusted him, because it seems they had the same idea and purpose, hostility towards the Party of popular power.
