Memorie.al / In mid-October 1982, just a few days after the arrest of the former Minister of the Interior Kadri Hazbiu and his deputy, Feçor Shehu, former Director of State Security, (who from 1980 to 82, held the function of the Minister of Internal Affairs), according to the instructions and orders of Enver Hoxha, given in one of the meetings of the Secretariat of the Central Committee, it was left as a party duty to hold meetings throughout the country of the party’s basic organizations, to analyze “the hostile activity of Kadri Hazbiu’s group and their connections with the poly-agent Mehmet Shehu”. Similarly, by order of Enver Hoxha, given to Hekuran Isa, (Secretary of the Central Committee of PPSh, who was entrusted with the post of Minister of Internal Affairs), many state duties were also left, with which the Ministry would mainly engage of Internal Affairs, always for: “Clarification, discovery and documentation of the hostile activity of Kadri Hazbiu’s group and his connections with the police agent Mehmet Shehu”.
In this context, in November 1982, at the Ministry of Internal Affairs, a ‘Special Group’ was immediately created, which would be under the direct authority of the Minister of the Interior, Hekuran Isai, and the Director of Security was appointed as its head of the State, Zylyftar Ramizi, who simultaneously held the post of Deputy Minister of Internal Affairs, and as his assistants, there were Hasan Ulqinaku and Enver Zeneli, both senior officials of the State Security.
The “Special Group” at the Ministry of Internal Affairs, in addition to the collection, study and analysis of a large number of files and archival documents, which belonged to a period of 40 years (1945-1983), was called upon and left as a party task, all the former leaders of that ministry, as well as major officers, to write everything they knew about the “hostile activity of that group”, or any doubts they had about various problems they might have had, during the period they had worked with them and all of them, to deposit them in writing, with the “Special Group” at the Ministry of the Interior.
Most of the former officials and senior leaders of the Ministry of the Interior and State Security responded to this call of the “Special Group”, such as Xhule Çiraku, (former Major-General, Deputy Minister), Zylfi Saliu (former -colonel, branch head in the districts, director of the Security Directorate and deputy in the People’s Assembly), Hekuran Pobrati, former senior officer of the State Security), Mark Dodani, (former lieutenant colonel of the Security and deputy branch head in Saranda), Muço Saliu (former colonel, Director of the State Security), Nuçi Tira (colonel, former head of the Branch in Lushnje, Pogradec, etc.), Lelo Sinaj, Isuf Mullaj (former agent of the State Security with a secret mission in several European countries), etc.

About the traitor Kadri Hazbiu:
We didn’t have big matches like with Mehmet Shehu and Feçor, I never thought that you could be a traitor, but in some cases and, for some problems, I have faced concretely:

So Kadriu supported the degenerate people, while we rightly thought that he knew the job better and we did not think that he could be a traitor and he did this with bad intentions. About Mehmet Shehu’s children, he knew everything, some he took from himself, some from his children, some from us, but I think he had a purpose.
He never defended me when Mehmet Shehu suspended me from work, or when he yelled at us and yelled at us, especially about communication. When Gani sent Kodra with Mehmet Shehu’s son to Sweden, he didn’t ask me at all, I found out when they left. It had come to our attention that he left Feçor Shehu on us, reasoning that he is the first deputy of the Security, he knows the operational situation, etc., and we agreed with this baseless reasoning.
