During the period January – November 1982, by the patrols of the Naval Navy of Vlora, Saranda and the service units of the Border Crossing Point in Durrës, 16 foreign “tourist” vessels were caught and escorted to the seaports. 49 persons, of which 9 Greek citizens, 9 Italian citizens, 17 Austrians, 8 West Germans, 2 Australians, 1 Dutchman, 1 Tunisian, 1 Moroccan, and 1 other unidentified.
Of these, 34 are male, and 15 are female. According to the age group they appear 2 people 10-15 years old, 24 people 20-30 years old, 9 people 31-40 years old, 10 people 41-50 years old, and 4 people over 50 years old. According to the educational level, 9 people with primary, 3 people with 8 years old, 14 people with secondary, and 22 with higher.
Preliminary investigations for these border trespassers were conducted in free conditions, in the premises of our hotels, and their vehicles, with the exception of one Yugoslav citizen and 5 Italian citizens, arrested in Durrës.
Following the investigation, 4 of the Italian citizens were sentenced to 4-5 years in prison each, on condition of “illegal violation of our state border”, and the confiscation of their two vessels. For an Italian woman as well as a Yugoslav citizen, investigations into “minor social risk” were suspended.
These and the probationers were released, escorting them to Italy and Yugoslavia, via the border points in Rinas and Hot. We are of the opinion that the Branches of Internal Affairs of Vlora, Durrës, Lezha, Pogradec, Korça, Kolonjë and Gjirokastra, through the authorities, to provide apartments necessary for this purpose, as some other border branches have.
- From the port captaincies, no attention has been paid to the medical examination of foreigners, which leaves room for the spread of epidemics. Doctors and quarantine premises are used only for the crews of foreign merchant ships. In the future, it is necessary for foreigners to enter our ports, to undergo medical examination.
